Based on the land acquisition targets in the area after implementation, the local government at 2 levels, based on legal regulations, promptly review the records of each specific project, to carry out the contents related to land acquisition work according to authority. At the same time, proactively review and guide project investors to promptly complete legal documents as a basis for project implementation according to regulations.
Urgently establish a Compensation, Support and Resettlement Council for each project; develop a detailed land acquisition and resettlement plan for each project, clearly assigning responsibilities and specific tasks to each member of the Council, and specifying a specific time frame for implementing each step of the work in land acquisition and resettlement. Proactively and promptly organize dialogue conferences with people whose land is recovered, meetings to review the progress of land acquisition and resettlement to identify difficulties and obstacles for each specific project, thereby proposing solutions and solutions according to authority; issue a Decision to establish a Compulsory Count Enforcement Board; approve a plan to enforce the land acquisition decision to implement the project in cases where the State recovers land but does not comply with the compulsory count or does not comply with the land acquisition decision;... strictly handle cases of taking advantage of State policies to procrastinate and profiteering. Timely report and propose to provincial departments and branches for guidance on resolving difficulties and problems in the process of implementing site clearance in the locality.
The Provincial Inspectorate, Department of Construction, Department of Finance, Department of Justice, Department of Industry and Trade, Department of Agriculture and Environment focus on inspecting and urging the progress of site clearance for projects that are behind schedule. Site clearance in 2024 will continue in 2025; clarify difficulties and obstacles for each project; reflect and recommend investors (if any); causes and responsibilities of related units, propose specific solutions for implementation; periodically report to the Chairman of the Provincial People's Committee on inspection results, proposals and recommendations.
Thanh Hoa Newspaper and Radio - Television, according to their functions and tasks, proactively follow the locality to grasp full information, guide public opinion to understand the Party's policies and guidelines, the State's laws; the goals and significance of site clearance work for each specific project.
The Standing Committee of the Party Committees of wards and communes pay attention to leading and directing the People's Committees of wards and communes, organizations and unions, focusing highly on human resources to promote propaganda work on the importance of site clearance work for the socio-economic development tasks of the locality, thereby creating high consensus and unity in awareness, ideology and action with the highest political determination in direction and operation; ensuring the progress of handing over clean land to investors to implement projects in the area.
The Department of Agriculture and Environment shall preside over, promptly review, and advise the Provincial People's Committee to amend and supplement regulations on compensation, support, and resettlement when the State acquires land in the province; unit price for compensation for damage to crops and livestock; support for relocation of livestock when the State acquires land in the province and other relevant regulations (if any), to create a legal corridor, facilitating land acquisition and resettlement work in localities; report to the Provincial People's Committee (with documents as prescribed) no later than July 31, 2025. b) Periodically summarize the situation and results of land acquisition and resettlement implementation by the People's Committees of communes, wards and the Head of the Inspection Team for land acquisition and resettlement work, advise and propose, report to the Provincial People's Committee and the Chairman of the Provincial People's Committee as prescribed.
Previously, according to Plan No. 02/KH-UBND dated January 2, 2025 of the Provincial People's Committee on site clearance for investment projects using land in 2025, the whole province needed to clear 686 projects (of which 132 projects were behind schedule for site clearance in 2024 and will continue to be implemented in 2025), with an area of 2,590.719 hectares (of which: 529 public investment projects, with an area of 1,484.934 hectares and 157 enterprise investment projects, with an area of 1,105.785 hectares). By June 15, 2025, the whole province had cleared 1,299.328 hectares/2,590.719 hectares, reaching 50.15% of the plan.
