The situation of late salary payment due to arrangement and merger has basically been resolved.

The Ministry of Home Affairs will focus on perfecting the regime and policies on salaries and allowances for cadres and civil servants in wards, communes and special zones when implementing the arrangement of administrative units.

At the regular press conference of the Ministry of Home Affairs held on April 28, Mr. Tran Hai Nam, Deputy Director of the Department of Wages and Social Insurance (Ministry of Home Affairs) informed about the situation of delayed salary payment to cadres, civil servants and public employees at agencies and units after reorganization and merger.

Explaining the reason why the new apparatus of ministries, ministerial-level agencies and departments in localities came into operation from March 1, but up to this point, many cadres, civil servants and public employees in many places have not received their salaries for March 2025 and April 2025, Mr. Tran Hai Nam said the main reason comes from the organization of the apparatus after the arrangement and merger.

"After the Government promulgates the functions, tasks, and organizational structure of ministries, branches, and agencies, the ministries and branches also issue decisions to establish the organizational structure of their affiliated units. Accordingly, when implementing this content, the units must complete procedures such as: registering seals, opening accounts, and appointing chief accountants... and the progress of completing the structure of each agency and unit is different, thus directly affecting the source of salary payment," said Mr. Nam.

The Deputy Director of the Department of Wages and Social Insurance said that up to now, the agencies have basically paid salaries and the late salary payment will soon be resolved. The officials, civil servants and public employees who have not received their salaries for March 2025 and April 2025 will be resolved in the near future.

Regarding the implementation of salary reform according to Resolution No. 27-NQ/TW, Mr. Nam said that, implementing Resolution 142 at the 15th National Assembly session, salary reform will start from July 1, 2024, accordingly, adjusting the basic salary level and increasing pensions, adjusting preferential allowances for people with revolutionary contributions. At the upcoming National Assembly session, the Government will report to the National Assembly on the implementation results.

According to Mr. Nam, in 2026, the Ministry of Home Affairs will continue to report to the Steering Committee and competent authorities on the next steps in institutionalizing Resolution No. 27-NQ/TW as related to the abolition of basic salary and salary payment according to job position.

In the second quarter of 2025, the Ministry of Home Affairs will study and review related contents in Conclusion No. 83-KL/TW dated June 21, 2024 to propose and advise competent authorities to amend and supplement Resolution No. 27-NQ/TW dated May 21, 2018 on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises, Resolution No. 28-NQ/TW dated May 23, 2018 on reforming social insurance policies to ensure consistency and unification of salary contents in the public and private sectors.

The Ministry of Home Affairs will focus on completing guidelines on standards for titles, ranks, and regimes and policies on salaries and allowances for cadres and civil servants in wards, communes, and special zones when implementing administrative unit arrangements.
