Dear Central Committee;

Dear Conference attendees,

In the joyful and excited atmosphere of our entire Party and people regarding the results and achievements in socio-economic development activities; ensuring national defense and security; building and rectifying the Party and the political system; especially in a series of important and vibrant foreign affairs activities that have received great attention from domestic and international public opinion, today the Central Executive Committee opened the eighth plenary session of the 13th tenure with many very basic and important contents.

Specifically, the Central Committee will discuss and give concluding opinions on the following issues:

(1) Socio-economic situation, state budget in 2023, plan for 2024; 3-year state financial and budget plan 2024-2026 and roadmap for implementing the new salary regime.

(2) Summary of 10 years of implementing Resolution of the 11th Central Committee, Session 5, on a number of social policy issues for the 2012-2020 period.

(3) Summarizing 20 years of implementing the Resolution of the 9th Central Committee, Session IX, on promoting the strength of great national unity for a rich people, a strong country, and a fair, democratic, and civilized society.

(4) Summary of 15 years of implementing Resolution 7 of the 10th Central Committee on building a contingent of intellectuals in the period of promoting industrialization and modernization of the country.

(5) Summary of 10 years of implementing Resolution of the 11th Central Committee, Session 8, on the Strategy for National Defense in the new situation.

(6) Planning of the 14th Party Central Committee; and a number of other important issues.

First of all, on behalf of the Politburo and the Secretariat, I would like to warmly welcome the comrades of the Party Central Committee and delegates attending the Conference and send you my warm greetings, sincere regards and best wishes.

Dear comrades,

According to the Working Regulations, the Party Central Office has sent documents for you to study in advance. Next, I would like to express some opinions, which are suggestive in nature, raising issues, hoping that you will pay attention to them during the process of studying, discussing, considering and deciding.

1. On socio-economic and state budget for 2023-2024

The Central Committee's consideration and comments on socio-economic issues and the state budget for 2023-2024 are set in the context of the world situation continuing to have many rapid, complex, unpredictable and unprecedented changes, with more difficulties and challenges than the opportunities and advantages and compared to forecasts, which have had a negative and very serious impact on the implementation of our country's socio-economic development goals and tasks.

Meanwhile, domestically, we still have to continue to face the "double impact" of negative external factors on a highly open economy like ours, and the long-standing internal shortcomings, limitations, and weaknesses of the economy continue to be revealed more clearly and severely in the process of overcoming the consequences of the Covid-19 pandemic.

We request that Central comrades carefully study the Submission and reports of the Government Party Committee, focus on discussing and deeply analyzing the outstanding features of 2023, clarify the achieved results; the remaining limitations and weaknesses, the difficulties and obstacles that must be resolved, the challenges that must continue to be overcome; point out the objective and subjective causes and lessons learned; forecast the possibilities and upcoming situations, first of all from now until the end of 2023 and 2024 in a truly objective and comprehensive spirit.

Pay attention to the difficulties and limitations that have been and will be faced such as: The macroeconomic stability is not yet solid due to pressure from foreign markets; the financial - monetary, real estate, securities and corporate bond markets are still difficult and have potential risks; production and business activities and the lives of workers in many fields are facing difficulties; the resilience of enterprises is eroded after the Covid-19 pandemic; some mechanisms, policies and legal regulations are slow to be supplemented, amended, completed or not strictly implemented; a number of officials are afraid of responsibility, afraid of mistakes, shirking responsibility, avoiding handling work under their authority; the security, order and social safety situation in some areas is still potentially complicated...

From there, clearly and correctly determine the development viewpoints, guiding ideology, general goals, some basic and important targets and main tasks and solutions for the remaining months of 2023 and for 2024; including the necessity and correctness of implementing the new salary regime from July 1, 2024.

