The Prime Minister has just chaired a conference to deploy Resolution 201/2025/QH15 on piloting a number of specific policies and mechanisms for social housing development and reviewing and evaluating the social housing development situation in the first 5 months of the year, and the implementation plan for the last months of 2025.
At the conference, the Ministry of Construction said that in the past two years, nationwide, there were 686 social housing projects implemented with a scale of 627,651 units; 117 projects completed and partially completed with a scale of 85,275 units; 159 projects started construction with a scale of 135,563 units; 419 projects approved for investment with a scale of 419,013 units. Thus, the number of completed, started, and constructed projects reached 49% of the target set by 2025 in the Project.
In the first 5 months of 2025 alone, the whole country started and is implementing investment in the construction of about 159 projects with 135,563 apartments. Of which, 21 projects with 20,428 apartments were started; 22,649 apartments were completed.
However, the implementation of social housing projects still faces many difficulties, especially related to institutional issues and administrative procedures.
350 days reduction in procedures
Implementing the Prime Minister's direction at the National Conference on removing difficulties and obstacles, promoting the development of social housing on March 6, 2025; the agencies have submitted to the Government to propose to the Politburo and the National Assembly 6 specific mechanisms and policies to immediately remove difficulties for social housing projects. Accordingly, on May 29, 2025, the National Assembly officially issued Resolution No. 201/2025/QH15 on a number of specific mechanisms and policies for the development of social housing right at the first session, the 9th session of the 15th National Assembly.
The Resolution has many breakthrough mechanisms and policies, such as: establishing a National Housing Fund; expanding the scope of enterprises, state agencies, political organizations, and socio-political organizations that are allowed to rent social housing to arrange for their cadres, civil servants, public employees, and workers to live in, creating conditions for cadres, civil servants, public employees, and workers to work with peace of mind, including foreign workers and workers.
In addition, many contents in the Resolution have also been cut down, reforming administrative procedures in social housing development, such as: assigning investors without bidding, not requiring detailed planning tasks, eliminating procedures for basic design appraisal, price appraisal, exempting construction permits, integrating some administrative procedures which, according to the report of the Ministry of Construction, will reduce at least 350 days.
Along with that, supplement and assign the Provincial People's Committee to regulate the conditions for enjoying social housing policies for subjects affected by the organization and rearrangement of administrative units.
Resolution 201/2025/QH15 of the National Assembly takes effect from June 1, 2025, therefore, the Government also promptly issued Resolution No. 155 dated June 1, 2025 on the plan to implement the Resolution of the National Assembly, including: 4 groups of general tasks; 3 specific tasks for ministries and branches; 3 tasks for provinces to organize the synchronous, unified and effective implementation of the pilot mechanisms and policies for social housing development stipulated in Resolution No. 201/2025/QH15.
At the same time, clearly define the responsibilities and implementation progress of ministries, branches and localities, ensure timely and effective implementation, avoid legal gaps or overlaps, and ensure close coordination between ministries, branches and localities during the implementation process.
Common, focused task groups
Regarding the future direction, the Prime Minister stated that the institutions, mechanisms and policies have been gradually improved, and we must effectively implement them with the goal of completing at least 100,000 apartments by 2025 and at least 1 million apartments by 2030. To achieve the goal, the Prime Minister emphasized 6 groups of common and key tasks with ministries, agencies and localities.
Firstly, the Party Committee and government, especially the heads of ministries, branches and localities, must pay attention, lead and direct appropriately, at the right level, with the right heart, truly for the Fatherland and for the people.
Second, relevant entities need to firmly grasp the Party and State's policies and laws and promptly, flexibly and creatively implement them in specific conditions at their agencies, units and localities.
Third, agencies review policies on capital access, purchase and construction of social housing, cut cumbersome administrative procedures, and ensure the most convenience for people, businesses and related entities.
Fourth, pay special attention to fighting corruption, negativity, and waste when policies are open.
Fifth, localities integrate national target programs to effectively implement social housing policies.
Sixth, if there is a problem, resolve it there, at which level, resolve it, if it is beyond authority, report to the competent authority.
According to the Prime Minister, Resolution 201/2025/QH15 of the National Assembly helps to remove many institutional bottlenecks. However, to concretize these specific mechanisms and policies, there needs to be unified direction, leadership, and determination from Party committees, heads of ministries, branches, and localities; The Prime Minister requested ministries, branches, localities, and agencies to continue to lead and direct a number of tasks:
The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to urgently research, develop and submit to the Government for promulgation a Decree detailing regulations and implementation measures, to be submitted to the Government for promulgation in June 2025, ensuring synchronous effectiveness with Resolution 201/2025/QH15; preside over with ministries and branches to urgently review and cut cumbersome procedures; preside over research, development and submit to the Government for establishment of the National Housing Fund, to be completed in June 2025.
The Ministry of Finance arranges and balances capital sources for the Housing Fund; proposes capital sources to implement social housing development policies. The Ministry of Agriculture and Environment reviews related land and environmental policies.
The Chairman of the Provincial People's Committee shall issue detailed regulations on beneficiaries of policies according to the regulations of the Party and the State. In particular, there are cases where people own houses but are far from their workplaces and are considered for social housing support policies.
The Vietnam Fatherland Front and the Vietnam General Confederation of Labor direct relevant agencies to implement specific mechanisms and policies on social housing.
The State Bank has provided guidance on the conditions for borrowing capital to buy social housing in a simple, accessible, balanced manner that benefits buyers, sellers and lenders, and has especially implemented a credit package for young people. On this occasion, the Prime Minister called on banks to save costs to reduce lending rates.
Ministries, sectors and localities should study the diversification of social housing forms, especially in remote, border and island areas, for teachers, armed forces and doctors in these areas...
