Implement well the poverty reduction work to build advanced new rural areas.

Comrade Phan Van Phuc, Secretary of Le Van Quoi Hamlet Party Cell, visited Mrs. Nguyen Thi Ma on the occasion of the 2023 National Great Unity Day of the hamlet.

Comrade Nguyen Thi Diem, Cultural - Social Officer in charge of Labor - Invalids and Social Affairs of Tap Ngai commune, said: In order to build a commune that meets advanced NTM standards under the direction of the District People's Committee in 2023, the Commune People's Committee has developed a plan to focus on propagating and mobilizing people to implement the criteria of cultural families - NTM, cultural hamlets - NTM and the set of criteria for building NTM and advanced NTM in the period of 2021 - 2025. In which, focusing on sustainable poverty reduction and improving people's living standards is one of the key tasks.

Currently, Tap Ngai commune still has 23 poor households, accounting for 0.63%; 84 near-poor households, accounting for 2.33%; average income reaches 75 million VND/person/year. Results of new rural construction, Tap Ngai commune currently has 09/09 hamlets achieving new rural standards, 3,443 cultural households, accounting for 95.66%. Particularly, Le Van Quoi hamlet is recognized as a model new rural hamlet. This is the effort of the entire political system, especially the consensus of the people.

Implementing Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister on "approving the list of communes in Region III, Region II, Region I of ethnic minorities and mountainous areas in the period of 2021 - 2025", Tieu Can district has 08 communes and 01 town in this category: Hieu Tu, Hieu Trung, Phu Can, Long Thoi, Tan Hoa, Hung Hoa, Tan Hung, Tap Ngai and Cau Quan town. With the goal of effective poverty reduction, contributing to the construction of advanced new rural areas as set out in the Party Resolution, in early 2023, the Party Committee and People's Committee of Tap Ngai commune focused on leading and directing the improvement of new rural criteria, through specific and practical actions... to reduce poverty sustainably.

Thanks to the implementation of many synchronous solutions, which have been approved by the people and created efficiency, Tap Ngai commune has basically achieved 19/19 criteria of an advanced MTM commune. To increase income and create jobs for rural workers, the commune coordinated to organize 01 vocational training class on animal husbandry - veterinary medicine, with 25 students attending. The whole commune currently has 8,154 workers of working age with stable income; of which, 7,952 workers have been trained and have vocational certificates, accounting for 97.52%.

Along with vocational training, Tap Ngai commune has promoted the effective implementation of many emulation movements: "Tieu Can joins the whole country to build new rural areas" and the campaign "All people unite to build new rural areas and civilized urban areas" with specific and practical actions. Tap Ngai commune has built a plan to transform the agricultural structure; mobilized many resources, especially the people's strength to build the homeland. Through launching and implementing, the commune has many models: garden - pond - barn; in particular, the area of rice with high-quality varieties of the commune has developed strongly.

According to comrade Nguyen Thi Diem, in order to develop household economy and create conditions for sustainable poverty reduction, as of November 15, Tap Ngai commune had a total outstanding debt of the Social Policy Bank Transaction Office through the entrustment of organizations of more than 57.8 billion VND, with 33 savings and loan groups. Of which, the Commune Women's Union has 17 groups, managing outstanding debt of more than 31 billion VND; Farmers' Association has 07 groups, outstanding debt of more than 14 billion VND; Veterans' Association has 03 groups, outstanding debt of 5.2 billion VND and Youth Union has 06 groups, outstanding debt of 7.6 billion VND. From this source of capital, members of organizations have promoted their role in effectively implementing the sustainable poverty reduction program.

Outstanding in implementing the construction of an advanced new-style rural commune, Tap Ngai commune chose Le Van Quoi hamlet to build a model new-style rural hamlet. Mr. Phan Van Phuc, Secretary of the Party Cell of Le Van Quoi hamlet - the only model new-style rural hamlet of Tap Ngai, said: the hamlet currently has 495 households, with 1,713 people. Currently, the hamlet has no poor households; there are 06 near-poor households, 04 households eligible for social security benefits. To achieve a model new-style rural hamlet, the Party Cell of Le Van Quoi hamlet has simultaneously deployed many solutions. Identifying the people as the subject of new-style rural construction, promoting the leadership role of the Party Cell (the Party Cell has 17 Party members), arousing the people's strength, and the rise of union members, the people are determined not to accept poverty, and are working hard to escape poverty. At the same time, many households voluntarily contribute money and labor to build new-style rural areas...

In recent times, Tap Ngai commune has always paid attention to increasing income for local people. Specifically, the locality has mobilized people to change production structure, provide vocational training, and transfer scientific and technical advances into production. At the same time, the commune has focused on implementing many policies to support agriculture, rural areas, poverty reduction, and social security in a timely and effective manner to contribute to rapid and sustainable poverty reduction. With the motto of "giving rice and sharing clothes" in the peak month for the poor in 2023, Tap Ngai has mobilized benefactors to give nearly 300 gifts to near-poor households and households in difficulty.

In Le Van Quoi hamlet, Ms. Nguyen Thi Ma, born in 1961, is a household receiving monthly social security. Ms. Nguyen Thi Ma shared: My family has no one of working age, and the State provides monthly social security. At the same time, I always receive attention from the local authorities, who regularly visit me when I am sick, and receive gifts from the commune... I am very grateful.

Thanks to appropriate institutions, mechanisms and regulations, Tap Ngai commune has focused on implementing poverty reduction and successfully building advanced new rural areas. The responsibility and important role belong to the entire political system, especially the Party Committee and the commune government; of each cadre, Party member, and member of the mass organization, and has the high consensus of the people.
