Telegrams sent to the Provincial Party Secretaries and Chairmen of the People's Committees of the following provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh , Hai Duong, Hung Yen; First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Chairman and General Director of Vietnam Electricity Group and the National Power Transmission Corporation.
The dispatch stated that, in the past time, in order to highly concentrate on construction work, strive to complete the 500 kV line 3 from Quang Trach (Quang Binh) to Pho Noi ( Hung Yen ) before June 30, 2024, one of the key national projects to ensure national energy security, contributing to improving the transmission capacity of the national power system, urgently ensuring electricity supply for the North during the peak period of 2024 and the following years, Vietnam Electricity Group and the National Power Transmission Corporation have mobilized nearly 10,000 officers, engineers, and workers to work "3 shifts, 4 shifts", "through holidays, through Tet, through holidays" at construction sites in 9 provinces where the line passes.

Implementing the Prime Minister's direction, with the spirit of striving and the highest determination to complete the project, in recent days, Vietnam Electricity Group and the National Power Transmission Corporation have continued to mobilize the maximum shock troops - elite forces of the Northern, Central and Southern Power Corporations with more than 1,500 officers, engineers and highly skilled workers to support the construction forces at the construction sites; mobilized support forces from Corporations and Groups such as: Vietnam Oil and Gas Group, Vietnam Posts and Telecommunications Group, Military Industry - Telecommunications Group to further accelerate the construction progress in the final stage of the project. To ensure support for logistics and construction work, ensure that the staff, engineers, workers and laborers at construction sites have conditions to concentrate on work with the spirit of "eating quickly, sleeping urgently", "braving the sun, overcoming the rain", "only working, not talking about backtracking", and making efforts to complete the project according to the set schedule, the Prime Minister requested.
The Provincial Party Secretary and the Provincial People's Committee Chairman directed local authorities at all levels and relevant agencies to mobilize available resources, provide maximum support, and create all conditions for investors, contractors, and construction units to best organize logistics, food, accommodation, living, and travel to ensure convenience, hygiene, safety, and health for cadres, engineers, workers, and laborers, especially newly mobilized forces.
The Secretaries of Provincial Party Committees and the Central Committee of the Ho Chi Minh Communist Youth Union directed the Ho Chi Minh Communist Youth Union organizations in localities where the power line passes through to closely coordinate with investors and construction units to mobilize youth union members at all levels, promote the spirit of vanguard and Vietnamese youth, implement "wherever needed, there are youth, where there is difficulty, there are youth", organize public service labor, participate in construction, create new momentum, enthusiastic labor movement, speed up progress, early completion of the 500 kV power line circuit 3 and important infrastructure projects across the country.
Vietnam Electricity Group and the National Power Transmission Corporation command forces and organize construction in a reasonable, scientific and effective manner, avoiding overlap; regularly inspect and supervise construction sites, ensuring progress and quality of works; coordinate well with local authorities and police at all levels to do a good job of ensuring security, order and safety in construction areas; ensure labor safety and environmental sanitation at construction sites.
