Seminar to review the draft Resolution on strengthening the development of social insurance participants

On September 18, the Provincial Vietnam Fatherland Front Committee held a conference to discuss the draft Resolution of the Provincial Party Committee Standing Committee on strengthening the development of social insurance participants from now until 2023. Comrade Le Van Binh, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee chaired the conference; the drafting agency, experts, and members of the Provincial Fatherland Front Committee's Advisory Council attended.

The draft aims to effectively implement social insurance and unemployment insurance policies and regimes according to the provisions of the Social Insurance Law and the Employment Law, contributing to ensuring social security and promoting socio-economic development. In particular, the focus is on developing social insurance, unemployment insurance, and voluntary social insurance participants; ensuring timely and full regimes and benefits for participants; improving the capacity, effectiveness, and efficiency of state management; safely and effectively managing and using social insurance and unemployment insurance funds; promoting digital transformation; connecting and exploiting databases of departments and branches; continuing to promote electronic payments and conditions for implementing online public services. Specifically, by 2025, strive to have 45% of the workforce of working age participating in social insurance, with the satisfaction index of social insurance participants reaching 93%; By 2030, strive to have 60% of the working-age workforce participate in social insurance, with a satisfaction index of 95%.

At the conference, delegates agreed with the content and necessity of issuing the Resolution, and at the same time gave some comments such as: Clearly stating the relationship between social insurance and the health sector, enterprises, agencies, and localities in solving social insurance issues; supplementing some key contents in improving the effectiveness and efficiency of state management of social insurance; needing to specifically assess the situation of implementation and organization of social insurance and unemployment insurance policies for employees...

Concluding the conference, the Chairman of the Provincial Vietnam Fatherland Front Committee acknowledged and highly appreciated the sense of responsibility of the drafting agency and the enthusiastic and profound opinions of the experts. He requested the drafting agency to absorb and perfect the content to soon put the Resolution into life and promote its effectiveness, focusing on: Promoting the leadership and direction of Party committees at all levels in implementing social insurance policies; further assessing the shortcomings, limitations, and coordination mechanisms between the Social Insurance and organizations and units in implementing social insurance policies and guidelines for employees; forecasting the situation and impacts in the implementation of tasks in the coming time; needing to develop breakthrough solutions in implementing the goals set out in the Resolution.
