Developing high-tech agriculture (CNC) is the main and inevitable trend of the agricultural sector to increase the added value of agricultural products. In recent times, Vinh Long province has implemented many solutions to promote the application of CNC agriculture and achieved many results.

Positive effects

According to the Department of Agriculture and Rural Development, in 2023, implementing Resolution No. 03-NQ/TU of the Provincial Party Committee on developing agriculture applying high technology, many new production models were born, formed and replicated. The promotion and reorganization of production, linking businesses with farmers to implement the value chain initially brought positive results.

The application of technology in production has contributed to improving people's lives, bringing the province's agriculture to a new level, gradually changing the face of the countryside. Many local agricultural products have been certified with trademarks, linked to production chains and exported.

In the past year, in addition to improving the quality of human resources and investing in infrastructure, the agricultural sector has also integrated the transfer of technical advances to farmers; built an agricultural production model integrating technical solutions, applying technology, increasing value, ensuring output and being environmentally friendly.

In Vung Liem district, Ms. Le Ngoc Yen - Deputy Head of the District Department of Agriculture and Rural Development, said: In 2023, the district's agricultural sector coordinated to organize 29 training courses with 684 farmers participating in the fields of cultivation, livestock, aquaculture, especially in the field of building growing area codes for export as well as the domestic market for rice, durian, coconut, green-skinned grapefruit, and oranges.

Thereby, aiming to change people's awareness of using fertilizers and chemicals effectively and safely in agriculture such as applying IPHM, applying production processes in the direction of GAP, VietGAP, organic standards, safe biological livestock farming, cyclical production processes in agricultural production...

According to the assessment of the Department of Agriculture and Rural Development, technical advances in the use of quality seed sources, methods of reducing seed sowing, saving irrigation water, reducing labor and post-harvest losses, environmental management solutions in livestock and aquaculture... are applied smoothly and widely in actual production.

Accordingly, the level of investment and the ability to access and apply science and technology of farmers have gradually improved significantly (many farming households have boldly rented land to expand the area, proactively produced according to a synchronous process, promoted investment in mechanization, automation,...) to create products that are large enough in quantity, low in cost, and highly competitive.

Up to now, the results of CNC application through the application of production processes according to safety, GAP, and organic standards continue to be widely replicated .

The province currently has 38 establishments certified with GAP standards and equivalent, disease safety still in effect, specifically 9 cultivation establishments certified with GAP standards and equivalent; 24 livestock establishments certified with disease safety standards; 5 aquaculture establishments certified with GAP standards and equivalent.

There are 117 growing areas granted export growing area codes, over 2,200 hectares, 13 agricultural export packaging facilities, and 47 domestic codes with over 530 hectares.

However, the development of CNC agriculture in the province still faces many difficulties. Projects calling for investment in the agricultural and rural sectors have not yet formed CNC agricultural zones and areas, and there are no enterprises recognized as CNC agricultural enterprises according to regulations.

Specific policies on developing agriculture applying CNC; investing in infrastructure, processing products to support the development of cooperatives... have been issued, but policy access is not effective. The application of science and technology in agricultural production mainly focuses on applying technical advances to plant and animal varieties while the transfer of advanced techniques in cultivation, animal husbandry... is still limited.

Statistics, monitoring and evaluation of effective agricultural production models are still inadequate, and some localities have not paid attention to this work.

Deputy Prime Minister Tran Hong Ha signed Decision No. 1759/QD-TTg approving the Planning of Vinh Long province for the period 2021-2030, with a vision to 2050, with the goal that by 2030, Vinh Long will be a hi-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta region; with a synchronous, modern infrastructure system connecting smoothly with localities in the Mekong Delta region.

According to the development direction, the agricultural and aquatic products sector of Vinh Long province shifts from agricultural production thinking to agricultural economic thinking; enhances the application of science and technology, develops ecological, organic, circular agriculture, adapts to climate change; builds concentrated, large-scale commodity production areas associated with processing industry according to value chains and builds product brands. Transforms the structure of crops and livestock, uses rice land effectively and flexibly, increases the area of ​​effective crops in areas and regions with conditions. Researches and develops the production of plant varieties, gradually turning Vinh Long province into a center for production and supply of plant varieties in the Mekong Delta region. Along with that, develops the livestock and aquatic products industry in the direction of industry, high technology, ensuring food safety; promotes investment attraction in agriculture and rural areas.
