According to the VNA special correspondent, on December 17, on the occasion of attending the Summit commemorating the 50th anniversary of ASEAN-Japan relations and conducting bilateral activities in Japan, Prime Minister Pham Minh Chinh held meetings with the Governors of Aichi, Tochigi, Niigata, Kanagawa and Yamanashi provinces of Japan in Tokyo.

During the meetings, Prime Minister Pham Minh Chinh expressed his pleasure at the positive development of multifaceted cooperation between Vietnam and Japan, including the remarkable progress in local cooperation; affirming that one of the main purposes of this visit is to prioritize promoting Vietnam-Japan local cooperation, expanding exchanges and cooperation in the spirit of bringing practical benefits to both countries.
Prime Minister Pham Minh Chinh highly appreciated the achievements of cooperation between Aichi, Tochigi, Niigata, Kanagawa, and Yamanashi provinces and their partner ministries, sectors, and localities in Vietnam, as well as the affection, attention, and support of the Governors and provincial governments in promoting cooperative relations with Vietnam in the past; he requested the leaders of Japanese localities to promote cooperative relations with Thai Binh, Khanh Hoa, Hai Duong, Can Tho, etc., and to join the Government delegation this time.
The Prime Minister requested the Governors to further strengthen cooperative relations with Vietnam in order to effectively exploit existing potential through promoting exchanges and delegations at all levels; and to promote investment, human resource training, and education with Vietnamese localities.

The Prime Minister also requested that the provinces continue to pay attention to and create favorable conditions for the Vietnamese community to contribute even more actively to the development of the province as well as the good friendship between the two countries.
During the meetings, the Japanese governors expressed their honor to meet with Prime Minister Pham Minh Chinh during his working visit to Japan to attend the Summit commemorating the 50th anniversary of ASEAN-Japan relations; and expressed their pleasure at the recent upgrading of relations between the two countries to a Comprehensive Strategic Partnership in November 2023.
The governors of the localities all highly appreciated the positive contributions of the Vietnamese community to the socio-economic development of the province and expressed their desire to increase the number of Vietnamese people coming to study and work in the province; affirming their readiness to create even more favorable conditions for the Vietnamese community in the province to integrate more into local life.
During his meeting with Aichi Prefecture Governor Omura Hideaki, Prime Minister Pham Minh Chinh was informed about the close and extensive cooperation between Aichi Prefecture and Vietnam and Ho Chi Minh City, especially in the fields of investment and people-to-people exchanges. More than 200 businesses from the prefecture are investing in Vietnam, and the prefecture has the largest number of Vietnamese residents in Japan at 53,000.
Expressing his desire to further promote substantive cooperation with Vietnamese localities, including Ho Chi Minh City and Vinh Phuc province, through increased delegation exchanges, economic cooperation, investment, and the organization of cultural exchange activities and festivals, Aichi Governor Omura Hideaki stated that since 2018, the province has regularly organized the Vietnam Festival in coordination with Ho Chi Minh City, attracting over 100,000 visitors and contributing to promoting the image of Vietnam in the province and fostering cultural and tourism cooperation between the two countries.

Prime Minister Pham Minh Chinh requested Governor Omura, given Aichi Prefecture's industrial strengths, to support Vietnam in implementing its industrialization and modernization strategy as committed by Prime Minister Kishida to Vietnam; to double the number of Aichi Prefecture businesses investing in Vietnam to 400 within 10 years; and to promote the organization of the Cherry Blossom Festival in Ho Chi Minh City.
During the meeting with Tochigi Prefecture Governor Fukuda Tomikazu, Prime Minister Pham Minh Chinh was informed about the cooperation agreement between Tochigi Prefecture and the Ministry of Planning and Investment to promote investment cooperation in Vietnam, as well as the province's efforts to promote educational and tourism cooperation between Tochigi Prefecture and Vietnam through cooperation with the Polytechnic University, and the first-ever Vietnam Festival held in the prefecture in November 2023; expressing his desire to promote closer cooperation with Vinh Phuc province based on the signed agreement.
The Prime Minister recalled his memories of visiting Tochigi Prefecture in November 2021; requested Governor Fukuda Tomikazu to pay attention to promoting cooperation in areas where the prefecture has strengths such as digital transformation, labor, education, tourism, and training; and requested that conditions be created for FPT Corporation to operate effectively in Tochigi Prefecture.
During the meeting with Niigata Governor Hanazumi Hideyo, Prime Minister Pham Minh Chinh was informed about the cooperation agreements signed between Niigata province and Thanh Hoa and Vinh Long provinces to promote investment, trade, and tourism cooperation; and pledged to continue bringing more businesses from the province to invest in Vietnam.
The Prime Minister highly appreciated Governor Hanazumi Hideyo's efforts in promoting cooperation between Niigata Prefecture and Vietnam in recent years; and welcomed the fact that many Niigata Prefecture businesses are successfully investing and expanding their business operations in Vietnam in the fields of education, food, etc.

During the meeting with Governor Kuroiwa Yuji of Kanagawa Prefecture, Prime Minister Pham Minh Chinh was informed that Kanagawa Prefecture regularly organizes cultural exchange events to promote investment, trade, tourism, and labor between the two countries, such as the six Vietnam Festivals held in Kanagawa, the four Kanagawa Festivals held in Hanoi and Da Nang, and investment and trade promotion seminars. Currently, 24 enterprises from the prefecture have invested in Vietnam, and 17 Vietnamese enterprises have invested in Kanagawa Prefecture.
Governor Kuroiwa also announced the "Me-byo" healthcare initiative in the prefecture, aimed at building a disease-free society through medical, health, and social measures.
Governor Kuroiwa Yuji affirmed his desire to continue promoting substantive relations with Vietnam and with Vietnamese partner ministries, departments, and localities such as Hanoi, Ho Chi Minh City, Hung Yen, Quang Ninh, Can Tho, and Lang Son; and to promote tourism cooperation and investment by Kanagawa Prefecture businesses in Vietnam in areas where the prefecture has strengths, such as manufacturing, supporting industries, environment, digital transformation, green transformation, energy, and healthcare.
Appreciating Kanagawa Prefecture's achievements in the field of healthcare, the Prime Minister suggested that Governor Kuroiwa Yuji consider establishing a research center on population aging at the National Innovation Center to propose policies to address this issue.
