Prime Minister Pham Minh Chinh has just signed Decision No. 1333/QD-TTg appointing the Chairman and Vice Chairmen of the National Medical Council.
Previously, in Decision 827/QD-TTg dated August 13, 2024, the Prime Minister issued a decision to establish the National Medical Council.
Accordingly, the National Medical Council is an organization with the function of independently assessing the capacity to practice medical examination and treatment. The National Medical Council has its own seal, account and headquarters located in Hanoi City.
The National Medical Council has the following duties:
- Develop regulations for testing and evaluating medical examination and treatment practice capacity; criteria for facilities that are locations for testing and evaluating medical examination and treatment practice capacity shall be submitted to the Minister of Health for approval.
- Take charge of organizing the implementation of the examination and assessment of medical examination and treatment practice capacity according to the Regulations on examination and assessment of medical examination and treatment practice capacity as follows: From January 1, 2027 for the title of doctor; From January 1, 2028 for the titles of physician, nurse, midwife; From January 1, 2029 for the titles of medical technician, clinical nutritionist, outpatient emergency worker and clinical psychologist.
- Select a facility as a location to organize the examination and assessment of medical practice capacity to meet approved criteria.
- Develop specific collection levels, collection, payment, management and use of costs for medical examination and treatment capacity assessment and submit to the Minister of Health for approval.
- Receive and resolve petitions and complaints or coordinate with state management agencies in resolving complaints and denunciations about the results of medical examination and treatment capacity assessment;
- Perform other tasks as prescribed by the Prime Minister.
The National Medical Council consists of a Chairman, no more than 3 Vice Chairmen and Council Members, in which the Chairman of the Council is a concurrent leader of the Ministry of Health.
The National Medical Council has specialized committees to carry out the Council's tasks. Members of the specialized committees include a number of Council members and experts from hospitals, health-care higher education institutions and professional associations in the health sector.
The National Medical Council has a supporting agency, the National Medical Council Office. The National Medical Council Office is a public service unit under the Ministry of Health established by the Minister of Health in accordance with the provisions of law.
