In order to create more room for growth and support businesses to boost consumption at the end of the year, Ho Chi Minh City allows businesses in the Shopping Season program to have promotions exceeding 50%. This ceiling level, along with a series of year-end stimulus programs, is considered a solution to create a boost for consumption in the last months of 2025.
According to the Department of Industry and Trade, implementing promotions of over 50% paves the way for many deep discount packages and special offers in the fashion , electronics, fast-moving consumer goods industries, etc. The expansion of the promotion margin is expected to attract a large number of shoppers both online and in person, thereby contributing to boosting total retail sales in the entire area.
In parallel, from now until the end of December, the city will implement a series of activities to create a vibrant shopping atmosphere throughout the city:
- Promote cashless shopping: E-wallets such as VNPay launch cashback incentive packages; delivery services such as Xanh SM apply many discount programs in December.
- 7 simultaneous branded promotional events at Metro stations and shopping malls in many locations.
- Implement "Green Tick Responsibility" month, associated with preparing Tet goods.
- Special incentive program for workers and laborers implemented by the Department of Industry and Trade in coordination with the City Labor Federation.
- The 2025 Supply-Demand Connection Conference, taking place from December 19-21 in Vung Tau ward, introduces thousands of specialties from many provinces and cities.
Mr. Nguyen Minh Hung, Deputy Head of the Trade Management Department - Department of Industry and Trade, said that the Department has promoted administrative procedure reform, creating maximum conditions for businesses to implement trade promotion programs in accordance with regulations and more flexibly. This agency has also advised the City People's Committee to register the People's Council to build a Resolution to support trade promotion activities, expected to be presented at the 6th session (December 2025), aiming for outstanding mechanisms and policies for businesses participating in the stimulus program.
In the first 10 months of the year, total retail sales of goods in Ho Chi Minh City reached 809 trillion VND, up 14.5% over the same period. This is a high increase, showing that market demand is improving, an important premise for the city to complete its economic growth target for the year.
