The electricity price is that customers have to pay for the monthly electricity output. To reduce the monthly electricity bill, customers with high electricity consumption only need to register the capacity used with the electricity industry, then calculate the distribution of capacity evenly throughout the day without exceeding the maximum level, then although the electricity output used is the same, the electricity cost will be reduced.
For example, two customers consume 24kWh of electricity per day, but the first customer uses all 24kWh (maximum registered capacity) in just 1 hour, while the second customer uses 24kWh in 24 hours. According to the two-component electricity price calculation method, the first customer's electricity cost will be higher than the second customer's because it uses the maximum capacity, while the second customer, although consuming the same amount of electricity, has its capacity regulated reasonably to ensure it does not exceed the maximum, so the electricity cost is lower.
Thus, with the two-component electricity price calculation method, if with the same amount of electricity consumed but the customer reduces the usage capacity (maximum capacity), the monthly electricity bill will decrease. This is the advantage of the two-component electricity price calculation method. Because when calculating the two-component electricity price, customers will not necessarily have to reduce the total electricity consumption to save costs. Instead, customers can optimize the use and operation of machinery and production equipment to reduce the maximum electricity usage capacity, thereby reducing the monthly electricity bill to be paid to the electricity industry.
Mr. Hoang Cao Cuong, Head of the Electromechanical Department, Dong Bang Cement Joint Stock Company said: With the single-component electricity price calculation method, if the company wants to reduce the electricity bill, it is required to calculate to reduce the amount of electricity used. With the two-component electricity price calculation method, the company only needs to adjust the reasonable power used during the day, avoiding increasing the maximum power, then the electricity cost will be reduced.
Mr. Vu Khanh Toan, Deputy Director of Lang Son Electricity Company, said: The current power system must maintain a large reserve capacity to ensure power supply at peak load times, but this maintenance cost is not fully reflected in the current electricity price. This leads to a situation where some customers have unstable loads (high peak - low peak difference) causing pressure on the system, but still pay the same electricity price as customers with stable electricity use. Therefore, the method of calculating two-component electricity prices will ensure the true nature of electricity supply costs. At the same time, calculating two-component electricity prices will ensure fairness among electricity customers.
It is known that in the pilot phase (from October 2025 to December 2025), the electricity industry will conduct simulation calculations and record them on invoices, without collecting money according to the two-component electricity pricing method, with the aim of analyzing the level of cost fluctuations and customer responses. However, in the context of increasingly volatile electricity production - transmission - distribution costs, the one-component electricity pricing model (calculated only by electricity) gradually reveals its limitations. Therefore, the two-component electricity pricing method is considered a reasonable approach.
Calculating the two-component electricity price helps customers, especially businesses with high electricity consumption, ensure the lowest electricity cost without affecting production and business activities. At the same time, it helps the electricity industry reduce the maximum load capacity of the power system, contributing to more efficient operation of the power system, saving investment costs and rational use of social resources.
