According to the report, Ho Chi Minh City plans to have an average housing floor area of about 27-30 m2 /person in 2030 and about 30-32 m2 /person in 2040. Housing development is oriented in line with the process of urban expansion; renovation, refurbishment and reconstruction of areas in the city to improve living conditions and quality of life of urban and rural residents.
Specifically, for existing residential areas, depending on the conditions of each area, land consolidation and land readjustment will be encouraged to improve land use efficiency, increase construction height and increase the ratio of open space in areas with high construction density; supplement technical infrastructure and social infrastructure systems to improve the quality of the living environment. At the same time, the city will limit and strictly control the division of plots and land use functions for residential areas in existing central areas and residential areas with high population density. Focus on relocating and redeveloping areas along and on canals combined with on-site resettlement; renovating and reconstructing old apartment buildings, building solutions for reasonable population distribution in planning areas, balancing on-site to meet the needs of social infrastructure, technical infrastructure, trees, etc.
For newly built residential areas, Ho Chi Minh City will develop apartment buildings to account for a large proportion of new housing construction types. Encourage development according to a compact urban model, synchronous in social infrastructure, technical infrastructure; associated with the formation and expansion of areas with labor demand such as industrial parks, service centers, universities...

Regarding social housing, Ho Chi Minh City develops concentrated social housing areas, worker housing, student housing... in sync with the development of training centers, industrial parks, and export processing zones in the city's development zones. Prioritize the development of low-cost housing funds and rental housing, build housing for students; build a policy housing fund (for policy families and people with revolutionary contributions).
For rural residential areas, the city will control the expansion and construction of housing in existing rural residential areas to effectively manage land use, in accordance with land use functions, and create unique rural architectural forms. Encourage the preservation and restoration of traditional housing architecture; research and develop new housing models suitable to natural conditions, production models and response to climate change, etc.