2. On summarizing 10 years of implementing Resolution 5 of the 11th Central Committee on a number of social policy issues

Over the past 10 years, our country has developed and achieved many important results and achievements, increasingly demonstrating the superiority of our regime: Economy, culture and society have developed more stably and harmoniously; the material and spiritual life of people in all regions of the country has been improved; Vietnam is a leading country in poverty reduction, implementing the millennium development goals and sustainable development goals of the United Nations.

Social policies are constantly being improved, gradually improving the quality and level of support and expanding coverage in a fair and progressive direction, approaching international standards, and basically ensuring people's social security according to the provisions of the Constitution.

Implementing well the preferential and honoring policies for people with meritorious services. The labor market institutions are gradually being perfected; employment for workers is basically guaranteed. The health care, education, social security and assistance systems continue to be improved and expanded.

The scale, capacity and quality of basic and essential social services have been raised; the work of protecting, caring for and improving people's health has been increasingly improved. Resources for implementing social policies have been given priority investment by the State, associated with promoting socialization, attracting the participation of the whole society...

However, social policies and social development management still reveal many limitations and weaknesses, and in general have not met the requirements of rapid and sustainable development. In order to achieve the goals, requirements and tasks set out by the 13th National Party Congress, we need to focus on discussing and clarifying, creating a high level of consensus on the assessment and assessment of the situation, causes and lessons learned; the necessity and correctness of issuing a new Resolution of the Central Committee on this particularly important issue.

From there, analyze and forecast scientifically the new situation, new requirements and tasks; clearly identify viewpoints, guiding ideas, goals, tasks and main solutions to continue to innovate and improve the quality and effectiveness of social policies to increasingly better meet the legitimate requirements and aspirations of the people in the new period.

3. On summarizing 20 years of implementing Resolution 7 of the 9th Central Committee on promoting the strength of great national unity

The summary report, the submission and the draft of the new Resolution of the Central Committee have been carefully and seriously prepared on the basis of research, synthesis of summary reports, thematic reports, survey results, seminars, collecting opinions from localities, agencies, units, experts, scientists, and absorbing direct instructions from the Politburo and Secretariat for completion.

In which, it analyzes and evaluates objectively and comprehensively the results and achievements that have been achieved, the existing limitations and shortcomings and their causes, and lessons learned; at the same time, it analyzes and forecasts the new situation; thereby proposing viewpoints, guiding thoughts, goals, requirements and policies that need to be implemented in the new period in accordance with the spirit of the Resolution of the 13th National Party Congress.

We request that Central Committee comrades and delegates attending the Conference study carefully, speak and discuss enthusiastically, and contribute many specific and relevant opinions. Pay attention to analyzing, clarifying, and creating high consensus on the new situation, new requirements and tasks, the development and changes in the needs and interests of current social classes; the main results and achievements that need to continue to be promoted; the limitations and shortcomings that need to be promptly overcome, the causes and lessons learned, and the policies and strategies to continue to promote more strongly the tradition of great national solidarity.

From there, give opinions on the necessity and correctness of issuing a new Resolution and the main contents of the draft Resolution on "Continuing to promote the tradition of great national solidarity, building our country to be increasingly rich, prosperous, civilized and happy".

4. On building a team of intellectuals to meet the requirements of the new development period

As we all know, in every era and in every country, the intellectual team is always the core force in creating and disseminating knowledge, having a particularly important position and role in promoting the development of society, creating the strength of each country and nation.

The world today has been, is and will be facing many opportunities, advantages and difficulties, new challenges intertwined for rapid and sustainable development under the impact of the Fourth Industrial Revolution. Artificial intelligence and some new technological achievements have the ability to replace humans in some fields, creating a huge amount of information, knowledge and effects that change politics, economics, culture, society, people and lifestyle.

The new situation requires us to pay more attention to building, developing and promoting the role, position and contribution of the country's intellectuals - the nation's vitality, to meet the requirements of proactively and actively participating in the Fourth Industrial Revolution, continuing to promote the cause of innovation, industrialization and modernization of the country.

