The congress was attended by 220 delegates representing the intelligence, unity of will and solidarity of nearly 4,000 party members in the group. Comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee, Permanent Deputy Prime Minister attended and delivered a speech.

The 25th Congress of the Party Committee of VNPT Group took place at a time when the whole group was enthusiastically competing to celebrate the 80th anniversary of the postal industry. The Congress is of great significance, contributing to affirming the 5-year journey of VNPT's strong transformation from a traditional telecommunications-information technology group to Vietnam's leading digital technology group, playing a leading and key role in national digital transformation.

The Congress is a political event of special significance in guiding the entire Party Committee, cadres, party members and employees of the group to promote the strength of solidarity and intelligence, continue to strongly innovate leadership methods; strengthen the comprehensive leadership role of the Party Committee in the key aspects of the group's work; resolutely innovate to make breakthroughs in business development; accompany the country to rise up in the digital age.

This is also a key milestone for the group in implementing the development strategy for the period 2025-2030, with a vision to 2035 approved by the Government .

Complete and exceed set targets and tasks

According to the Report at the Congress, the important targets on production and business of VNPT set out in the Resolution of the 24th Congress have been completed and exceeded. Specifically, the group has completed the target on average revenue growth rate for the period 2020-2025; exceeded the assigned annual profit target (109.9% in 2020; 104.4% in 2021; 108.5% in 2022; 105.3% in 2023; 114.2% in 2024 compared to the plan); completed the target on the profit margin on equity assigned annually; exceeded the target on payment to the State budget.

Regarding Party building work, nearly 90% of grassroots party organizations successfully completed their tasks, reaching 112%; the percentage of party members successfully completing their tasks reached 98.6%, reaching 104% of the set target; 885 new party members were admitted, reaching 177% of the admission target of the term.

During its term, the Party Committee of VNPT Group issued 118 Resolutions, 36 Programs, 79 Plans, 954 Decisions, 4 Directives, 562 Conclusions, 14 Regulations, 23 Statutes, 3 Procedures, 52 Instructions and many documents providing comprehensive guidance on Party building work and implementation of political tasks throughout the system.

This is the basis for the Board of Members and the Board of Directors of the Group to direct the consolidation of the apparatus, effectively organize the corporate governance model, innovate internal mechanisms and business management models; improve the quality of human resources; innovate, create and effectively apply technology to production and business activities; at the same time create connections, synergies and close coordination between blocks and units in the whole Group.

Under the comprehensive and drastic leadership and direction of the Party Committee of the Group for the 2020-2025 term, VNPT has successfully implemented many core information technology projects for the Government, ministries, branches and localities. Specifically, VNPT has deployed 11 platforms and 6 national-scale databases; deployed IOC in 47 provinces and cities; deployed many digital transformation solutions for localities, 15 ministries, branches and enterprises; signed telecommunications-information technology cooperation agreements with 58/63 provinces/cities.

Through these projects, VNPT has affirmed its leading and key role in building and providing digital solutions for government agencies and state-owned enterprises.

Mr. To Dung Thai, Party Secretary, Chairman of the Board of Members of VNPT Group said: In the 2025-2030 term, with the slogan of action "Solidarity - Democracy - Discipline - Breakthrough - Development", the Party Committee of VNPT Group has set the goal of "Strongly innovating leadership methods, building a clean and strong Party Committee of the group in all aspects; making breakthroughs in business development; affirming the key role of a pioneering technology group, accompanying the country in rising up in the digital age".

The Party Committee also set specific targets: completing the revenue growth target assigned by the Prime Minister in the Development Strategy to 2030, vision to 2035; striving for revenue targets, especially strategic service revenue during the term, to closely follow the country's GDP growth; completing profit targets, ROE targets and total budget contribution targets assigned by the owner agency; striving to achieve over 80% of party organizations being classified as having completed their tasks well or better and 95% of party members being classified as having completed their tasks well or better; recruiting 600 or more new party members.

Take innovation as the driving force for breakthrough development

Speaking at the Congress, on behalf of the Standing Committee of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh praised the Party Committee of VNPT Group for seriously preparing for the Congress, ensuring the correct principles according to the instructions of the Central Committee and the Government Party Committee, meeting the requirements and tasks set forth.

The Deputy Prime Minister also warmly congratulated and commended the great and important achievements that the Party Committee and the entire group system had achieved in the past term.

The VNPT Group Party Congress takes place when the country is entering a new era. The Party and State are vigorously implementing many policies and breakthrough solutions, especially the revolution in streamlining the organizational apparatus; focusing on prioritizing the development of science and technology, innovation; strongly developing the private economic sector in parallel with continuing to promote the efficiency and leading role of the state economic sector... with the spirit of autonomy, self-reliance, self-strengthening and deep and substantive international integration.

