(Haiphong.gov.vn) - On the afternoon of August 14, Prime Minister Pham Minh Chinh chaired an online conference to review 10 years of implementing Directive No. 40-CT/TW of the Party Central Committee Secretariat on strengthening the Party's leadership over social policy credit.

Governor of the State Bank of Vietnam and Chairwoman of the Board of Directors of the Vietnam Bank for Social Policies Nguyen Thi Hong delivered the opening speech at the Conference.

Reports and opinions at the Conference unanimously assessed that the results achieved over the past 10 years have affirmed that Directive No. 40-CT/TW and Conclusion No. 06-KL/TW are correct, appropriate, practical, and breakthrough solutions in directing the organization and implementation of social policy credit (TDCSXH), thereby receiving the consensus and support of all levels, sectors, and all classes of people; high appreciation from the World Bank and international organizations, contributing to the effective implementation of important guidelines, policies, goals, and tasks set forth by the Party and State.

In the past 10 years, more than 21 million households have received preferential loans to develop production and business. Thereby, helping more than 3.1 million households overcome the poverty line; more than 4.2 million workers have received loans to create jobs; more than 13.2 million works have been built to provide clean water, sanitation and environment to people in rural areas; more than 610,000 students have received loans to cover their study expenses; more than 193,000 houses for the poor and policy beneficiaries; and more than 1.2 million workers have received loans from businesses to pay their salaries due to the impact of the COVID-19 pandemic...

The goal of preserving and developing capital for the State is ensured, the quality of social policy credit is improved. The ratio of overdue debt and frozen debt has decreased from 0.93% of total outstanding debt (when Directive No. 40-CT/TW began to be implemented) to 0.56% of total outstanding debt, of which overdue debt accounts for 0.22% of total outstanding debt (as of July 31, 2024).

Concluding the Conference, emphasizing the motto of "understanding the people's hearts, serving wholeheartedly, improving efficiency", Prime Minister Pham Minh Chinh clearly stated 6 major orientations in the coming time so that TDCSXH continues to be a "bright spot", "pillar" in the system of social security policies, helping people in difficulty promote the spirit of self-reliance, self-reliance and rising up in life, contributing to the effective implementation of the very humane, inclusive, comprehensive and comprehensive social security policy of our Party and State.

Hai Phong is currently implementing 15 social policy programs.
