Comrade Tran Van Vung, Provincial Party Committee member, Party Secretary, Chairman of Tien Du Commune People's Council, said that granting Land Use Right Certificates is one of the most difficult tasks that the new ward government has undertaken. Previously, this was under the authority of the district level, but now it has been decentralized to the communes and wards. The workload is huge, but with the motto of taking the people as the center, the collective of commune cadres is determined to serve wholeheartedly. This is the starting point and also the premise for the leaders and all commune cadres to strive to serve the people better.
According to the new regulations, from July 1, 2025, the Chairman of the Commune People's Committee has the authority to issue the first Land Use Right Certificate to individuals. In addition, the Commune People's Committee also has the authority to reissue lost Land Use Right Certificates, adjust information due to errors, revoke due to incorrect issuance, etc. This is a new regulation to shorten the time for processing records, simplify the process and bring maximum convenience to people.
In communes and wards in the province, to facilitate and effectively receive and process land records, the Department of Agriculture and Environment has directed the Provincial Land Registration Office to proactively coordinate with registration office branches and local People's Committees to arrange personnel, technical infrastructure and standardize implementation procedures.
Previously, with land records, the commune and ward levels only examined the origin of land use and instructed people to submit them to the district level. Now, the authority of communes and wards has been expanded, including the issuance of red books for the first time. Within 5 days of receiving the records, the land officer will measure the map and send it to the commune and ward economic department, then request the land management office to continue processing. The total time to return results according to regulations is 17 working days.
Currently, the People's Committee at the commune level is allowed to carry out 14 procedures related to the land sector. Many of these procedures were previously under the authority of the district level, such as: Issuing the first red book; registering changes; issuing and changing red books; separating and merging land plots; changing land use purposes... Now these procedures are received and resolved right at the commune and ward level, helping people avoid having to travel far. |
According to the assessment, the work of receiving and handling land records at the commune level in the first days of implementing the 2-level local government model went smoothly. To better serve the people, all 99 communes and wards in the province arranged public administrative service centers in convenient locations, equipped them with more computers, improved the staff of civil servants and trained them in professional skills and citizen reception skills. At the same time, they coordinated with telecommunications units to stably operate electronic administrative software, provide technical support, and be ready to handle arising situations.
According to the records, a problem has arisen such as cadres, civil servants and leaders of many communes do not have accounts to process work on the VBDLIS software system of the Department of Agriculture and Environment, so they cannot process the submitted documents. Therefore, some communes have had to write letters of apology to citizens who have submitted documents at the public administrative service center and temporarily suspend the documents until the new software is connected. At the same time, the Department of Agriculture and Environment has requested to grant accounts and rights to leaders and professional staff of the commune to handle administrative procedures in the field of land. In addition, the lack of determination of fees, the inappropriate time limit for carrying out procedures... also leads to difficulties that need to be further resolved in the coming time.
According to many people, the addition of administrative procedures at the commune-level public administrative service center, especially the procedure for issuing the first red book, helps shorten the time, reduce procedures, and at the same time create favorable conditions for land-related transactions. This is a clear demonstration of the policy of arranging the apparatus to serve the people more effectively.
