According to the project, Ho Chi Minh City currently has nearly 60,000 individual housing projects for rental purposes, with more than 629,000 rooms.
For the management solution of individual houses for rental purposes, the project has proposed 3 minimum criteria for fire prevention and fighting safety (PCCC).
Firstly, regarding the traffic route for fire fighting vehicles to perform fire fighting tasks, the project proposes that the alley must be 2.5m wide enough for fire fighting vehicles and mini fire trucks of the on-site fire fighting force to access when a fire occurs; in case the alley does not meet the conditions, the farthest distance from the house to the place accessible to the fire truck is 150 - 300m.
Second, rental houses must be equipped with fire prevention and rescue equipment. Specifically, every room in the house must lead to an escape route; each house must have at least one safe escape route…
Third, regarding average floor area, the project proposes a minimum floor area of 4m2 /person.

In addition, homeowners with houses/rooms for rent can borrow at preferential interest rates to renovate, upgrade, and add fire protection equipment...; Support homeowners who currently have houses/rooms for rent to borrow capital to change their business lines in cases that do not meet the conditions of "minimum criteria" (if needed).
Regarding the policy to support tenants, it is allowed to apply unit prices and electricity and water standards for non-business residential houses or to regulate the ceiling unit prices and electricity and water standards for individual houses rented for residential purposes.
The People's Committees of districts, towns and Thu Duc City; the People's Committees of wards and communes require owners of houses/rooms for rent to commit to doing business according to the unit price and standard of water and electricity (minus the loss rate), ensuring that no additional price difference is collected.
