Ho Chi Minh City to re-establish Department of Planning and Architecture in September

The Office of the Ho Chi Minh City Party Committee has just issued a notice of the conclusion of the Standing Committee of the Ho Chi Minh City Party Committee on the policy of establishing the Department of Planning and Architecture.

The Standing Committee of the Ho Chi Minh City Party Committee agreed in principle with the report and proposal of the Ho Chi Minh City Party Committee on the establishment of the Department of Planning and Architecture on the basis of separating the functions and tasks of the Department of Construction.

The Standing Committee of the City Party Committee assigned the Party Committee of the Ho Chi Minh City People's Committee to lead the Ho Chi Minh City People's Committee to direct the Department of Home Affairs to coordinate with the Department of Construction and relevant agencies to carefully and closely review and clarify legal regulations and the necessity of establishing the Department of Planning and Architecture.

The Standing Committee of the City Party Committee further noted the organizational structure including 6 specialized departments and 3 public service units.

In addition, the Party Committee of the Ho Chi Minh City People's Committee closely coordinated with the Party Committee of the National Assembly Delegation and the Ho Chi Minh City People's Council, the Standing Committee of the Ho Chi Minh City People's Council and specialized committees to discuss and agree on the review and appraisal process, and submit it to the Ho Chi Minh City People's Council for consideration and approval at the special session in September 2025.

Previously, at the 4th (expanded) City Party Committee meeting on September 15, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the Standing Committee of the City Party Committee agreed to separate the Department of Planning and Architecture from the Department of Construction.

According to Mr. Quang, this separation is under the authority of Ho Chi Minh City, and does not require consulting with other agencies.

The timing of merging the Department of Planning and Architecture into the Department of Construction may not have anticipated all the difficulties and the scale of Ho Chi Minh City after the merger.

Now, facing the scale of the new Ho Chi Minh City, the Standing Committee of the City Party Committee realizes that it is necessary to have a specialized agency with full strength, capacity, and qualifications to solve the planning problem of Ho Chi Minh City. The most important of which is to build a general economic and social plan for the new Ho Chi Minh City with a scale of 14 million people and nearly ^7,000km2 .

According to Decree 45/2024 of the Government, Hanoi and Ho Chi Minh City are allowed to organize separate Departments of Planning and Architecture to advise and assist the Ho Chi Minh City People's Committee in state management of construction planning and architecture.
