Prime Minister Pham Minh Chinh said that although the Hanoi Convention was signed outside the United Nations (UN) headquarters, it received enthusiastic response from countries around the world with the participation of representatives from more than 100 countries and nearly 70 countries signed the convention.

This demonstrates the importance of the Hanoi Convention. Cyber ​​security is not a problem of any single country, so it is necessary to strengthen multilateralism and international solidarity to solve this global problem.

The Prime Minister said that fighting cybercrime is not a problem of any single country or individual, but is a matter of the whole people, comprehensively and globally. Therefore, it is necessary to promote multilateralism and call for international solidarity, because no country or person is safe if other countries or people are unsafe and threatened by cyber security. Cybercrime has a very negative impact not only on the economy and material things, but also on people's psychology, spirit and cultural life.

Vietnam is steadfast in its foreign policy goal of being a friend and reliable partner of all countries, and a responsible member of the international community. The Prime Minister thanked the UN for giving Vietnam a great honor, hosting the signing ceremony of the convention, demonstrating its trust in Vietnam.

For his part, UN Secretary-General António Guterres affirmed that the Hanoi Convention - a global treaty of special significance to protect people in the digital world, is also the first document on criminal justice to be adopted in more than two decades.

He said this is a historic milestone and it is meaningful to take place in Vietnam - a country that has proactively embraced technology, promoted innovation and become an important link in the world's digital supply chain, a country that is very promising in terms of digital potential, but also comes with challenges.

Every day, cyber attacks have created unpredictable consequences but there is no unified global rule for prevention. Therefore, the Secretary-General shared, the Convention provides new tools to prevent and combat all types of cybercrime, while ensuring human rights, children's rights, controlling cross-border traffic, creating a 24/7 cooperation network for countries to maintain information and recover stolen assets, and protect victims.

The Convention will be a key pillar in protecting people in the digital world, re-establishing digital justice in the years to come. It is not just a legal instrument, but also a promise that every country and every organization will be protected from cybercrime, providing solutions to the most complex problems.

Notably, for the first time in an international treaty, the act of distributing private images without consent is recognized as a criminal offense – a major victory for victims of cyberbullying.

After the signing ceremony, countries will ratify the convention, along with training activities, capacity building, and investment to put the convention into practice.

The Secretary-General affirmed that the UN will support these activities, "this convention will protect us all". He thanked Vietnam for hosting the event and also playing a pioneering role in international forums.

Responding to questions at the press conference, Secretary-General António Guterres stressed the importance of the convention's implementation prospects, and that countries need to ratify and put in place enforcement mechanisms as soon as possible. In particular, the convention guarantees human rights, and criminal investigation processes will also comply with and absolutely respect human rights.

Responding to a question about Vietnam's increasingly high position, Prime Minister Pham Minh Chinh said that after 50 years of cooperation with the UN, Vietnam has more opportunities to integrate internationally, opportunities to nationalize world civilization, learn and refer to advanced achievements and development experiences of the world that can be applied to Vietnam.

Vietnam's stability and development in recent years have had an important role in its cooperative relationship with the United Nations.
