Prime Minister: Building a Mobile Police Force with 'clear laws and refined expertise'

On the morning of April 14, in Hanoi, the Central Party Committee of the Public Security and the Ministry of Public Security held a ceremony to celebrate the 50th anniversary of the Mobile Police Force's Traditional Day (April 15, 1974 - April 15, 2024) and receive the title of Hero of the People's Armed Forces for the second time.

At the ceremony, Prime Minister Pham Minh Chinh happily affirmed that the Mobile Police force is an important component of the Vietnam People's Public Security; a vital revolutionary armed force entrusted by the Party and State with the task of implementing armed measures to protect national security and maintain social order and safety.

Currently, Vietnam is considered a country that maintains political stability, social order and safety, and proactively and actively integrates deeply, practically and effectively into the international community. These successes have important contributions from the People's Public Security force, including the Mobile Police force.

The achievements, contributions and sacrifices of generations of Mobile Police officers and soldiers have always been honored and deeply appreciated by our Party, State and people; thereby further enhancing the beautiful symbol of the People's Police soldier, the glorious tradition of the heroic Vietnam People's Police force, Prime Minister Pham Minh Chinh praised.

Congratulating the outstanding achievements and feats of arms of generations of officers and soldiers of the Mobile Police Force, Prime Minister Pham Minh Chinh pointed out that the country is striving to successfully implement the Resolution of the 13th National Party Congress in the context of the world and regional situation continuing to develop complicatedly and unpredictably. The tasks of the People's Public Security Force, including the Mobile Police Force, will become increasingly numerous, heavy and complicated.

Therefore, the Mobile Police force must be truly elite, have good professional expertise, modern weapons; constantly innovate thinking, actions, techniques and tactics; mobilize total strength to perform tasks well; contribute to protecting independence, sovereignty, territorial integrity, maintaining political and social stability; create an environment of peace, security, order and discipline for national development.

"We must not be subjective or satisfied with the achievements and feats we have achieved, but must proactively identify risks, challenges, limitations and shortcomings; clearly identify the causes, especially subjective causes, to overcome and innovate, focus on leadership, join forces, and resolutely and effectively implement the tasks assigned by the Party, the State, the Central Public Security Party Committee and the Ministry of Public Security," the Prime Minister emphasized and requested the People's Public Security force in general and the Mobile Police in particular to focus on performing well the 6 key tasks.

According to the Prime Minister, in any circumstance, all activities of the People's Public Security in general and the Mobile Police in particular must be thoroughly understood and ensured the absolute and direct leadership in all aspects of the Party headed by General Secretary Nguyen Phu Trong, the command of the President, the unified state management of the Government and the Prime Minister; the direct command and management of the Minister of Public Security and the supervision of the People. We must truly attach importance to the work of Party building; improve the leadership capacity and fighting strength of Party organizations and Party members; and be determined to build a truly clean, strong, disciplined, elite Mobile Police force, advancing straight to modernity, in the spirit of Resolution No. 12 of the Politburo.

The People's Public Security Force in general and the Mobile Police Force in particular must do a good job of strategic advisory work to the Party and State on policies and guidelines on building the Mobile Police Force; on the content and methods of state management of security and order; on implementing armed measures to protect national security and ensure social order and safety.

The Prime Minister also requested the force to continue to innovate and improve the quality of training, education and professional development of the Mobile Police; regularly organize drills on handling complex situations; and strengthen its strength and combat readiness.

At the same time, build a Mobile Police force with "clear laws, sophisticated expertise, good technology, good foreign languages, and a beautiful image"; comprehensive in politics, ideology, ethics, organization, staff, professional activities, operations, logistics, and techniques.

"The Party and State will pay attention and invest so that the Mobile Police force has enough strength to meet the requirements of the task of protecting security and order in the short and long term; with a solid and appropriate roadmap and steps," the Prime Minister emphasized and requested that the force must do a good job of political and ideological education, thoroughly implement the Six Teachings of Uncle Ho to the People's Public Security; improve working style and manners, and spirit of serving the people; promptly prevent manifestations of "self-evolution" and "self-transformation" within the force.

Also at the ceremony, Senior Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, expressed his deep gratitude for the attention of the Party, State and the Prime Minister personally for the People's Public Security force.

The People's Public Security Force promises the Party and State to fully grasp, seriously grasp and effectively implement the Prime Minister's instructions; continue to promote the heroic tradition, be absolutely loyal to the Party and the Fatherland, wholeheartedly serve the people, determined to overcome all difficulties and challenges to excellently fulfill the set goals, focus on building a regular, elite and modern Mobile Police force to be worthy of the trust that the Party, State and People have given to the People's Public Security Force in general and the Mobile Police Force in particular.

50 years ago, to meet the requirements of the revolution, on January 6, 1974, the Minister of Public Security decided to establish the Security Police force, now the Mobile Police, and held a launching ceremony on April 15, 1974.

Born in the context of the resistance war against the US to save the country in a fierce and fierce stage, the Security Police and Mobile Police forces, together with the army and people of the whole country and the People's Public Security, overcame countless difficulties and hardships; were intelligent and brave in combat, contributing to smashing all plots and activities of hostile forces aimed at sabotaging the construction of Socialism in the North; absolutely protecting the safety of targets and vital routes serving to support the battlefield in the South; participating in the takeover of newly liberated areas; organizing forces to maintain security and order, absolutely protecting the safety of the great victory day of the nation.

The country was unified, the Mobile Police force continued to make outstanding achievements; participated in many special projects, captured and destroyed hundreds of members of reactionary organizations, plotting to sabotage the revolutionary government after the liberation day; basically eliminated the Fulro armed organizations in the Central Highlands provinces. In particular, the Mobile Police force fought with the people of the whole country and won two wars to protect the Fatherland at the northern and southwestern borders, contributing to firmly protecting national independence and territorial integrity.

Entering the period of innovation, the Mobile Police force continues to receive attention and care from the Party and the State, directly from the Central Public Security Party Committee and the leadership of the Ministry of Public Security, to comprehensively build it in terms of politics, ideology and organization.

Over half a century of construction and development, the Mobile Police Force has undergone many changes in its organizational structure, functions, tasks and name.

However, in each historical period of the country, the force has closely followed the assigned political tasks; always done a good job of advising the Central Party Committee of the Public Security, the leaders of the Ministry of Public Security on implementing armed measures to protect national security, maintain social order and safety; proactively grasp, analyze, forecast the situation, deploy plans to absolutely protect the safety of special targets and shipments; important political and social events taking place nationwide; promptly prevent and suppress many disturbances, protests, riots, and terrorism; coordinate to successfully fight and destroy criminal, economic, drug, and smuggling cases; participate in patrolling, controlling, and maintaining security and order in complicated routes and areas...

On the 50-year journey of building, fighting and developing; under the leadership of the Central Public Security Party Committee and the Ministry of Public Security; the Mobile Police force has achieved many outstanding feats, and has been awarded many noble awards by the Party and State, including 3 Ho Chi Minh Medals; 6 Military Exploit Medals and 11 collectives and 16 individuals were awarded the title of Hero of the People's Armed Forces.
