Prime Minister Pham Minh Chinh stated that although the Hanoi Convention was signed outside the United Nations (UN) headquarters, it received enthusiastic support from countries around the world , with representatives from over 100 nations attending and nearly 70 countries having signed the convention.
This demonstrates the importance of the Hanoi Convention. Cybersecurity is not a problem for any single nation; therefore, strengthening multilateralism and international solidarity are essential to solving this global challenge.

The Prime Minister stated that combating cybercrime is not a matter for any single nation or individual, but a global, all-encompassing, and nationwide issue. Therefore, multilateralism must be emphasized, and international solidarity must be called for, because no nation or individual is safe if other nations or individuals are unsafe or threatened by cybersecurity threats. Cybercrime has a very negative impact not only on the economy and material well-being, but also on the psychology, morale, and cultural life of the people.
Vietnam remains steadfast in its foreign policy objective of being a friend and reliable partner of all countries, and a responsible member of the international community. The Prime Minister thanked the UN for granting Vietnam the great honor of presiding over the signing ceremony of the convention, demonstrating the trust placed in Vietnam.

For his part, UN Secretary-General António Guterres affirmed that the Hanoi Convention – a global treaty of particular significance aimed at protecting people in the digital world – is the first instrument on criminal justice adopted in more than two decades.
He stated that this is a historic milestone and it is particularly significant to take place in Vietnam – a country that has proactively embraced technology, promoted innovation, and become an important link in the world's digital supply chain; a country with great promise in digital potential, but also facing challenges.
Every day, cyberattacks create immeasurable consequences, yet there is no unified global rule for prevention. Therefore, the Secretary-General shared that the Convention provides new tools to prevent and combat cybercrimes, while ensuring human rights, children's rights, controlling cross-border traffic, and creating a 24/7 cooperation network for countries to maintain information, recover stolen assets, and protect victims.

The Convention will be a crucial pillar in protecting people in the digital world, re-establishing digital justice in the years to come. It is not just a legal tool, but a promise that every country and every organization will be protected against cybercrime, providing solutions to the most complex problems.
Notably, for the first time in an international treaty, the act of distributing private images without consent is recognized as a criminal offense – a major victory for victims of cyberbullying.
Following the signing ceremony, the participating countries will ratify the convention, accompanied by training, capacity building, and investment activities to put the convention into practice.

The Secretary-General affirmed that the UN would support these activities, stating, "This convention will protect us all." He thanked Vietnam for hosting the event and for playing a pioneering role in international forums.
Answering questions at the press conference, Secretary-General António Guterres emphasized the importance of the convention's implementation prospects, stressing that countries need to ratify it and establish enforcement mechanisms as soon as possible. In particular, the convention guarantees human rights, and criminal investigation procedures will also strictly adhere to and respect human rights.
Answering a question about Vietnam's increasingly prominent position, Prime Minister Pham Minh Chinh said that after 50 years of cooperation with the UN, Vietnam has more opportunities to integrate internationally, opportunities to nationalize world civilization, and opportunities to learn from and refer to advanced achievements and development experiences of the world that can be applied to Vietnam.
The stability and development of Vietnam in recent years have been significantly influenced by its cooperative relationship with the UN.
