Ho Chi Minh City: Principal of Pham Ngoc Thach University of Medicine proposed for review

The Party Committee of Pham Ngoc Thach University of Medicine, Ho Chi Minh City has just announced the conclusion of the 10th Party Executive Committee on issues related to the establishment of a basic professor council in 2025.

The conclusion stated that after reviewing the report of the Party Committee of the school on the urgent dispatches sent by Pham Ngoc Thach University of Medicine on the establishment of a basic professor council in 2025; the decision of the principal on the establishment of an inspection team for the activities of the Science and Training Council of Pham Ngoc Thach University of Medicine related to the proposal to establish a basic professor council in 2025 (Decision No. 1576) and the principal approving the plan related to this decision; based on the minutes of the extraordinary meeting of the Party Executive Committee of the 10th term held on May 9, 2025 and the discussion opinions of the Party Committee members, the Party Executive Committee of the 10th term concluded:

The issues arising in connection with the establishment of the 2025 basic professor council are urgent, important and sensitive.

The Principal did not discuss and approve the opinions of the Party Committee or the Board of Directors but arbitrarily issued an urgent dispatch to the Ministry of Education and Training, the State Council of Professors and the Government Inspectorate Office on the establishment of a basic professor council in 2025, which is not in accordance with the resolution and regulations of the Party Committee of Pham Ngoc Thach University of Medicine on the working regulations of the Party Executive Committee and the Standing Committee of the Party Committee of Pham Ngoc Thach University of Medicine, term X, 2020-2025.

The Principal sent an urgent dispatch, scanned copies of the votes of confidence for members of the faculty council of Pham Ngoc Thach University of Medicine in 2025, and the minutes of the vote counting at the meeting of the School's Science and Training Council to the school's Zalo groups/groups such as: School Party Committee, School Council, Management Staff Meeting, Professional Meeting, University Admissions Council... which is not in accordance with the regulations on information, reporting and confidentiality...

The decision of the Rector on establishing an inspection team for the activities of the Science and Training Council of Pham Ngoc Thach University of Medicine related to the proposal to establish a basic professor council in 2025 and approving the plan related to this decision is not in accordance with the direction of the Ministry of Education and Training guiding the implementation of internal inspection and examination tasks for training institutions.

The above incidents have directly affected the reputation of Pham Ngoc Thach University of Medicine in general, the University's Science and Training Council and the 2025 basic professorial council in particular. This may affect the establishment of the 2025 basic professorial council of Pham Ngoc Thach University of Medicine and the progress of the implementation of the work of considering the title of Professor/Associate Professor for candidates.

The Party Executive Committee of the 10th term requested the principal to seriously self-criticize, review and draw experience and send a review report to the Party Committee before May 16.

On the same day, May 9, the Party Committee of the school issued a resolution on the leadership of establishing a basic professor council in 2025 with a resolution to revoke the principal's decision on establishing an inspection team for the activities of the Science and Training Council of Pham Ngoc Thach University of Medicine related to the proposal to establish a basic professor council in 2025.

Assign the Deputy Party Secretary and the Principal to urgently implement and report to the Party Committee before May 12, 2025; request the Deputy Party Secretary and the Principal to urgently establish a grassroots professor council in 2025 and report to the Party Committee before May 14, 2025.
