Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial Party Committee Office and the Provincial People's Committee Office; leaders of Phu Ly city; and leaders of provincial departments and agencies…

A wreath bearing the inscription "Forever grateful to the heroic martyrs" was solemnly and respectfully placed before the ceremonial platform, deeply moving the delegates. In a solemn and respectful atmosphere, provincial leaders respectfully offered incense and flowers to commemorate the spirit of President Ho Chi Minh and the souls of the heroic martyrs who bravely fought and sacrificed for the independence and freedom of the Fatherland, for the happiness of the people, and for the survival of the nation.

The commemorative speech stated that, despite facing many difficulties over the years, under the leadership of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, and with the efforts of all levels, sectors, localities, and the people of the province, the socio-economic situation of the province has been basically stable and developed comprehensively. Industrial and agricultural production and budget revenue have grown considerably. Policies ensuring social security have been implemented promptly, practically, and to the right target groups. National defense, political security, and social order and safety have been maintained.

Along with striving to fulfill political tasks effectively, the Party Committee, military, and people of Ha Nam have continuously upheld the revolutionary traditions of the nation, extending the glorious history of their ancestors in the cause of building and defending the Fatherland; always grateful and remembering the contributions of President Ho Chi Minh and the heroic martyrs, vowing to live, study, fight, and work following the example of these heroes. In particular, the "Gratitude and Repayment" movement, the "Remembering the Source" movement, and the implementation of policies for the military's rear support and policies for those who have rendered meritorious service have always been given attention with many practical and effective actions, such as: investing funds to renovate and upgrade martyrs' cemeteries in localities throughout the province; mobilizing contributions to the "Gratitude and Repayment Fund"; building and repairing houses of gratitude for those who have rendered meritorious service to the revolution; regularly caring for, visiting, and giving gifts to those who have rendered meritorious service on holidays and festivals; caring for and supporting Vietnamese Heroic Mothers...

These acts of compassion and solidarity have contributed to encouraging and compensating, to some extent, for the immense losses and sacrifices of wounded soldiers and martyrs, alleviating the difficulties of families entitled to preferential policies and families who have rendered meritorious services to the revolution, and contributing to strengthening the people's trust in the Party, the State, and local Party committees and authorities.

The Party Committee, government, people, and armed forces of Ha Nam province will forever remember the immense contributions of the great President Ho Chi Minh and the noble sacrifices of the heroic martyrs; they pledge to continue to uphold the revolutionary traditions of their homeland, effectively carry out activities of "showing gratitude and repaying kindness," and "remembering the source of the water," and are determined to unite and strive to build an increasingly prosperous, beautiful, and civilized homeland.
