Attending the signing ceremony were Mr. Nguyen Ngoc Ky, Chairman of the Hanoi Union of Friendship Organizations; Mr. Vu Xuan Hung, Head of the Management Board of Hanoi High-Tech Parks and Industrial Parks, and representatives of leaders and heads of departments of the two agencies.
The website of the Hanoi Union of Friendship Organizations cited the content of the regulations as saying that the two sides agreed to establish, maintain and strengthen coordination and mutual support in advising the City on building strategies, programs and plans to promote people-to-people diplomacy, while making practical contributions to the development of science and technology, innovation, digital transformation and international integration.
The coordination focuses on developing the force for people's foreign affairs work in the capital; mobilizing and connecting foreign resources to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; strengthening foreign information work in industrial parks and high-tech parks.

Speaking at the event, Mr. Vu Xuan Hung said that the signing aimed to enhance the effectiveness of coordination between the two units in investment, trade, science and technology promotion activities, thereby promoting the image of Hanoi to international friends. This activity contributes to the effective implementation of Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing Hanoi until 2030, with a vision to 2045, as well as 10 major work programs of the Hanoi Party Committee, term XVII.
Mr. Vu Xuan Hung assessed that people-to-people diplomacy has a great advantage in its flexibility, suppleness, and ability to reach a variety of audiences, thereby building trust and mutual understanding.
Sharing the above viewpoint, Mr. Nguyen Ngoc Ky said that the signing of the coordination charter is a bright spot in the effort to promote the people's foreign affairs of the Capital, contributing to concretizing the goals of developing science, technology, innovation and national digital transformation.
Mr. Nguyen Ngoc Ky emphasized that promoting people-to-people diplomacy and establishing friendship associations in industrial parks and high-tech zones will contribute to connecting the community of experts, engineers and workers at home and abroad. This is also a solid foundation to strengthen international cooperation, exchange science and technology, promote the image of Hanoi, boost the economy and enhance the position of the capital in the international arena.
Currently, Hoa Lac Hi-Tech Park and industrial parks in Hanoi have attracted more than 840 investment projects, including about 340 enterprises with foreign direct investment (FDI). Through the recently signed coordination regulations, the Hanoi Union of Friendship Organizations hopes to create an ecosystem and an attractive living and working environment for the foreign community, especially experts and scientists working in the capital.
