Recently, the Central region has experienced prolonged heavy rains causing historic floods, serious damage to people, property, infrastructure and socio-economic activities; currently, provinces and cities are still focusing on overcoming the consequences. It is forecasted that from the night of November 15 to November 18, the area from Hue city to Gia Lai will have heavy rain with common rainfall of 250 - 500 mm, locally over 700 mm; the area of Southern Quang Tri, Dak Lak, Khanh Hoa will have common rain of 150 - 300 mm, locally over 400 mm, warning of the risk of heavy rain over 200 mm/3 hours. From November 19, widespread heavy rain is likely to continue in the area from Da Nang to Khanh Hoa. Heavy rain is likely to cause flooding in low-lying areas; flash floods on small rivers and streams, landslides on steep slopes.
Implementing Official Dispatch No. 30/BCĐ-BNNMT dated November 13, 2025 of the National Civil Defense Steering Committee on proactively responding to heavy rains, floods, inundation, flash floods, and landslides, the General Staff requested that military units strictly maintain on-duty regime; proactively grasp the situation, promptly advise, and organize forces and means to promptly and effectively respond to natural disasters and incidents, and avoid being passive or surprised.
The Military Region Commands direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities, inspect and review plans and options, and be ready to handle situations, especially in key areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas; resolutely evacuate people to safe places, and have plans to support food, necessities for people at evacuation sites, so that people do not go hungry or lack shelter.
Units across the army have measures to ensure the safety of barracks and warehouses; proactively coordinate and cooperate with local authorities to prepare forces and means to promptly and effectively handle situations.
The General Staff noted that the General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, should strengthen direction, urge, and inspect their subordinate units to be ready to do a good job of responding, ensuring the safety of warehouses, factories, weapons, equipment, and well preparing for logistics and technical support for incident response, natural disasters, and search and rescue; proactively coordinate, issue, and promptly transport rescue supplies and equipment to help localities respond and overcome consequences when situations arise.
The Air Defense - Air Force and the 18th Army Corps inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights when ordered.
The units organize implementation and report to the General Staff through the Ministry's Command and the Rescue Department for monitoring and direction.
