In particular, the Prime Minister requested the Central Committee of the Vietnam Fatherland Front and its member organizations to continue to closely coordinate with ministries, branches and authorities at all levels in mobilizing businesses and people to actively and responsibly participate in the fight against smuggling, trade fraud and counterfeit goods to detect early, combat and prevent right from the grassroots, from the starting point.

Propose that the provincial and municipal Party Secretaries continue to lead and direct Party committees at all levels and the entire political system in localities to participate in the fight against smuggling, trade fraud and counterfeit goods.

The telegram also requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of provincial and municipal People's Committees to continue to launch and strengthen direction for forces and functional units to step up the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; continue to step up the peak period of attacks with vigor, determination, and fierceness, and make more efforts.

Timely detect and strictly handle violators, at the same time, strictly handle cadres, civil servants and officers who show signs of moral degradation, corruption, negativity, protection and assistance to law violators.

In addition, the Prime Minister also assigned the Minister of Health to urgently submit to the Government amendments and supplements to Decree No. 15/2018/ND-CP of the Government detailing the implementation of a number of articles of the Law on Food Safety, to be completed in May 2025. At the same time, preside over and coordinate with relevant agencies to report to the Government to propose competent authorities to immediately handle a number of limitations and inadequacies of the Law on Food Safety according to the recommendations of ministries and branches.

* In Dong Nai, the Provincial People's Committee has just issued Document No. 6373/UBND-KTNS dated May 26, 2025 on the implementation of the information reporting regime during the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Accordingly, the Provincial People's Committee requests departments, branches and sectors that are members of the Provincial Steering Committee against smuggling, trade fraud and counterfeit goods (Steering Committee 389/DP), and Steering Committees 389/DP of districts and cities to strictly implement the periodic reporting regime as prescribed.

In particular, during the peak period of the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement, the Provincial People's Committee requests units to promptly report when detecting and arresting serious and complicated cases of smuggling, trade fraud, and counterfeit goods. The reporting time must be within 20 hours from the time of detection, arrest, and handling of the case.

At the same time, make weekly reports and report the peak period summary. The reporting results of the units are sent to the Department of Industry and Trade - Deputy Head of the Provincial Steering Committee 389/DP (through the Dong Nai Market Management Department) to synthesize the report according to regulations.
