The document states: The extraordinary meeting of the 13th Central Committee of the Party issued Resolution No. 56-NQ/TW, dated November 25, 2024, affirming the highest political determination in implementing the review of Resolution 18 and basically agreeing on the suggested content and orientations of the Politburo for Party committees, Party organizations, agencies, and units directly under the Central Committee to study and propose arrangements and improvements to the organizational structure of the political system to be streamlined, effective, and efficient; assigning the Politburo and the Central Steering Committee for the review of Resolution 18 (hereinafter referred to as the Steering Committee) to consider and decide on arrangements within their authority for agencies and organizations that have prepared thorough plans. Following the directives of General Secretary To Lam regarding the timing of the Central Committee meeting (expected mid-February 2025) and the extraordinary session of the National Assembly (expected late February 2025); to ensure sufficient time for organizing Party congresses at all levels leading up to the 14th National Congress of the Party, the Steering Committee requests that Party committees, Party organizations, agencies, and units urgently implement the following: Regarding immediate implementation (within the authority of the Politburo, the Secretariat, Party committees, Party organizations, agencies, and units): * For Party agencies and units at the central level - Central Party committees shall preside over the development of projects to: Review and streamline the organizational structure at the departmental, divisional, and subordinate unit levels; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of their respective agencies and units (to be completed before December 31, 2024); Review the steering committees where the agency/unit is the permanent body, and propose to the Politburo and the Secretariat to terminate their operations (only retaining those steering committees with truly necessary functions and tasks) (to be completed before December 31, 2024); Terminate the operations of the magazines, transferring related functions and tasks to the Communist Magazine; preside over and coordinate with the Communist Magazine and the Central Organizing Committee to arrange and streamline the staffing of cadres, civil servants, and employees of the magazines, ensuring a smooth transfer (to be completed before December 15, 2024). - The Central Propaganda Department will lead the development of the following projects: Concluding the operation of the Vietnam Communist Party Online Newspaper and transferring related functions and tasks to the Nhan Dan Newspaper (to be completed before December 15, 2024); Transferring the functions and tasks of the Central Council for Literary and Artistic Theory and Criticism, and the Scientific Council of Central Party Agencies to the Ho Chi Minh National Political Academy (to be completed before December 31, 2024); The Central Propaganda Department will lead and coordinate with the Ho Chi Minh National Political Academy, the Nhan Dan Newspaper, and the Central Organization Department to arrange and streamline the staffing of the Vietnam Communist Party Online Newspaper, the Central Council for Literary and Artistic Theory and Criticism, and the Scientific Council of Central Party Agencies, ensuring a smooth transfer process. - The Ho Chi Minh National Academy of Politics will preside over and coordinate with the Central Organization Committee and relevant agencies in the transfer and acceptance of the functions and tasks of the Central Theoretical Council; preside over and coordinate with the Central Propaganda Department and the Central Organization Committee in the transfer and acceptance of the functions and tasks of the Central Council for Literary and Artistic Theory and Criticism, and the Scientific Council of the Central Party Agencies; coordinate in arranging and streamlining the staffing of cadres, civil servants, public employees, and workers of the aforementioned councils (to be completed before December 31, 2024); preside over and coordinate with the Ministry of Interior and the Central Organization Committee in the transfer and acceptance of the organization and arrangement and streamlining of the staffing of cadres, civil servants, public employees, and workers of the current National Academy of Public Administration (to be completed before December 31, 2024); develop a plan for streamlining the departments, units, and organizations under its direct control. - The People's Newspaper will preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of its unit (to be completed before December 31, 2024). - The People's Newspaper will preside over the development of the project: Concluding the operation of People's Television, transferring related functions and tasks to Vietnam Television (to be completed before December 15, 2024); Presiding over and coordinating with the Central Propaganda Department and the Central Organizing Committee to implement the transfer and acceptance of the functions and tasks of the Vietnam Communist Party Online Newspaper (to be completed before December 31, 2024); Project on streamlining the departments, units, and organizations under its direct control; Preside over and coordinate with the