However, our country still faces many difficulties and challenges, such as: tariff barriers, technology control, protectionism; AI technology and automation are helping to increase labor productivity, but also threaten many industries, causing mass unemployment if there is no timely adaptation policy; the world is increasingly placing great demands on green development; the cost of converting to green technology requires large investment capital, increasing costs for businesses and the State budget;...

That context has created both great challenges and opportunities for breakthrough development. To turn challenges into opportunities, it requires the Party committees, cadres, Party members and employees of the Group to continue to enhance political determination, make greater efforts in action, dare to think, dare to do, dare to take responsibility; think deeply, act big.

VNPT must continue to promote its role as a key state economic group in telecommunications and information technology; a pillar and pioneer in national digital transformation.

The Deputy Prime Minister highly appreciated the directions, goals, tasks and solutions stated in the Political Report submitted to the Congress; at the same time, he emphasized a number of issues for the Congress to discuss, clarify tasks and solutions, thereby unifying the directions and goals for the coming term.

Firstly, we must do a good job in Party building. The Group's Party Committee needs to continue to innovate its leadership methods, build a contingent of cadres and Party members who are truly exemplary in terms of qualities, ethics, and lifestyle; be exemplary in performing professional tasks; constantly take care to build a clean and strong Party organization in terms of ideology, politics, and revolutionary ethics; strengthen internal solidarity, expand democracy along with raising awareness of organizational discipline associated with inspection and supervision work; build a progressive, modern Group culture with its own identity.

Second, streamline the apparatus to operate more effectively and efficiently. According to the plan, from July 1, the two-level local government organization will officially come into operation. VNPT Group, with an organizational model similar to the local government model, needs to proactively consider breakthrough changes as an opportunity to urgently build an operating model that ensures streamlining, effectiveness, efficiency, comprehensiveness, synchronization and connectivity.

Third, we must make further breakthroughs in business development. The Group needs to closely follow the Resolutions and policies of the Party Central Committee, the National Assembly, the direction of the Party Committee, the Government, and the Prime Minister, to conduct a comprehensive review and assessment of the goals, tasks, and solutions set out in the development plan for the 2025-2030 term in order to determine further breakthrough goals, further acceleration in business development, making an important and practical contribution to the successful implementation of the country's target of more than 8% growth in 2025 as well as double-digit growth in the coming time, towards the successful implementation of the goals of the 100th anniversary of the Party's founding in 2030 and the 100th anniversary of the country's founding in 2045 as determined by our Party.

“Comrades need to have solutions to unlock resources, promote research and master science and technology; take innovation as a driving force for breakthrough development and participate deeply and effectively in the national digital transformation; take the lead in implementing Resolution No. 57-NQ/TW of the Politburo on breakthrough development of science, technology, innovation and national digital transformation. The Group needs to closely follow the content of the Resolution, participate effectively, and identify this as both a political task and a great opportunity to affirm the role and position of VNPT in the era of national development,” the Deputy Prime Minister emphasized.

In recent times, together with the Government and central ministries and branches, VNPT Group has participated extensively and effectively in the national digital transformation. VNPT has contributed to the successful construction of national digital platforms such as: National Public Service Portal; National Reporting Information System; National Population Database System; ... as a premise for building a digital government, digital economy, and digital society. The Party and Government recognize VNPT's contributions, but the group also needs to develop more boldly and rapidly to create breakthroughs.

Accordingly, VNPT has been at the forefront of applying 4.0 technology and AI technology, so in the coming period, it is necessary to master these technologies, create better future generations of technology; build 100% open AI platforms "Make in Vietnam" to move towards rapid, sustainable, autonomous development and be competitive enough with large enterprises in the world. To do so, VNPT must invest systematically, with a roadmap, and in depth in science and technology, especially AI technology.

In addition, VNPT must ensure national sovereignty in cyberspace by focusing on network security, data security and information security. National technology pillars such as VNPT must act as a safety shield for national databases. VNPT's contribution to protecting national data is to protect the country.

The Deputy Prime Minister suggested that VNPT should also aim to reach regional and international levels, and be able to export Vietnamese technology and artificial intelligence products to the international market. In the coming term, the group needs to continue to strongly affirm its role and mission, especially in digital transformation, promoting the development of science and technology to create products, initiatives, and symbolic works of the term; effectively cooperate and support the Ministry of Public Security in implementing Project 06, making practical contributions to promoting administrative reform, providing many convenient public administrative products and services to the people.

With the tradition and important achievements that VNPT has built over the past 80 years, the Deputy Prime Minister believes that the Party Committee of the Group will successfully complete the tasks of the Congress, lead the building of VNPT to become increasingly stronger, create strong changes, and contribute positively to the country's economic development.