It is recommended that the Central Committee carefully study the documents, focus on discussing and giving objective and comprehensive assessments of the implementation of the 7th Central Resolution of the 10th tenure on building the intellectual team, pointing out the main results that have been achieved, the remaining limitations and weaknesses and their causes, and lessons learned; analyze and forecast the new situation; thereby proposing viewpoints, guiding thoughts, goals, tasks, and main solutions to continue promoting the building of the intellectual team; pay attention to inheriting the remaining valuable contents of the 7th Central Resolution of the 10th tenure, and supplementing and developing new contents suitable for the new period.

5. On summarizing 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy for National Defense in the new situation

Ten years ago, the 8th Central Conference of the 11th tenure issued a Resolution on the Strategy for National Defense in the New Situation with strong innovation in thinking and many breakthrough and highly feasible policies, strategies and measures.

Summarizing 10 years of implementing this important Resolution is an extremely necessary task for the Central Committee to analyze and evaluate the situation comprehensively, deeply, and systematically and propose correct and appropriate policies, strategies, and measures to meet the requirements of building and protecting the Fatherland in the context of the world and regional situation that has had and is having many new, complicated, and unpredictable developments.

I request that you focus on analyzing and evaluating objectively and comprehensively the results that have been achieved, the remaining limitations and weaknesses, and analyze the causes, and draw out the main lessons. Point out the goals, viewpoints, mottos, guiding thoughts, and tasks and solutions that have been proven correct in practice and need to be persistently and seriously implemented.

At the same time, it is necessary to thoroughly analyze the domestic and international situation, clearly see the profound changes, complex and unpredictable developments and forecast development trends in the coming time to promptly supplement and develop a number of viewpoints, guiding thoughts and adjust a number of key tasks and solutions to suit the new situation.

Focus on clarifying the advantages and opportunities that need to be grasped, the difficulties and challenges that need to be overcome to proactively protect the independence, sovereignty, unity and territorial integrity of the Fatherland from early on, from afar, in all situations; protect the Party, State, People and the socialist regime; protect national and ethnic interests; protect political security, social order and safety and advanced Vietnamese culture with strong national identity; maintain political stability and a peaceful environment to develop the country in the direction of socialism.

From there, give comments and suggestions to complete the draft of the new Resolution of the Central Committee on the Strategy to protect the Fatherland in the new situation.

6. On the planning of the 14th Central Executive Committee

As we all know, President Ho Chi Minh once said: "Cadres are the root of all work"; and following his teachings, our Party has always determined that: Cadres, especially strategic-level cadres, are the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime; cadre work is considered the key step in the entire Party building work. And in cadre work, cadre planning is the opening step, of extremely important significance, and is the basis for doing well the work of training, fostering, mobilizing, appointing and using cadres.

Based on the special significance and importance of strategic-level personnel planning, on July 7, 2023, based on the working regulations and Regulation No. 50-QD/TW dated December 27, 2021 of the Politburo on personnel planning, the Politburo issued Plan No. 17-KH/TW on planning the Party Central Committee, Politburo, and Secretariat for the 14th term, 2026 - 2031, which clearly defines the viewpoints and principles; purpose and requirements; standards; quantity and structure; subjects and ages; process of introducing and approving the planning and personnel records; number of discovered and introduced personnel for inclusion in the planning...

Recently, based on the findings and recommendations of Party committees and organizations in the entire political system, the Steering Committee for the planning of the Central Executive Committee, the Politburo, and the Secretariat of the 14th tenure, 2026-2031, has urgently and seriously coordinated with the functional agencies at the Central level to review, appraise, and report to the Politburo for consideration and guidance to further perfect the proposed planning of the 14th Party Central Executive Committee to submit to the Central Committee for consideration and comments at this Conference.

I request that comrades promote a high sense of responsibility, be truly objective and impartial, and express their opinions on the Report and proposed Planning of the 14th Party Central Committee Executive Committee.