Central Propaganda Department and the Central Organization Department to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of their unit (completed before December 31, 2024); Preside over the arrangement and streamlining of the staff of cadres, civil servants, public employees, and workers of People's Television; (5) Coordinate with the Central Propaganda Department to arrange and streamline the staff of cadres, civil servants, public employees, and workers of the current Communist Party Electronic Newspaper. - Communist Magazine presides over and coordinates with the Central Organization Department and the Central Party Committees to carry out the transfer and acceptance of the functions and tasks of the magazines of the Central Party Committees; coordinate the arrangement and streamlining of the organizational structure and staff of the current magazines (completed before December 31, 2024); Develop a plan for the arrangement and streamlining of the departments, units, and organizations under its direct control; - The Central Committee for the Protection and Care of Cadre Health shall preside over and coordinate with the Central Organization Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of its unit (to be completed before December 31, 2024). - The Central Committee for the Protection and Care of Cadre Health shall preside over and coordinate with the Central Organization Committee, the Ministry of Health, and relevant agencies to develop a plan to terminate the activities of the Central Committee for the Protection and Care of Cadre Health, transferring its tasks to the Central Organization Committee, the Ministry of Health, and several central hospitals; and propose a plan for the placement and arrangement of cadres, civil servants, public employees, and workers of the current Central Committee for the Protection and Care of Cadre Health (to be completed by December 15, 2024). - The Central Organization Committee shall preside over advising the Politburo on the decision: The policy of transferring the functions and tasks of the Central Theoretical Council to the Ho Chi Minh National Academy of Politics; The policy is to end the operation of the Central Committee's Health Protection and Care Board for Cadres; to amend and supplement relevant regulations of the Politburo and the Secretariat to implement the streamlining of organizational structures, personnel placement, and workforce reduction (to be completed before January 15, 2025). The Central Organization Department will take the lead in advising the Secretariat on regulations regarding: Functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and model working regulations of Party committees directly under the Party committees of: the Government, the National Assembly, the Vietnam Fatherland Front, and the Party Committees of Party agencies, central judicial agencies, and the Office of the President; Functions, tasks, organizational structure, working relationships, and model working regulations of Party committees of Party agencies, mass organizations, people's councils, and judicial agencies at the provincial level. The functions, tasks, organizational structure, working relationships, and model working regulations of provincial-level Party committees and governments (to be completed before January 15, 2025). Coordinate the placement of cadres according to management authority in agencies, units, and organizations after organizational restructuring. Coordinate with relevant agencies to review steering committees with a view to ending their operations, retaining only those with truly necessary functions and tasks. The Central Party Office will preside over and coordinate with the Party Committee of the Ministry of Finance and relevant agencies to propose a plan for handling the offices, assets, and facilities of agencies undergoing organizational restructuring. * For ministries, ministerial-level agencies, and agencies directly under the Government, the Government Party Committee and the Steering Committee for summarizing the implementation of Government Resolution 18 shall lead and direct the implementation of the following tasks: Submit to the Politburo and the Secretariat for approval (before December 31, 2024) before the Government and the Prime Minister issue: Government Resolution on the dissolution of the State Capital Management Committee at enterprises, transferring its responsibilities to: the Ministry of Finance, specialized ministries and relevant agencies; Prime Minister's Decision on the dissolution of the National Financial Supervision Committee, transferring its responsibilities to the Ministry of Finance, the State Bank of Vietnam and relevant agencies; Legal regulations for the restructuring of 02 national universities; 02 academies of science; Amend and supplement legal regulations stipulating the functions, tasks, powers, and organizational structure of ministries, ministerial-level agencies, and government agencies as a basis for restructuring agencies and units such as: the Management Board of the Ho Chi Minh Mausoleum, Vietnam Social Security, State Treasury, General Department of Taxation, General Department of Customs, General Department of Civil Judgment Enforcement, General Department of Market Management, branches of the State Bank of Vietnam in provinces and cities, etc.; Amend and supplement decrees