The reception and working session with Senior Lieutenant General Suvon Luongbunmi and the Lao National Assembly delegation included comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, along with leaders of the Provincial People's Council and People's Committee; and representatives of the leaders of 4 districts bordering the northern provinces of Laos, including Dien Bien, Muong Cha, Nam Po, and Muong Nhe.

In an atmosphere of solidarity and friendship, Senior Lieutenant General Suvon Luongbunmi, members of the Lao National Assembly delegation and leaders of the Provincial Party Committee, People's Council and People's Committee of Dien Bien province discussed the results of cooperation between the northern Lao provinces and Dien Bien province. The two sides also shared experiences in supervising the implementation of agreements of the People's Council (including the implementation of strategic cooperation projects on socio-economic development and infrastructure development of Dien Bien province with the northern Lao provinces), contributing to maintaining security and stability in the border area, promoting cooperation between Dien Bien province and the northern Lao provinces. Informing the Lao delegation about some outstanding results of socio-economic development of Dien Bien province in 2024 and the first quarter of 2025, comrade Le Thanh Do also informed about the results of friendly cooperation activities in the fields of economy, culture-society, national defense and security and people's foreign affairs that have been implemented by Dien Bien province and 5 northern Lao provinces.
Typically, in the economic field (from August 2022 to present), the total import-export turnover of goods, services and border trade activities between Dien Bien province and 3 provinces: Phongsaly, Udomxay, Luang Prabang, is estimated to reach over 140 million USD, of which imports from Laos reached over 50 million USD. During this time, Dien Bien supported Phongsaly, Udomxay, Luang Prabang provinces with 2.49 billion VND to deploy infrastructure construction, implement agricultural and forestry production models at centers and farms transferring agricultural and forestry techniques, such as: support for seeds, materials, pesticides, technical guidance on growing macadamia trees, support for digging fish ponds; implement fruit tree planting models, models of raising chickens, ducks, and geese, support for building veterinary medicine cabinets, etc.
In the field of culture and society, Dien Bien province annually supports scholarships for students from 3 provinces of Northern Laos (Phong-sa-ly, U-đ0m-xay, Luang-pha-bang), each province sends 30 cadres and students to study at the regular college level at vocational schools in Dien Bien province and at the university level at Tay Bac University; supports intermediate political theory training (training scale of 15 people/course); fosters and trains cadres and civil servants from 3 provinces of Northern Laos 30 people/course/year. The health sector of both sides regularly sends delegations of cadres to exchange experiences in health management, human resource development training, medical examination and treatment, supply of medicine, medical supplies and equipment.
National defense and security activities are always of interest to Dien Bien and the northern provinces of Laos in propagating, disseminating, mobilizing, and educating citizens of the two countries to respect and comply with the laws and customs of each country, strictly comply with border regulations, stabilize life, build a peaceful, friendly, cooperative and developing border, limit the situation of spontaneous re-migration and new spontaneous migration...
People's diplomacy work has always been facilitated by Dien Bien and the northern provinces of Laos for socio-political organizations, individuals and people to visit, exchange and share work experiences, economic development and learn about the culture and traditions of each side; strengthen the "village-village" twinning model, exchange between village elders and village chiefs in border areas to strengthen the solidarity and friendship between the people of the two sides. Currently, on the Vietnam-Laos border (in particular, the section managed by Dien Bien province and the two provinces of Phongsaly and Luang Prabang), there are 8 clusters of Lao villages twinned with border communes and villages of Dien Bien province.

Pleased to welcome the Lao delegation, Comrade Tran Quoc Cuong, Secretary of the Dien Bien Provincial Party Committee, requested the Vice Chairman of the Lao National Assembly to continue to pay attention to directing and supporting the Northern Lao provinces and Dien Bien province to strengthen exchanges and cooperation on a number of contents: Propagating and educating people to preserve and promote the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos and between Dien Bien province and the Northern Lao provinces in particular. Creating favorable conditions for delegations of departments, branches, sectors, socio-political organizations of the province, and localities of Dien Bien province to exchange, interact and learn experiences in areas of interest to both sides. Strengthen the direction of functional forces to improve the effectiveness of coordination work; regularly exchange information, professional and technical experience; focus on fighting and preventing crimes, especially drug-related crimes, autonomous separatist activities, and arresting wanted criminals; maintain security and order in the border area between Dien Bien province and Phongsaly and Luang Prabang provinces.
Within the framework of the working program, representatives of the leaders of Military Region 2 Command discussed the results of the cooperation in searching for and collecting the remains of Vietnamese volunteer soldiers in Laos; the progress of the construction of two clusters of Padeng village (Huaphan province) and Namhang village (Phongsaly province).
Congratulating the important achievements that Vietnam and Dien Bien province have made in recent times, the Vice Chairman of the Lao National Assembly expressed his belief that under the leadership of the Communist Party of Vietnam, the Vietnamese people and the people of all ethnic groups in Dien Bien province will continue to achieve many new and greater achievements in the renovation process, successfully implementing the goals set by the 13th National Congress of the Communist Party of Vietnam and the 14th Dien Bien Provincial Party Congress.
