(HNMO) - The Hanoi City People's Committee has just issued Official Document No. 1819/UBND-KTN on implementing urgent measures to prevent and control rabies in the city.
The official document states that, in implementing the Prime Minister's directive on strengthening urgent measures to prevent and control rabies, the City People's Committee assigns the Department of Agriculture and Rural Development to intensify widespread dissemination of the Veterinary Law, the Livestock Law, and other relevant documents on the prevention and control of animal rabies; and to regularly monitor and inspect the work of preventing and controlling animal rabies in districts, counties, and towns.
The Department of Agriculture and Rural Development directed the Hanoi Animal Husbandry and Veterinary Sub-Department to investigate and determine the cause and implement measures to prevent and control animal rabies; and to intensify information dissemination, propaganda, and training for the political system at the grassroots level, the veterinary system, and dog and cat owners on measures to prevent and control animal rabies.
The Department of Health has directed the Hanoi City Center for Disease Control and Prevention to strengthen and expand the number of vaccination points and anti-rabies serum injection points to ensure easy access to vaccines for people; to publicize the addresses of rabies vaccination points and to communicate instructions to people bitten by dogs or cats to go immediately to medical facilities for timely preventive treatment.
In addition, strictly inspect and handle administrative violations by organizations and individuals using unapproved methods or drugs not permitted for circulation to examine and treat people with rabies or those bitten by dogs or cats...
Regarding the above tasks, the People's Committees of districts, counties, and towns are directed to establish, maintain, and strengthen the effective operation of stray dog catching teams and to develop mechanisms and policies for these teams, especially in urban areas. They are also tasked with effectively managing pet dogs and cats; accurately counting pet dog and cat populations; updating information and maintaining a register of pet dogs in their areas; and disseminating regulations on declaring livestock activities so that people are aware and can proactively comply. Furthermore, they are to continue implementing the plan to establish districts as disease-free zones for animal rabies.
The districts of Cau Giay and Hoang Mai must complete the certification of rabies-free zones in 2023; the districts of Bac Tu Liem and Nam Tu Liem must complete the certification of rabies-free zones in 2024.
