Benefits of connecting driver's health certificate data

With his Class C driver's license about to expire, Mr. Dang Huy Loc (55 years old), from Nghia Lo Ward ( Quang Ngai City), went to the Provincial General Hospital for a medical examination to complete the procedures for changing his driver's license. After receiving the results of the medical examination that qualified him to drive, the hospital staff assisted him in changing his driver's license online right at the hospital. Mr. Loc shared that, in addition to guiding me through the medical examination procedures, the staff also guided me through the procedures for changing my driver's license very quickly and conveniently.

Mr. Pham Dinh Khoa (34 years old), in Tinh An Dong commune (Quang Ngai city) said, because my Class C driving license is about to expire, I went to Minh Quang General Clinic in Quang Ngai city for a health check. If before, I had to go to a medical facility for a health check, then receive the results and go directly to the Provincial Administrative Procedure Control and Service Center to renew my driving license, now I only need to go to a medical facility for a health check and will be guided to renew online, saving a lot of time and effort in traveling.

In order to facilitate people in issuing and reissuing driving licenses, the Department of Health has directed and guided medical facilities in the province to deploy connections and share data on health records of drivers performing public services of issuing and reissuing driving licenses. This simplification of administrative procedures aims to help people easily complete the application for issuing and reissuing driving licenses without having to go directly to the management agency to apply for issuance and reissuance as before. Thereby, helping people save time and costs, reducing the burden on the authorities.

At the Quang Ngai City Medical Center, to ensure the operation of the driver health examination data connection process, the unit organizes training for doctors and medical staff to proficiently use the information entry software and implementation methods. The driver health examination is carried out according to a scientific process, from clinical examination to specialized tests. After completing the examination process, the electronic health examination certificate will be connected by the center to the Health Insurance Assessment Data Receiving Information Portal of Vietnam Social Security to serve the online issuance and renewal of driving licenses.

Specialist Doctor I Dang Minh Hoang - Director of Quang Ngai City Medical Center said that, implementing the national digital transformation policy and the direction of the health sector, the center has invested in a synchronous information technology system to deploy the connection of driver health examination data to the Health Insurance Assessment Data Receiving Portal of Vietnam Social Security, bringing many benefits to the people. Currently, the center has assigned 2 staff to support the issuance of driver health examination certificate codes and support the online issuance and exchange of driving licenses if people have a need.

According to the Department of Health, up to now, the province has had 12 medical facilities effectively implementing the driver health examination model, connecting driver health examination certificate data to the National Public Service Portal to carry out procedures for issuing, renewing and reissuing driving licenses. All of these medical facilities have successfully registered accounts to connect driver health examination certificate data to the Health Insurance Assessment Data Receiving Information Portal of Vietnam Social Security. In particular, the units have assigned officers and employees to guide and support people in the steps of issuing and renewing driving licenses online. With this model, people are supported to issue and renew driving licenses online at medical examination and treatment facilities without having to go to the Provincial Administrative Procedure Control and Service Center.