stipulating the functions, tasks, powers, and organizational structure of each ministry, ministerial-level agency, and government agency (without implementing restructuring based on suggestions and directions of the Politburo) in the direction of reviewing functions, tasks, powers, and streamlining departments, units, and organizations under each ministry, ministerial-level agency, and government agency; terminate the operations of Vietnam News Agency Television, VOV Television, VTC Television, and transfer related functions and tasks to Vietnam Television Station; Arrangement of press agencies of ministries and sectors (to be completed before January 15, 2025); Decree stipulating the regime and policies for officials, civil servants, public employees, and workers when implementing organizational restructuring and streamlining (to be completed before December 20, 2024); Transfer of functions, tasks, and organizational structure of the National Academy of Public Administration to the Ho Chi Minh National Academy of Politics (to be completed before December 31, 2024). Leadership and direction of ministries, ministerial-level agencies, and government agencies to review and terminate the operation of steering committees established by the Government (only retaining those with truly necessary functions and tasks) (to be completed before December 31, 2024). * For agencies under the National Assembly, the National Assembly Party Committee shall lead and direct the implementation of the following tasks: Submit to the Politburo and the Secretariat for approval (before December 31, 2024) before the National Assembly Standing Committee issues regulations to: Implement the restructuring and streamlining of the organizational apparatus and staffing of agencies under the National Assembly Standing Committee and the National Assembly Office; Conclude the operation of the Institute of Legislative Research, transferring its functions and tasks to relevant agencies of the National Assembly and the National Assembly Standing Committee; Stipulate that the positions of permanent member and full-time member are not appointed in the Ethnic Council and the Committees of the National Assembly; the Committees of the National Assembly shall have chairmen, vice-chairmen, full-time National Assembly deputies and part-time National Assembly deputies; Conclude the operation of the National Assembly Television, transferring its related functions and tasks to Vietnam Television (to be completed before December 31, 2024); Transfer the specialized departments of the National Assembly Office to be under the direct control of the National Assembly Committees[5], the committees of the Standing Committee of the National Assembly; review and streamline the departmental and divisional level units (complete immediately after the rearrangement of the National Assembly committees). The Standing Committee of the National Assembly directs the National Assembly Office to preside over the rearrangement of cadres, civil servants, public employees, and workers of the current National Assembly Television; review, rearrange, and streamline the secretariat. * For the Vietnam Fatherland Front, political and social organizations, the Central Secretariat of the Ho Chi Minh Communist Youth Union and mass organizations assigned tasks by the Party and the State. The Party Committee of the Vietnam Fatherland Front, the Party Committees of political and social organizations at the central level, the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union, and the Party Committees and mass organizations assigned by the Party and State to lead and direct the implementation of the following tasks: Develop a plan to reorganize the newspapers and magazines under the Vietnam Fatherland Front and political and social organizations, and mass organizations assigned by the Party and State, in the direction of merging and ending the operation of some newspapers and magazines that are not really necessary; Review and streamline the organizational structure at the departmental, divisional, unit, and subordinate organization levels; Preside over and coordinate with the Central Organizing Committee and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, organizational structure, and working relationships of the Central Committees of the Vietnam Fatherland Front and the Central Committees of political and social organizations[6] (completed before December 31, 2024). Review the steering committees where the organization is the permanent agency, and propose to the Politburo and the Secretariat to end their activities (only keeping those steering committees with truly necessary functions and tasks) (completed before December 31, 2024). The Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union presides over and coordinates with the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc and relevant organizations and agencies to study the model of youth union organization in the newly subordinate Party committees of the Central Committee (completed before December 31, 2024). Contents to be prepared for reporting to the Central Committee (expected mid-February 2025); submission to the Politburo and the Secretariat after the Central Committee's resolution (conclusion) is issued. * Contents to be prepared for reporting to the Central Committee - The Central Propaganda Department