The new White House boss also said that the impressive performance of Chinese AI startup DeepSeek is a "positive signal" for the US technology industry, while warning that he will impose tariffs on foreign-made semiconductor chips, including those from Taiwan's TSMC, if they do not start manufacturing in the US.

Speaking to Republican lawmakers at his Doral golf resort in Miami, Florida, Mr Trump said: "Today and over the last few days, I've been reading about China and some of the Chinese companies, one company in particular, have figured out how to do AI much faster and much cheaper. And that's a good thing, because you don't have to spend as much money. I see that as a positive, as an advantage."

"The launch of DeepSeek AI by a Chinese company should be a wake-up call for our industries, that we need to be laser-focused on competing to win, because we have the best scientists in the world," Trump added.

In his speech, Mr. Trump also pledged that under his administration "we will unleash tech companies and dominate the future like never before," telling American tech companies that "you will do it too, so you won't have to spend as much to get the same results."

According to DeepSeek, its latest AI model required less than $6 million worth of Nvidia’s less advanced H800 chips. The breakthrough poses a significant challenge to U.S. policy, which relies on sanctions and export controls to limit China’s access to advanced technology. Market concerns were particularly acute for U.S. semiconductor giant Nvidia, which saw its market capitalization drop by a staggering $592.7 billion amid growing concerns about China’s rapidly advancing AI technology.

On January 20, Chinese startup DeepSeek announced its free and special AI model V3, R1, which is “trained on Nvidia’s older chips, 100% open source, 96.4% cheaper than OpenAI o1 while still delivering similar performance.” The company said it took just two months and less than $6 million to build the AI model using Nvidia’s less advanced H800 chip. The V3 version even surpassed ChatGPT to become the most downloaded app on the US App Store on January 27.

While there are still many unknowns about how DeepSeek developed its models, the upstart is shaking up the AI market. Billionaires with AI-related fortunes suffered the most Monday, with Nvidia CEO Jensen Huang losing $20.1 billion, Oracle founder Larry Ellison losing $22.6 billion, CEO Michael Dell losing $13 billion, and Binance co-founder Changpeng Zhao losing $12.1 billion.
