Ho Chi Minh City enters the peak of "90 days and nights" of public investment disbursement

In the first 10 months of the year, 6 localities grew by over 10%. At the Government meeting, the Prime Minister emphasized that practical data shows that localities with high public investment disbursement rates also achieve high GRDP growth and vice versa. Therefore, accelerating public investment disbursement is always the top priority of many localities.

As for Ho Chi Minh City, as of early November, Ho Chi Minh City has disbursed 60% of the public investment capital assigned by the Prime Minister in 2025. The results are assessed to have improved compared to before but are still lower than the set target of disbursing 75% by the end of the third quarter. By the end of January next year, the disbursement period will end, and the city government is focusing on many different solutions during this "90-day and night" peak period to more effectively clear public investment capital.

Part of the land at the Ben Thanh - Tham Luong metro line 2 project has been cleared and compensated. The relocation of technical infrastructure at 12 stations on this line has also met the plan. These results have helped the disbursement rate of public investment capital at the Ho Chi Minh City Urban Railway Management Board to be higher than the city's average.

Up to now, the Urban Railway Management Board has disbursed 70% of the assigned capital plan. However, determining that completing the target of 100% disbursement in less than 90 days is a huge challenge, the Board is implementing and closely monitoring the relocation of technical infrastructure on metro line 2.

Mr. Phan Cong Bang - Head of the Ho Chi Minh City Urban Railway Management Board said: "Recently, the weather has been very unfavorable, with frequent rain. Secondly, during the process of relocating technical infrastructure, we encountered many obstacles that were not in the original design. Therefore, we have coordinated very closely with relevant agencies, focusing on tasks with problems to resolve them soon."

By early November, Ho Chi Minh City had disbursed more than VND71,000 billion in public investment capital, reaching a rate of 60%. Some large-capital projects were assessed to be effectively implemented, achieving progress from 60 to more than 70% such as Ho Chi Minh City Ring Road 3, the road connecting to Bien Hoa - Vung Tau Expressway... However, facing the situation of many key projects with slow disbursement rates, Ho Chi Minh City government leaders are proposing many solutions to promote progress, including requiring investors to coordinate with contractors to construct according to the "3 shifts, 4 shifts" mechanism, increasing the workload by 15-20% compared to the plan.

Mr. Nguyen Van Tho - Vice Chairman of Ho Chi Minh City People's Committee shared: "Projects and works that are planned to start construction in 2025 must start construction no later than November. To do so, we must focus on leadership and direction in project preparation and approval, ensuring the right progress."

Ho Chi Minh City leaders especially requested drastic measures in compensation and site clearance to avoid projects waiting for site clearance. The three working groups of the City will also increase field inspections and remove on-site obstacles to speed up the progress of projects.