will preside over and coordinate with the Central Mass Mobilization Department to develop a plan for merging the Central Propaganda Department and the Central Mass Mobilization Department; preside over and coordinate with the Central Organization Department and relevant agencies to draft and submit to the Politburo for promulgation new regulations on the functions, tasks, powers, organizational structure, and working relationships of the new agency; propose the arrangement and placement of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and the Central Mass Mobilization Department (to be completed before January 15, 2025). - The Central Committee's Foreign Affairs Department will preside over and coordinate with the Central Organization Department, the Central Office, the Ministry of Interior, the Committee on Representative Affairs under the Standing Committee of the National Assembly, the Ministry of Foreign Affairs, and the National Assembly's Foreign Affairs Committee to develop a plan to terminate the Central Committee's Foreign Affairs Department's operations, transferring its main tasks to the Ministry of Foreign Affairs and some of its work to the Central Party Office; and propose the arrangement and placement of current cadres, civil servants, and employees of the Central Committee's Foreign Affairs Department and the National Assembly's Foreign Affairs Committee (to be completed before January 15, 2025). - The Party Committee of the Central Agencies Bloc will preside over and coordinate with the Party Committee of the Central Enterprises Bloc, the Central Organization Department, the Central Inspection Committee, the Central Office, the Ministry of Interior, and the Committee on Representative Affairs under the Standing Committee of the National Assembly: Develop a model plan for establishing Party committees directly under the Central Committee and subordinate Party committees; Draft regulations specifying the model functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), and working relationships of newly established Party committees directly under the Central Committee; Party committees of ministries, branches, the Fatherland Front, mass organizations, enterprises, etc., directly under newly established Party committees directly under the Central Committee; Draft regulations specifying the model working regulations of Party committees directly under the Central Committee (to be completed before December 6, 2024); Chairing the development of a plan to conclude the activities of the Party Committee of the Central Agencies Bloc; coordinating with the Central Organization Department and relevant agencies to propose the arrangement and placement of cadres, civil servants, public employees, and workers of the current Party Committee of the Central Agencies Bloc (to be completed before January 15, 2025); Advisory and support agencies of newly established Party committees directly under the Central Committee and the Party committees at the level directly above the grassroots Party organizations directly under the Party committees directly under the Central Committee; It is expected to include four agencies: the Organizing Committee, the Inspection Committee, the Propaganda and Mass Mobilization Committee, and the Party Committee Office (for newly established Party Committees directly under the Central Committee, the Propaganda and Mass Mobilization Committee will include the Political Training Center). - The Central Party Office will preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Central Organizing Committee, the Central Inspection Committee, and relevant agencies to develop a plan for establishing Party Committees of Party agencies, central judicial agencies, and the Office of the President; and propose to the Politburo the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committees of Party agencies, central judicial agencies, and the Office of the President for the 2020-2025 term (a Politburo member and Standing Committee member of the Secretariat will serve as the Party Committee Secretary; a Central Party Committee Secretary and Chief of the Central Party Office will serve as the permanent Deputy Secretary of the Party Committee; one full-time Deputy Secretary may be appointed). Draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Party Committees of Party agencies, central judicial agencies, and the Office of the President (to be completed before January 15, 2025). - The Party Committees of the Supreme People's Court and the Supreme People's Procuracy shall preside over and coordinate with the Party Committee of the Central Agencies Bloc and relevant agencies to develop a plan for the termination of the activities of the Party Committees of the Supreme People's Court and the Supreme People's Procuracy; draft decisions on the establishment of Party Committees of the Supreme People's Court and the Supreme People's Procuracy directly under the Party Committees of Party agencies and central judicial agencies; Propose to the Politburo and the Secretariat of the Central Committee to approve the policy before the Party Committees of the Central Party and Judicial agencies, and the Office of the President appoint the executive committee, standing committee, secretary, and deputy secretary of the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy for the 2020-2025 term; preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Central Organization Department, the Central Inspection Committee, and the Central Office to draft the working regulations of the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy (to be completed before January 15, 2025). - The Party Committee of the Central Enterprises Bloc will preside over and coordinate with the Central Organization Department and relevant agencies to develop a plan to conclude the activities of the Party Committee of the Central Enterprises Bloc; propose the arrangement and placement of cadres, civil servants, public employees, and workers of the current Party Committee of the Central Enterprises Bloc (to be completed before January 15, 2025). - The Party Committee of the Government, in coordination with the Central Organization Committee, the Central Inspection Committee, the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc, and other relevant agencies, shall develop a plan to terminate the activities of the Party Committee of the Government; establish a Government Party Committee directly under the Central Committee; propose to the Politburo the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Government Party Committee for the 2020-2025 term; draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Government Party Committee; direct ministries and ministerial-level agencies to preside over and coordinate with the Party Committee of the Central Agencies Bloc and other relevant agencies to develop plans to terminate the activities of the Party committees of ministries, ministerial-level agencies, Vietnam Social Security, and the State Capital Management Committee at enterprises; Establish Party committees for ministries and ministerial-level agencies under the Government Party Committee; propose to the Politburo and the Secretariat for approval before the Government Party Committee appoints the executive committee, standing committee, secretary, and deputy secretary of the Party committees of ministries and ministerial-level agencies for the 2020-2025 term; preside over and coordinate with the Central Organization Committee and relevant agencies to develop plans for the arrangement, merger, and dissolution of ministries and ministerial-level agencies according to the suggestions and orientations on organizational restructuring for ministries, ministerial-level agencies, and government agencies in Conclusion No. 09-KL/TW of the Central Steering Committee (submit to the Politburo for comments before January 15, 2025, for submission to the Central Committee). - The Party Committee of the National Assembly shall preside over and coordinate with the Central Organization Committee, the Central Inspection Committee, the Party Committee of the Central Agencies Bloc, and relevant agencies to develop a plan to conclude the activities of the Party Committee of the National Assembly; establish a Party Committee of the National Assembly directly under the Central Committee; propose to the Politburo the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the National Assembly for the 2020-2025 term; draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Party Committee of the National Assembly; direct the State Audit Office to preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Central Organization Committee, and relevant agencies to develop a plan to conclude the activities of the Party Committee of the State Audit Office; and establish the Party Committee of the State Audit Office. Propose to the Politburo and the Secretariat for approval before the National Assembly Party Committee appoints the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the State Audit Office for the 2020-2025 term; preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Central Organization Committee, the Central Inspection Committee, and the Central Office to draft the working regulations of the Party Committee of the State Audit Office; preside over and coordinate with the Central Organization Committee and relevant agencies to develop a plan for the arrangement, merger, and dissolution of National Assembly committees according to the suggestions and orientations on organizational restructuring for National Assembly agencies and the Standing Committee of the National Assembly in Conclusion No. 09-KL/TW of the Central Steering Committee (submit to the Politburo for comments before January 15, 2025, for submission to the Central Committee). - The Party Committee of the Vietnam Fatherland Front, in coordination with the Central Organizing Committee, the Central Inspection Committee, the Party Committee of the Central Agencies Bloc, and other relevant agencies, will develop a plan to conclude the activities of the Party Committee of the Vietnam Fatherland Front, establish the Party Committee of the Vietnam Fatherland Front and its affiliated political and social organizations; propose to the Politburo the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and its affiliated political and social organizations for the 2020-2025 term; and draft regulations of the Politburo on the functions, tasks, powers, organizational structure (including the functions and tasks of advisory and support agencies), working relationships, and working regulations of the Party Committee of the Vietnam Fatherland Front and its affiliated political and social