According to the Plan recently issued by the Ho Chi Minh City People's Committee, important items such as the Mid-Term Report, the Adjusted Environmental Impact Assessment (EIA), the Monitoring Report and the Adjusted Feasibility Study Final Report will be completed in the fourth quarter of 2025. The investor will carry out the final preparations in November and December 2025 before the entire route officially starts construction in mid-January 2026 and begins construction immediately thereafter.
The Ho Chi Minh City People's Committee requires departments, branches and localities that the route passes through to organize their apparatus, arrange personnel and promote the application of technology and artificial intelligence in administrative procedure processing to speed up the processing of documents. The city will regularly inspect, monitor and handle responsibilities for units that are behind schedule.
According to the plan, Ho Chi Minh City will apply a special mechanism under Resolution 188/2025/QH15, allowing projects to not have to re-approve investment policies. Expert appraisal costs will be included in the total investment.
Metro Line 2 is more than 11 km long, including 9 km underground and nearly 2 km above ground, with 10 stations (9 underground, 1 above ground) and Tham Luong depot. The line passes through districts 1, 3, 10, 12, Tan Binh, Tan Phu, connecting the city center with the Northwest area.
The project was first approved in 2010 with a capital of more than VND 26,000 billion, after adjustment in 2019 increased to more than VND 47,800 billion, mostly ODA loans. From the end of 2024, Ho Chi Minh City will switch to using budget capital to proactively use resources.
Metro Line 2 is expected to be constructed in the 2026-2030 period, with a warranty period of 2031-2032. When completed, the line will be a key traffic axis connecting the center with the Northwest of Ho Chi Minh City, reducing the load on the Cach Mang Thang Tam, Truong Chinh, and Cong Hoa lines, while promoting urban development according to the TOD model.
