(Baothanhhoa.vn) - To ensure 100% completion of site clearance work according to the plan approved by the Provincial People's Committee, meeting the progress of investment projects using land in the province, the Chairman of the Provincial People's Committee has just issued a document requesting the People's Committees and Chairmen of the People's Committees of wards and communes to further strengthen propaganda, mobilization and dialogue to raise awareness and ideology, create consensus and unity among people in site clearance work, hand over clean land to investors to implement investment projects in the area.

Based on the land clearance targets in the area after the implementation of the two-tiered local government system, and in accordance with legal regulations, promptly review the dossiers of each specific project to carry out the relevant land clearance tasks within the scope of authority. At the same time, proactively review and guide project investors to promptly complete the legal documents as a basis for project implementation according to regulations.

Urgently establish a Compensation, Support, and Resettlement Council for each project; develop a detailed land clearance plan for each project, clearly assigning specific responsibilities and tasks to each member of the Council, and specifying timelines for each step of the land clearance process. Proactively and promptly organize dialogue conferences with landowners, and review meetings on land clearance progress to identify difficulties and obstacles for each specific project, thereby proposing solutions within the scope of authority; issue a Decision to establish a Mandatory Inventory Enforcement Committee; approve a plan for enforcing land acquisition decisions to implement the project in cases where the State acquires land but the landowners do not comply with mandatory inventory or land acquisition decisions;... strictly handle cases of exploiting State policies for procrastination and profiteering. Promptly report and submit proposals to provincial departments and agencies for guidance and resolution within their authority regarding difficulties and obstacles encountered during land clearance in the locality.

The Provincial Inspectorate, the Department of Construction, the Department of Finance, the Department of Justice, the Department of Industry and Trade, and the Department of Agriculture and Environment should focus on inspecting and monitoring the progress of land clearance for projects that were behind schedule in 2024 and are continuing to be implemented in 2025; clarifying difficulties and obstacles for each project; addressing feedback and recommendations from investors (if any); identifying the causes and responsibilities of relevant units; proposing specific solutions; and periodically reporting the inspection results, proposals, and recommendations to the Chairman of the Provincial People's Committee.

Newspapers and Thanh Hoa Radio and Television Station, in accordance with their functions and duties, proactively monitor the local area to gather complete information and guide public opinion to understand the Party's guidelines and policies, the State's laws; and the objectives and significance of land clearance work for each specific project.

The Standing Committee of the Party Committee of each ward and commune should focus on leading and directing the People's Committees of wards and communes, as well as organizations and associations, to concentrate human resources on promoting the importance of land clearance for the socio-economic development of the locality. This will create consensus and unity in awareness, thought, and action with the highest political determination in leadership and management, ensuring the timely handover of cleared land to investors for project implementation in the area.

The Department of Agriculture and Environment shall take the lead in urgently reviewing and advising the Provincial People's Committee on amending and supplementing regulations on compensation, support, and resettlement when the State recovers land in the province; compensation rates for damage to crops and livestock; support for relocating livestock when the State recovers land in the province; and other related regulations (if any), in order to create a legal framework and facilitate land clearance work in localities; and report to the Provincial People's Committee (with the required documents) no later than July 31, 2025. b) Periodically summarize the situation and results of land clearance implementation by the People's Committees of communes and wards and the Head of the Land Clearance Inspection Team, and advise on proposals and report to the Provincial People's Committee and the Chairman of the Provincial People's Committee as prescribed.

Previously, according to Plan No. 02/KH-UBND dated January 2, 2025, of the Provincial People's Committee on land clearance for investment projects using land in 2025, the entire province needed to clear land for 686 projects (including 132 projects with delayed land clearance in 2024 that will continue to be implemented in 2025), with a total area of ​​2,590.719 hectares to be cleared (of which: 529 public investment projects, with an area of ​​1,484.934 hectares to be cleared, and 157 investment projects of enterprises, with an area of ​​1,105.785 hectares to be cleared). By June 15, 2025, the entire province had cleared 1,299.328 hectares out of 2,590.719 hectares, reaching 50.15% of the plan.
