On June 30, Prime Minister Pham Minh Chinh signed a directive assigning four Deputy Prime Ministers and ministers and heads of ministerial-level agencies to address a number of urgent and key tasks.

In order to promptly issue synchronized guiding documents for laws effective from July 1st, and to promptly implement laws and resolutions passed by the National Assembly at its 7th session of the 15th National Assembly, and to resolve obstacles and difficulties... the Prime Minister requested Deputy Prime Minister Le Minh Khai to direct the Ministry of Interior to urgently draft a decree stipulating the basic salary level and bonus regime for officials, civil servants, public employees, and members of the armed forces.

Deputy Prime Minister Le Minh Khai instructed the Ministry of Labour, Invalids and Social Affairs to urgently draft decrees on adjusting pensions, social insurance benefits and monthly allowances; draft decrees on the level of benefits and preferential allowances for people with meritorious services to the revolution; and draft decrees on the standard level of social assistance, to be submitted to the Government for implementation from July 1st in accordance with the National Assembly's resolution.

Deputy Prime Minister Le Minh Khai directed the Ministry of Planning and Investment to urgently coordinate with relevant ministries and agencies to finalize the draft decree on the establishment, management, and use of the Investment Support Fund, and submit it to the Government no later than July 5th; he also directed the State Bank of Vietnam and the Ministry of Finance to urgently finalize and submit to the Government for promulgation the decrees guiding the Law on Credit Institutions and the Law on Prices, ensuring that they take effect simultaneously with the laws and avoiding any legal gaps.

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to direct the Ministries of Natural Resources and Environment, Finance, Agriculture and Rural Development, Labour, Invalids and Social Affairs, and Interior, as well as the People's Committees of provinces and cities, to urgently develop and submit to the Government and the Prime Minister for promulgation, or to promulgate within their authority, guiding documents for the implementation of the Land Law, ensuring that they take effect simultaneously with the Land Law and avoiding any legal vacuum.

Deputy Prime Minister Tran Hong Ha instructed the Ministry of Industry and Trade to coordinate with the Government Office to urgently finalize the draft decree regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity consumers, and submit it to the Government; finalize the draft decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power; and finalize the draft decree regulating the mechanism for developing natural gas-fired power plant projects, and submit them to the Government for promulgation before July 15th.

Deputy Prime Minister Tran Luu Quang directed relevant ministries, agencies, and localities to review the progress and results of the implementation of key cooperation projects and contents in Vietnam-Laos relations, identify existing problems and obstacles, and direct their handling to ensure timely and effective resolution before July 3rd, especially regarding the following: the Lao National Assembly building, the Hua Phan Provincial Friendship Hospital, the project to build the Lao-Vietnam Friendship Park in Vientiane, and projects related to transportation connectivity, hydropower, and coal-fired power plants…

Deputy Prime Minister Le Thanh Long instructed the Ministry of Justice to urgently submit to the Prime Minister a proposal to establish a steering committee chaired by a government leader, with several ministers as members, to direct ministries, agencies, and localities to review obstacles in legal regulations, especially in the fields of investment, land, construction, housing, public investment, state-owned enterprises, etc.
