On December 10, Ha Long City Party Committee held the 60th meeting of the City Party Executive Committee to review and evaluate the situation and results of the implementation of tasks in 2024; deploy directions and tasks in 2025. Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee attended and directed the conference.
In 2024, despite facing many difficulties and challenges, especially the impact of storm No. 3, Ha Long City has been highly determined, made great efforts to implement and achieve comprehensive results in all aspects of work. The work of building and rectifying the Party, and a clean and strong political system has been comprehensively promoted. The city focused on thoroughly grasping and seriously implementing the Central and provincial guidelines on preparing for Party congresses at all levels, the 15th Congress of the Provincial Party Committee towards the 14th National Congress of the Party. The first local city in the province to launch a special emulation movement to welcome Party congresses at all levels, term 2025 - 2030.
The city's economy continued to grow strongly, estimated at 16.5%. The tourism and service sectors had many positive changes, with the total number of tourists for the year estimated at 10.6 million, up 22% over the same period, of which international visitors reached 2.7 million, up 93% over the same period; total revenue reached VND23,320 billion, up 21% over the same period. Attracting non-budgetary investment achieved positive results with a total capital of over VND12,000 billion.
The city has focused on implementing Resolution No. 17 of the Provincial Party Committee in conjunction with the working theme for 2024; actively building and effectively implementing the two projects "Ha Long - Festival City" and "Ha Long - City of Flowers". Paying attention to solving well and harmoniously social issues, especially paying attention to social security work, improving people's quality of life. Total social security expenditure for the whole year reached 266 billion VND, an increase of 52.2 billion VND compared to 2023; creating jobs for nearly 8,000 workers. The whole city no longer has poor or near-poor households according to the province's advanced multidimensional poverty standards.
Speaking at the conference, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed that the overall results achieved by the province in 2024 had a significant contribution from the Party Committee, government and people of all ethnic groups in Ha Long City with the role and position as the "center" in the development space of the province "One center, two routes, multi-dimensional, two breakthroughs, three dynamic regions" of the province.
To successfully achieve the goals and targets of the whole province in 2025 and the entire 2020-2025 term, the Provincial Party Secretary requested Ha Long city to continue to strongly promote its role as a locomotive leading the province's socio-economic development; focus on implementing the province's annual working theme and the city's annual working theme: "Breakthrough in economic development, creating momentum for the new term; building a model Ha Long city, rich, beautiful, civilized, and affectionate".
The Provincial Party Secretary requested: The city must urgently review, have fundamental solutions, focus on leadership and direction with high determination, great efforts, and drastic implementation to complete the targets and tasks of the 2020-2025 term. Focus on optimally exploiting potentials, advantages, and new development spaces, taking Cua Luc Bay as the center of connection, unlocking all resources, creating a breakthrough in economic development. Urgently complete the construction of the Ha Long City Development Project to 2030. Promote investment attraction for international-class tourism and service projects associated with the development of the marine economy and heritage economy; focus on removing difficulties, speeding up the implementation of ongoing tourism and service projects; innovate and improve the quality and competitiveness of existing tourism and service products to increase spending, revenue, and tourism economic efficiency. Restructure, quickly restore production, improve agricultural economic efficiency after storm No. 3, especially in the fields of fisheries and forestry; focus on allocating coastal areas according to planning, restoring forests, developing sustainable forests and large timber forests.
The Provincial Party Secretary also requested the city to continue focusing on administrative reform, improving the investment and business environment; strengthening discipline and order in state finance and budget management; paying attention to developing culture, society, and people, improving the quality of people's lives; and firmly ensuring national defense, security, and social order and safety.
In particular, focus on promoting the work of building and rectifying the Party and the political system; carefully preparing for Party Congresses at all levels; drastically innovating and rearranging the organization of the political system in the spirit of "streamlining - compactness - strength - efficiency - effectiveness - efficiency"; focus on restructuring and improving the quality of the staff to ensure stability and succession, associated with preparing staff for the next term.