organizations. Directing the Vietnam Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and State to preside over and coordinate with the Party Committee of the Central Agencies Bloc and relevant agencies to develop a plan to conclude the activities of the Party groups of political and social organizations and mass associations assigned tasks by the Party and State; establishing Party committees (branches) of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and State, directly under the Party Committee of the Vietnam Fatherland Front and political and social organizations; proposing to the Politburo and the Secretariat for approval before the Party Committee of the Vietnam Fatherland Front and political and social organizations appoint the executive committee, standing committee, secretary, and deputy secretary of the Party committee (branch) of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned tasks by the Party and State for the 2020-2025 term; The Central Committee of the Communist Party of Vietnam shall preside over and coordinate with the Party Committee of the Central Agencies Bloc, the Central Organization Department, the Central Inspection Commission, and the Central Office to draft the working regulations of the Party Committees of the Vietnam Fatherland Front, political and social organizations, and Party Committees (branches) of mass organizations assigned tasks by the Party and the State (for places where there are currently Party groups) (to be completed before January 15, 2025). - The Central Inspection Commission shall preside over the process of advising on the supplementation and amendment of Regulation No. 22-QĐ/TW, dated July 28, 2021, of the Central Committee on the Party's inspection, supervision, and disciplinary work (to be submitted to the Politburo before January 15, 2025). - The Central Organizing Committee shall preside over the process of advising on the supplementation and amendment of Regulation No. 24-QĐ/TW, dated July 30, 2021, of the Central Committee on the implementation of the Party Charter (to be submitted to the Politburo before January 15, 2025); advise the Steering Committee on the development and completion of the Report summarizing the implementation of Resolution 18; the Politburo's submission to the Central Committee; and the draft Resolution (Conclusion) of the Central Committee (to be submitted to the Politburo before January 31, 2025); submit to the Politburo and the Central Committee amendments to Directive No. 35-CT/TW, dated June 14, 2024, on party congresses at all levels, leading up to the 14th National Congress of the Party and the direction of personnel work; and preside over and advise the Politburo on submitting to the Central Committee personnel matters within its authority. * Regarding the preparations for submission to the Politburo and the Secretariat after the Central Committee's resolution (conclusion).
For Party committees and organizations directly under the Central Committee, and Party agencies and units at the central level: The Central Organization Department performs the following tasks: + Presides over and advises on the completion of the Regulations on the Implementation of the Party Charter (supplements and amendments), and the Resolution (Conclusion) of the Extraordinary Meeting of the Central Committee scheduled for mid-February 2025 (to be submitted to the Politburo immediately after the Central Committee Meeting). + Presides over and coordinates with relevant agencies to advise and submit to the Politburo a decision to terminate the activities of the Party Committee of the Government, the Party Group of the National Assembly, the Party Group of the Vietnam Fatherland Front, the Party Committee of the Central Agencies Bloc, and the Party Committee of the Central Enterprises Bloc; Establish Party committees and appoint executive committees, standing committees, secretaries, and deputy secretaries of Party committees of the Government, National Assembly, Vietnam Fatherland Front, and Party committees of Party agencies, central judicial agencies, and the Office of the President for the 2020-2025 term (submitted to the Politburo before March 1, 2025); The Secretariat issues decisions to terminate the activities of Party groups and Party committees at the central level, Party groups of political and social organizations, and mass organizations assigned tasks by the Party and State; and gives approval to terminate the activities of Party committees, Party groups, and Party committees at the provincial level; gives approval for Party committees directly under the Central Committee to appoint standing committees, secretaries, and deputy secretaries of Party committees (branches) in agencies, units, and organizations that currently have Party groups and Party committees according to their authority (submitted to the Secretariat before March 1, 2025). + Preside over and coordinate with relevant agencies to advise and submit to the Politburo for promulgation: Decision on the establishment, functions, tasks, powers, organizational structure, and working relationships of the new committee based on the merger of the Central Propaganda Department and the Central Mass Mobilization Department; propose the arrangement and placement of cadres, civil servants, public employees, and workers of the current Central Propaganda Department