On the evening of July 26, at the Provincial Martyrs' Temple, the Lam Ha 10 Girls' Temple and the Memorial House of Comrade Luong Khanh Thien (Lam Ha Ward, Phu Ly City), the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee solemnly held an incense offering and wreath-laying ceremony to commemorate the heroic souls of President Ho Chi Minh and the heroes and martyrs on the occasion of the 76th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2023).
Attending the ceremony were comrades: Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Truong Quoc Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation.

Also attending were members of the Provincial Party Standing Committee; leaders of the Provincial Party Committee Office, Provincial People's Committee Office; leaders of Phu Ly city; leaders of provincial departments and branches...
The wreath bearing the inscription “Forever grateful to the heroic martyrs” was solemnly and respectfully placed in front of the podium, deeply moved by the delegates. In a solemn and respectful atmosphere, the provincial leaders respectfully offered incense and flowers to commemorate the heroic spirit of President Ho Chi Minh and the heroic martyrs who bravely fought and sacrificed for the independence and freedom of the Fatherland, for the happiness of the people, for the longevity of the nation.
The commemorative speech stated that, despite many difficulties in recent years, under the leadership of the Provincial Party Committee, People's Council, Provincial People's Committee, and the efforts of all levels, sectors, localities and people in the province, the socio-economic situation of the province has been basically stable and developed comprehensively. Industrial and agricultural production and budget revenue have grown quite well. Policies to ensure social security have been implemented promptly, practically and to the right subjects. National defense, political security and social order and safety have been maintained.
Along with the efforts to fulfill political tasks, the Party Committee, army and people of Ha Nam have constantly promoted the nation's revolutionary tradition, extending the glorious history of their ancestors in the cause of building and defending the Fatherland; always being grateful and remembering the merits of President Ho Chi Minh and the heroic martyrs, vowing to live, study, fight and work following the example of the heroes. In particular, the movement "Repaying gratitude", "When drinking water, remember its source", implementing the military rear policy, the policy for people with meritorious services has always been concerned with many practical and effective actions, such as: investing funds to renovate and upgrade Martyrs' cemeteries in localities in the province; mobilizing contributions to the "Fund for repaying gratitude"; building and repairing Houses of gratitude to give to people with meritorious services to the revolution; regularly caring for, taking care of, visiting and giving gifts to people with meritorious services on the occasion of holidays and Tet; caring for and supporting Vietnamese Heroic Mothers...
Those acts of kindness have contributed to encouraging and compensating for the great losses and sacrifices of war invalids and martyrs, reducing the difficulties of families with meritorious services to the revolution, and contributing to strengthening the people's trust in the Party, the State, and local Party committees and authorities.
The Party Committee, government, people and armed forces of Ha Nam province will forever remember the great merits of the great President Ho Chi Minh and the noble sacrifices of the heroic martyrs; vow to continue to promote the revolutionary tradition of the homeland, carry out well the activities of "Repaying gratitude", "When drinking water, remember its source", and be determined to unite and strive to build the homeland to be increasingly rich, beautiful and civilized.
After the wreath-laying ceremony, leaders of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee; leaders of Phu Ly city and departments, branches and sectors of the province offered incense at the Temple of the Provincial Heroes and Martyrs; Temple of 10 Lam Ha female militiamen; and Memorial House of Comrade Luong Khanh Thien.
