Prime Minister: Urgently complete the construction of databases at all levels and sectors

The Prime Minister requested to focus on a number of tasks such as: urgently completing the construction of databases in all sectors and levels; completing digital transformation in the operation of two-level local governments.

On the afternoon of September 24, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06, chaired the fourth meeting of the Steering Committee to evaluate the results of implementing tasks of science, technology, innovation, digital transformation and Project 06 in the past time; and propose key tasks and solutions for the coming time.

The meeting was held directly at the Government Headquarters, online with ministries, ministerial-level agencies, government agencies and 34 provinces and cities nationwide.

Attending the meeting were: Deputy Prime Ministers ; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of central departments, ministries, branches, members of the Steering Committee; leaders of 34 provinces and cities; representatives of technology corporations, universities, scientific and research establishments; and scientists.

Opening the meeting, Prime Minister Pham Minh Chinh said that our country is striving to successfully implement two 100-year strategic goals, initially achieving a growth target of 8.3-8.5% in 2025 and double digits in the following years. It is determined to develop rapidly and sustainably based on science, technology, innovation, digital transformation; maintain macroeconomic stability, ensure major balances of the economy; and improve the material and spiritual life of the people.

Analyzing the world and regional situation affecting Vietnam, the Prime Minister said that difficulties and challenges still outweigh opportunities and advantages. Therefore, we must be highly determined, make great efforts, and take drastic actions; renew traditional growth drivers such as investment, consumption, and export; promote new growth drivers such as green economy, digital economy, circular economy, knowledge economy, sharing economy, especially emerging industries such as semiconductors, artificial intelligence, big data, cloud computing, etc.

Noting that the Politburo has recently issued strategic resolutions, which are pillars for comprehensive national development in the coming time, the Prime Minister emphasized, "The Party has directed, the Government has unified, the National Assembly has agreed, the people have supported, and the Fatherland has expected; only discuss action, not retreat."

According to the Prime Minister, from the beginning of 2025 until now, we have done a lot to develop science, technology, innovation, digital transformation and Project 06, in the context that the whole country is carrying out many tasks in parallel such as arranging administrative units, organizing 2-level local governments, promoting growth, ensuring people's lives, ensuring social security, handling unexpected and outstanding issues... However, the work ahead is still very heavy, we need to focus on implementing it resolutely, together with the whole country to complete the set goals.

The Prime Minister requested that at this Session, delegates focus on discussing, evaluating, and reviewing the results of science and technology development, innovation, digital transformation, and Project 06, especially in directing, operating, and organizing implementation to see if they are correct, accurate, and drastic; pointing out limitations, inadequacies, good lessons, valuable experiences, and creative, innovative, and effective ways of doing things.

In particular, unifying key tasks in the coming time, focusing on a number of tasks such as: urgently completing the construction of databases in all sectors and levels; completing digital transformation in the operation of local governments at 2 levels, especially at the grassroots level, ensuring smoothness and synchronization; building digital government and digital citizens, with promoting the movement "Digital Education for the People"...

According to the Ministry of Science and Technology, the highlight in the development of science, technology, innovation, digital transformation and Project 06 since the beginning of the year is the implementation of Resolution 57-NQ/TW. From July 20, 2025 to September 23, 2025, 60 tasks have been completed, focusing on 4 main pillars, creating a synchronous ecosystem for development, creating a legal environment, building infrastructure, a solid data foundation and promoting digital transformation, developing an innovation ecosystem.

The Government and the Prime Minister pay close attention to, regularly and closely monitor, leadership and direction of science, technology, innovation and digital transformation development; focus on building and perfecting institutions and regulations for science, technology, innovation and national digital transformation; develop human resources for science, technology, innovation and national digital transformation; ensure funding for science, technology, innovation and national digital transformation...

Digital infrastructure has made a leap forward, mobile and fixed internet speeds have both increased dramatically, entering the top 18 and top 13 in the world, respectively; data center infrastructure has been strengthened with the inauguration of the large-scale National Data Center No. 1 and the modern FPT Fornix data center; providing online public services, developing the Digital Government has recorded 7.5 million records and transaction amounts of up to 1.5 trillion VND in less than two months.

Many national digital platforms have been developed, with 21/84 digital platforms having issued implementation plans such as: national data integration and sharing platform; Information system for meetings and handling of Government work (eCabinet); Zalo, MOMO... The digital economy continues to grow, in which industry revenue increases by 28.2% over the same period in 2024; hardware and electronics export turnover reaches 111.4 billion USD, up 27% over the same period in 2024 and reaching 70% of the 2025 plan.

In addition to the achieved results, there are still some difficulties and problems, especially in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government organization model; the allocation of funds for science, technology, innovation and national digital transformation is still stuck, unable to disburse and implement in a timely manner.../.
