In addition to tuition fees, for the 2024-2025 school year, the Ho Chi Minh City People's Council approved Resolution 13, which stipulates the fees and rates, and the management mechanism for revenue and expenditure related to services supporting educational activities in public educational institutions. Specifically, the People's Council has stipulated nine service fees that public schools are permitted to collect, such as fees for air conditioning use, childcare staff, and breakfast services. Regarding other fees for educational activities within schools, the People's Council has requested the Department of Education and Training to coordinate with the Department of Finance for guidance.

Following the direction of the People's Council and based on feedback from the Department of Finance, on August 26, the Ho Chi Minh City Department of Education and Training instructed schools to implement a list of 17 fees, including fees in 3 categories: fees for organizing other educational activities; fees for organizing educational activities implemented according to projects; and fees for individual students (money for purchasing equipment and supplies for boarding students; money for purchasing student uniforms; money for boarding lunch meals, etc.).
The Department of Education and Training instructs schools to prepare budget estimates for all the aforementioned fees. Regarding fees for individual students, schools are to negotiate with parents a price that is appropriate to the actual situation and the local area, while ensuring adequate nutrition for each grade level and food safety and hygiene. Any increase compared to the previous year must be explained, publicly disclosed, and agreed upon by parents.
According to information from the Ho Chi Minh City Department of Education and Training, starting in September, the Department will conduct 110 inspections and audits of the management and expenditure of funds at the beginning of the school year at district education departments, kindergartens, primary and secondary schools under the district education departments, and high schools and educational institutions under the Ho Chi Minh City Department of Education and Training.
Mr. Ho Tan Minh, Chief of the Office of the Ho Chi Minh City Department of Education and Training, said that the regulations on the list of services and fees serve as a basis for schools to implement them in a transparent and open manner. The organization and implementation of fees within schools are standardized, improving the effectiveness of management and supervision by management agencies. In addition, parents and society have a basis for comparison and participation in monitoring the organization of educational activities by schools, both in terms of content and costs, preventing excessive fees and public dissatisfaction.
