Deputy Minister Tran Quoc Phuong attended the Forum on Human and Technology Development Towards a Digitally Inclusive Society in Vietnam

(MPI) - On the afternoon of October 18, 2024, Deputy Minister of Planning and Investment Tran Quoc Phuong attended and spoke at the 2024 Multilateral Forum with the theme "Human and Technology Development Towards a Digitally Inclusive Society in Vietnam" (MSF 2024).

The forum was organized by the Ministry of Planning and Investment in collaboration with the Vietnam General Confederation of Labor and Samsung Vietnam. Attendees included Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor; Mr. Choi Joo Ho, General Director of Samsung Vietnam; and representatives from international organizations, leaders, managers, and experts from technology corporations and businesses, research institutes, and universities.

In his opening remarks at the Forum, Deputy Minister Tran Quoc Phuong stated that the Forum is an annual event initiated by Samsung Vietnam to promote collaborative action in addressing Vietnam's development challenges. He also highly appreciated the Forum's theme, which focuses on building an inclusive digital future for all citizens, especially vulnerable and disadvantaged groups in society, to ensure that "no one is left behind" in the context of digital transformation.

The Prime Minister issued Decision No. 411/QD-TTg on March 31, 2022, approving the National Strategy for the Development of the Digital Economy and Digital Society until 2025, with a vision to 2030. One of the tasks of the Strategy is to ensure the goal of "Developing digital skills, digital citizens, and digital culture towards comprehensive digital literacy to form a fair and inclusive digital society, unleashing the potential, Vietnamese pride, and people's confidence in the digital space."

Deputy Minister Tran Quoc Phuong stated that, in its role as the comprehensive advisory body on socio-economic development strategy, the Ministry of Planning and Investment has advised and submitted to competent authorities many mechanisms, policies, programs, and projects to promote digital transformation and ensure sustainable and equitable development.

At the same time, the Ministry of Planning and Investment also assigned the National Innovation Center to coordinate with units inside and outside the Ministry to implement specific programs and projects to enhance digital capacity for the workforce and the people, following the principle of inclusive digital training for even the disadvantaged and those with limited access to technology, such as training digital skills for workers through the "New Opportunities" program for workers, and providing basic artificial intelligence (AI) knowledge training for the people...

In recent times, many organizations and individuals have actively taken action to build an inclusive digital future, so that technology can serve everyone's lives, helping each individual to unlock their potential and realize their dreams.

According to a study on Vietnam's digital economy by Google, the annual economic impact of digital technology in Vietnam is projected to reach 1,733 trillion VND (equivalent to 74 billion USD) by 2030.

However, achieving the goals of the National Strategy for the Development of the Digital Economy and Digital Society—to popularize digital skills among all segments of society by 2030, with over 70% of the working-age population receiving basic digital skills training—is a huge challenge, especially for vulnerable groups.

Furthermore, ensuring the "digital divide" is a significant challenge in the context of rapidly developing digital technology. Vulnerable groups are at risk of falling further behind in digital skills for both their lives and work. Worryingly, a large segment of society still lacks access to digital technology, including the elderly, people with disabilities, children in remote areas, and those in difficult circumstances, who face numerous barriers to using digital technology.

Therefore, Deputy Minister Tran Quoc Phuong believes that enhancing digital capacity is a long-term process that requires the joint efforts of the entire society. By creating a favorable learning environment and providing the necessary tools, we can help people with disabilities, workers, and people in remote areas integrate into the digital society and enjoy the benefits that digital technology brings.

To achieve this, according to Deputy Minister Tran Quoc Phuong, it is necessary to encourage research and exchanges to better understand the needs and challenges of vulnerable groups, thereby finding the most effective solutions to support them in accessing digital skills. Along with that, it is important to design appropriate digital skills training courses for vulnerable groups, making it easier for them to learn and more confident in participating in the labor market.

At the same time, it is necessary to encourage technology companies and startups to create technology products that serve people with disabilities and vulnerable groups, such as communication applications, online learning platforms, or mobility support tools. Furthermore, it is essential to build more networks connecting social organizations, businesses, and vulnerable groups to ensure that technology services and products are developed according to the actual needs of vulnerable people.

Deputy Minister Tran Quoc Phuong expressed his belief that the 2024 Multilateral Forum, themed “Human Development and Technology: Towards an Inclusive Digital Society for Vietnam,” jointly organized by Samsung Vietnam, the Vietnam General Confederation of Labor, and the National Innovation Center, will contribute to providing a comprehensive view of digital inclusion; through the MSF 2024 Forum, organizations and individuals will have more motivation to cooperate in building an inclusive digital future, aiming to support vulnerable and disadvantaged people in society who are likely to fall behind in digital skills.

On this occasion, on behalf of the Ministry of Planning and Investment's leadership, Deputy Minister Tran Quoc Phuong highly appreciated and thanked Samsung Vietnam for its companionship in Vietnam's sustainable development; and thanked the organizations and individuals who have participated in the Ministry of Planning and Investment's digital transformation programs and activities to enhance the digital capacity of people and businesses.

The goal of MSF 2024 is to promote multilateral cooperation and innovation through technological solutions to expand access, bridge the digital divide, and unleash human potential, especially for disadvantaged and vulnerable groups. Vietnam has achieved significant progress in digital transformation with the goal of ensuring social equity, based on three pillars: digital economy, digital government, and digital society. MSF 2024 will be a platform connecting policy, technology, and societal needs, creating momentum for building an inclusive digital future for all citizens.