and the Central Mass Mobilization Department (to be completed before March 1, 2025); Decision on the termination of the Central Foreign Affairs Committee's operations, transferring its main tasks to the Ministry of Foreign Affairs; and a portion of its work to the Central Party Office (to be completed before March 1, 2025). + Preside over advising the Politburo and the Secretariat on the arrangement and placement of cadres under the Central Committee's management. + Provide guidance on the functions, tasks, organizational structure, staffing, and working relationships of the advisory and support agencies of newly established Party Committees directly under the Central Committee (submitted to the Secretariat before March 1, 2025). + Advise on supplementing and amending Guidance No. 01-HD/TW, dated September 28, 2021, of the Secretariat on specific issues regarding the implementation of the Party Charter; review, supplement, amend, and issue new regulations and guidelines of the Politburo and the Secretariat related to streamlining the organizational structure after the Central Committee supplements and amends the regulations on the implementation of the Party Charter (submitted to the Secretariat before March 31, 2025). - The Central Party Office, in coordination with the Central Organization Department and relevant agencies, will advise the Politburo to issue a decision on the functions, tasks, powers, and working relationships of the Central Party Office after the Central Foreign Affairs Department ceases its activities (to be completed before March 1, 2025). For the Government, the Government Party Committee (or the Government Party Committee after it is established) will lead and direct the implementation of the following tasks: - Submit to the National Assembly (extraordinary session at the end of February 2025): (1) Issue a Resolution of the National Assembly on the establishment and dissolution of some ministries (before February 28, 2025); (2) Consider amending and supplementing the laws: Law on Government Organization, Law on Local Government Organization, and related legal documents after the Central Executive Committee and the Politburo give their approval on streamlining the organizational structure (before February 28, 2025). - Promulgate decrees stipulating the functions, tasks, powers, and organizational structure of each ministry and ministerial-level agency (for ministries and ministerial-level agencies undergoing restructuring according to the Resolution/Conclusion of the Central Committee) (before March 15, 2025). - Lead and direct ministries and ministerial-level agencies (for ministries and ministerial-level agencies undergoing restructuring according to the Resolution/Conclusion of the Central Committee) to finalize functions, tasks, powers, and streamline departments, units, and organizations under their direct control (to be completed before March 15, 2025). For the agencies of the National Assembly and the Standing Committee of the National Assembly, the National Assembly Party Caucus (or the National Assembly Party Committee after its establishment) shall lead and direct the implementation of the following tasks: - Organize an extraordinary session of the National Assembly at the end of February 2025 to consider amendments and additions to relevant laws and personnel matters within the National Assembly's authority (before February 28, 2025). - Complete the streamlining and reorganization of the National Assembly Committees, agencies under the Standing Committee of the National Assembly, and departments, units, and organizations under the National Assembly Office (to be completed before March 15, 2025). For the Central Committee of the Vietnam Fatherland Front and political-social organizations, the Party Committee of the Vietnam Fatherland Front, the Party Committee of the Vietnam General Confederation of Labor (or the Party Committee of the Vietnam Fatherland Front and political-social organizations after their establishment) shall lead and direct the amendment and supplementation of relevant Party regulations and State laws (to be completed before February 28, 2025). Implementation: Party committees, Party organizations, agencies, and units, especially their leaders, shall focus on directing and urgently and decisively implementing the tasks, ensuring that agencies, units, and organizations operate smoothly, effectively, and efficiently after the restructuring, without interruption of work, without leaving any areas or fields vacant, and without affecting the normal activities of agencies, units, organizations, and society. Specific responsibilities shall be assigned for the implementation of tasks related to the restructuring, dissolution, and merger of agencies and units according to the plan and schedule; Regular progress reports on the implementation of tasks and projects must be submitted to the Steering Committee (via the Central Organization Department) before 3 PM every Friday. The Central Organization Department assists the Steering Committee in regularly monitoring the situation and providing input (when necessary) during the implementation of projects and tasks by Party committees, organizations, agencies, and units at all levels, ensuring adherence to the schedule, content, and guidelines suggested and directed by the Politburo and the Steering Committee.
