
The working group directly inspected the Thanh My town bypass project (now in Don Duong commune). This is a key project of Don Duong district (old), with a total route length of 2,768.3m, the starting point intersecting with National Highway 27 at Km185, the end point intersecting with Pham Ngoc Thach - Phan Dinh Giot street.
The project is designed according to urban road standards TCVN 104-2007, with a roadbed width of 30m, road surface of 20m, sidewalks on both sides 5m wide, asphalt concrete road surface structure 7cm thick on a 52cm crushed stone aggregate base layer.

A report from the Don Duong Regional Construction Investment Project Management Board shows that the project has a total investment of VND 157,318 million from the provincial and district budgets, starting on November 14, 2023. It is expected to be completed in the period 2020-2025. However, to date, the construction progress has only reached about 20% due to major problems with site clearance.
According to the Management Board of the Don Duong Area Construction Investment Project, the project has reclaimed 102,433.3m² of land and paid compensation to most of the affected households and organizations. However, there are still some difficulties related to the source of land for filling and site clearance work.

Representatives of the People's Committees of communes and the Project Management Board also reported on the difficulties and problems in a number of projects, especially the issue of site clearance; including the Kazan reservoir project implemented with central funding.

Regarding the disbursement of public investment capital in 2025, the report shows that the central budget capital is 149,276 billion VND, of which 41% has been disbursed by September 15, 2025. It is expected that by September 25, 2025, the cumulative disbursement will reach 48%.
This capital is allocated for 1 project (construction of Ka Zam reservoir). However, the project is stuck with the land area of 6.9 hectares overlapping with the Don Duong Forestry Company Limited.
Regarding the provincial budget capital allocated to 12 projects, 20% has been disbursed for transitional projects and 41% for new projects starting up to September 15, 2025. The district budget capital allocated to 18 projects, 81% has been disbursed for transitional projects and 32% for new projects starting up to September 15, 2025.

In his directive speech, comrade Vo Ngoc Hiep requested localities, Project Management Boards and localities to develop specific plans to complete site clearance work and promote capital disbursement in the coming time.
He emphasized that the complicated issue of some projects in this area is that some organizations and individuals have not yet agreed. Therefore, it is necessary to review documents and procedures to ensure compliance with the law.

He also discussed with commune leaders the need to study reasonable compensation for site clearance, determine land prices and compensate fairly with people, avoiding prolonged complaints.
Comrade Vo Ngoc Hiep assessed that the total capital allocated to Don Duong area is not large, the disbursement rate is 37.8%. However, the risk of not being able to disburse all capital sources is quite large, mainly due to problems with site clearance. For favorable projects, it is necessary to urgently speed up the construction progress, in addition to reviewing the outstanding projects and boldly proposing capital arrangements to pay off the debt completely.

Regarding the Kazan reservoir, he requested to strictly implement the instructions of the Provincial People's Committee in previous meetings and urgently find solutions to promote progress. At the same time, it is necessary to properly resolve the legitimate aspirations and wishes of the people in the compensation work. At the same time, it is necessary to show a resolute attitude in resolving cases of disapproval without legal basis.
The Chairmen of the People's Committees of the communes need to promote the sense of responsibility of the leaders. If necessary, they must go directly to work and mobilize the people. They must be close to the people, listen to their opinions, and clearly explain the State's policies to create high consensus.
