On September 9th, Prime Minister Pham Minh Chinh signed a directive addressed to ministries, chairmen of provincial and city People's Committees, the Vietnam Food Association, and the Vietnam Rice Industry Association regarding strengthening the implementation of tasks and solutions to promote rice production, export, and market stability.
According to the official dispatch, in 2025, the complex and unpredictable global situation will continue to negatively impact global economic recovery and growth, directly affecting the production and export of food, including rice.
Thanks to the proactive and timely guidance and management solutions of the Government, the Prime Minister, and ministries, sectors, and localities, Vietnam's rice production and export in the first months of 2025 achieved many positive results, making an important contribution to the growth of the agricultural sector and the economy.
At the same time, it fully meets consumer needs, ensures national food security, and protects the interests of farmers.
Diversifying rice export markets
In order to boost rice production, exports, and market stability, while seizing market opportunities and contributing to economic growth in the remaining months of 2025, the Prime Minister requested the Minister of Industry and Trade to take the lead in coordinating with relevant ministries, sectors, and localities to diversify rice export markets in a stable, sustainable, and efficient manner.
Flexibly organize and implement trade promotion activities to maintain and further strengthen traditional rice export markets and develop new, potential markets, including FTA markets. Exploit niche markets with fragrant rice varieties and high-quality rice such as the EU, South Korea, the United States, and North America…
Strengthen market research, assess and forecast import demand, and evaluate the feasibility of promoting rice trade in importing markets.
Continue to urge the Vietnam Food Association and rice export businesses to strictly implement the Government's regulations on rice export business to ensure a balance between exports and domestic consumption, maintain circulating reserves as prescribed, and contribute to stabilizing paddy and rice prices in the domestic market.
The Prime Minister requested the Minister of Agriculture and Environment to take the lead and coordinate with relevant ministries, agencies, and localities to further improve institutional policies for building specialized rice-growing areas, creating favorable conditions for farmers and businesses to promote research and development of high-yield, high-quality rice varieties that meet market demands.
Effectively utilize the Vietnam Rice brand and trademark, and establish production, processing, and product quality standards that align with international integration in the current context to maintain sustainable production.
At the same time, the government directed and guided businesses to organize the purchase and temporary storage of rice, seek and expand new markets to stabilize rice prices, and support farmers.

Boost credit provision for rice businesses.
The Prime Minister instructed the Minister of Finance to continue strengthening the implementation of support measures and creating maximum convenience for rice exporters in carrying out customs procedures.
In addition, expedite the refund of value-added tax to facilitate rice export businesses and consider the association's recommendations regarding VAT.
Implementing rice stockpiling helps farmers rotate their production and provides them with the financial resources to prepare for subsequent seasons.
The Governor of the State Bank of Vietnam has directed commercial banks to step up credit provision to businesses involved in rice production, processing, procurement, and export, especially during periods of market volatility, to help producers and businesses seize opportunities and mitigate risks in accordance with legal regulations.
The Prime Minister requested the Chairpersons of the People's Committees of provinces and cities to organize the implementation of rice production planning, direct the supply of materials, seed structure, implement cultivation techniques, and improve rice quality to meet the needs of the domestic market and for export.
Directing close monitoring of the operations of rice export businesses, coordinating closely with ministries, sectors, the Vietnam Food Association, and rice export businesses to proactively resolve difficulties and obstacles related to rice exports.
