Hai Phong City proposes to pass a resolution to replace Resolution 35 on special mechanisms.

Preparing for the content of the Ninth Session of the 15th National Assembly, Central Party Committee member, City Party Secretary, Head of the Hai Phong City National Assembly Delegation Le Tien Chau chaired the working program of the city National Assembly Delegation with representatives of the city's People's Council, People's Committee, Vietnam Fatherland Front Committee and a number of departments and branches.

At the conference, delegates made many comments and recommendations to the National Assembly and the Government. One of the highlights was the proposal for the National Assembly to soon pass a Resolution replacing Resolution No. 35/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong city. This included the development of a Project to establish a Hai Phong Free Trade Zone with a number of policies being researched and designed in the direction of approaching the Financial Center model such as: interest rate liberalization mechanism, allowing flexible use of foreign currency, expanding the operations of foreign bank branches, etc.

Regarding the adjustment of the Law on Organization of Local Government, the representative of the City People's Council proposed to increase the number of full-time delegates with in-depth expertise and high critical thinking ability; to delegate more power to agencies and elected representatives...

Representatives of the leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the city and departments and branches proposed a number of contents such as: soon having solutions to effectively control inflation; decentralizing the authority to purchase drugs, supplies, and medical biological products for autonomous medical examination and treatment facilities of groups 3 and 4; extending the time to put land into use for a number of projects and works...

In the field of science and technology, digital transformation, representatives of the leaders of departments and branches also proposed that the Central Government remove difficulties and obstacles in the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development and national digital transformation. Especially in terms of institutions, it is necessary to consider and prioritize amending a number of laws to prioritize the development of new technologies, innovation projects, science and technology, strategic digital transformation, have a mechanism to access capital for technology enterprises, build a high-quality human resource team, etc.

The City Party Secretary said: In preparation for the 9th Session of the 15th National Assembly, the City National Assembly Delegation organized a meeting in many localities in the area. Thereby, the Delegation promptly grasped the reflections, recommendations as well as heartfelt suggestions from voters, including the content related to the implementation of the policy of streamlining and reorganizing the apparatus of the political system. At this conference, the City National Assembly Delegation continued to record the difficulties, obstacles, "bottlenecks", and inadequacies in the process of practical implementation in the locality to synthesize, report, and make recommendations to the National Assembly.

The City Party Secretary added that the Ninth Session will be held two weeks earlier and last 15 days longer than previous sessions, with many important contents.

Regarding the opinion on the proposal for the National Assembly to issue a Resolution replacing Resolution No. 35/2021/QH15 on specific mechanisms and policies for the development of Hai Phong city, Secretary of the City Party Committee Le Tien Chau requested the City People's Committee to direct relevant agencies to closely coordinate with the City National Assembly Delegation and central ministries, departments and branches, and promptly complete the dossier to submit to the National Assembly for consideration and approval at the next session.

The Secretary of the City Party Committee also emphasized the need for the city's National Assembly deputies to continue to enhance their sense of responsibility, participate more closely and with better quality in the process of developing the content of draft laws, especially specialized laws. During the session, it is necessary to promptly contribute comments to the draft laws and draft resolutions submitted at the session, especially the Resolution replacing Resolution No. 35/2021/QH15.
