Clearance, opening the way for Hua Phan sugarcane

Promoting the tradition of special friendship and cooperation between Vietnam and Laos, in the 2024-2025 sugarcane crop year, the Department of Industry and Trade of Son La province has proactively coordinated with the Department of Industry and Trade of Hua Phan province (Lao PDR) and Son La Sugarcane Joint Stock Company to discuss solutions to remove difficulties and support sugarcane consumption for hundreds of Hua Phan farmers who are facing challenges in output.

Ms. Nguyen Phuong Yen, Deputy Director of Production Materials, Son La Sugarcane Joint Stock Company, shared: After agreeing on the plan to purchase and process raw sugarcane from Hua Phan, the Company sent technical staff to instruct people in the neighboring province on harvesting, loading and unloading, and transportation techniques; supporting additional machinery to improve harvesting efficiency and ensure sugarcane quality. The Company has received maximum support from the Provincial Department of Cultivation and Plant Protection, Son La Customs in shortening quarantine procedures, food safety inspection, and customs clearance so that raw sugarcane can be transported to the factory within 48 hours after harvest.

Since the end of 2024, every 2-3 days, 150 tons of sugarcane from Hua Phan province have been transported to Chieng Khuong border gate, Song Ma district. Here, officers from the provincial Department of Crop Production and Plant Protection took plant quarantine samples as soon as the vehicle arrived and quickly transferred them to the Post-Import Plant Quarantine Center 1, under the Department of Crop Production and Plant Protection, for analysis. The smooth coordination process between quarantine officers and Son La Sugarcane Joint Stock Company has shortened the quarantine time, returning results after only 8-10 hours.

Mr. Ho Trung Kien, Head of the Department of Cultivation and Plant Protection, informed: The Department has proactively cooperated with the Plant Quarantine Department of Region V to conduct plant quarantine and food safety inspection for imported plant-origin goods through the border gates of Chieng Khuong, Long Sap, Na Cai, authorized and in compliance with regulations. At the same time, support provincial plant quarantine officials with documents, procedures and expertise to improve the effectiveness of quarantine work; assign staff to regularly coordinate closely with Son La Sugarcane Joint Stock Company, to carry out plant quarantine work as soon as imported sugarcane batches arrive at the border gate.

Ms. Do Thi Huyen Trang, a quarantine officer at the provincial Department of Cultivation and Plant Protection, shared: Each imported sugarcane batch must comply with two mandatory requirements: plant quarantine and food safety. Normally, this process can last up to 3 days, while the factory requires raw sugarcane to be transported within 48 hours to ensure quality. The Department has coordinated to strictly implement quarantine work according to the correct process, flexibly shortening the time for plant quarantine and food safety to 20-22 hours, creating conditions for Hua Phan sugarcane to arrive at the factory as quickly as possible, ensuring optimal quality when processed.

Up to now, Son La Sugarcane Joint Stock Company has purchased more than 3,000 tons of sugarcane for farmers in Hua Phan province, with a total transaction value of over 4 billion VND. The quality of sugarcane purchased from Hua Phan is highly appreciated in terms of sugar reserves, the authorities have not detected any harmful organisms; food safety indicators all meet the prescribed standards.

Supporting sugarcane consumption for Hua Phan farmers not only brings practical benefits, stabilizes income for people and expands production, but also ensures a stable supply for Son La Sugar Factory, creating a premise for sustainable development of the entire agricultural value chain. Along with that, that activity is not simply an economic activity, but also a vivid demonstration of solidarity, sustainable and effective cooperation between Son La and Hua Phan provinces, contributing to consolidating and tightening the good traditional friendship between Vietnam and Laos.
