To make livestock farming a key economic sector.

Many years ago, the family of Mr. Nguyen Van Hung, from Co Dua village, Na Sang commune (Muong Cha district), faced considerable difficulties. His family only engaged in small-scale, traditional livestock farming. Concerned about economic development and encouraged by the local Party committee and government, Mr. Hung considered investing in a comprehensive system of barns and livestock to develop a concentrated farming model. Drawing on his experience, Mr. Hung boldly mobilized capital from credit institutions, relatives, and friends to build barns and purchase breeding buffaloes and cows. After many years of effort, he has now established a large-scale livestock (buffaloes and cows) farm with nearly 50 animals and plans to expand the herd in the coming years.

In recent years, livestock farming has been considered an important direction in the poverty reduction process, not only for the people of Muong Cha district but also spreading to other highland districts such as Tuan Giao, Muong Nha, Dien Bien Dong, Dien Bien, and Tua Chua. In Dien Bien Dong district, people are gradually changing their awareness and production mindset, boldly investing in the development of large-scale livestock farming in the form of farms and family farms. Alongside the people, the district has issued a specialized resolution on the development of buffalo, cattle, and goat farming; and simultaneously implemented many programs and projects to support people in developing and expanding their livestock herds, such as: providing breeding stock, building barns, vaccinations, and grass seeds. The district has implemented hundreds of models to support production development, diversify livelihoods, and many projects to replicate poverty reduction models, with a total of over 3,000 livestock animals supported.

Under the leadership of the Party Committee and the government of Dien Bien Dong district, the departments, agencies, and mass organizations regularly organize and coordinate training to improve the capacity of commune and village veterinary officers; provide training on disease prevention and control for livestock farmers; and open training courses on livestock farming to equip rural laborers with the knowledge to care for their family's livestock. As a result, the district's livestock industry has seen many positive changes. To date, the total livestock population in the district has reached over 70,000 head.

In Muong Nha district, following the Provincial People's Committee's plan, many communes are gradually developing livestock farming in the direction of farms and family farms. Mr. Nguyen Van Thang, Head of the District's Department of Agriculture and Rural Development, said: Developing livestock farming, especially large livestock farming, is currently one of the district's major policies. This will also be the key to poverty reduction for the people in the area. Combined with the potential of land, soil, and climate suitable for livestock farming, the District Party Committee has issued Resolution No. 05 on developing large livestock farming in the form of concentrated confinement, gradually forming a value chain of products in the period 2021 - 2025 and the following years.

To implement the resolution, Muong Nha district is currently intensifying propaganda and raising awareness among the people about the benefits of raising large livestock; thereby shifting from free-range to concentrated confinement. To date, all 11 communes have planned several locations for livestock development. Some households and units have selected locations and land, invested in building barns, planting grass and other materials to develop livestock farming. During the implementation of the resolution, the district also encourages and creates favorable conditions for people to develop livestock farming, such as: providing breeding stock, creating conditions for land allocation, loans, and technical assistance...

Thanks to the efforts of all levels of government and local authorities, the development of livestock farming, especially large livestock farming, has been and continues to be supported by the people. The province currently has over 300 mixed livestock farms raising buffalo, cattle, pigs, and goats; including nearly 290 small-scale farms, 18 medium-scale farms, and thousands of effective family-run livestock farming models. The total livestock population in the province reaches over 545,500 animals, including: 136,663 buffaloes; 98,447 cattle; and 310,423 pigs.

With the goal of developing livestock farming (buffaloes, cattle, goats) towards a commercial scale, livestock products are produced in a value chain with stable consumption markets, high competitiveness, efficiency, and sustainable development; gradually transforming extensive to intensive farming methods, making livestock farming a key production sector of the province; striving to increase the proportion of concentrated farming in farms, with an average farm growth rate of approximately 6.5% per year; increasing the percentage of livestock farming using semi-intensive and confined methods to approximately 70%; ensuring biosecurity, disease safety, and environmental hygiene in livestock farming. Currently, the province has and is implementing many policies and mechanisms to support people in investing in expanding the scale of their herds. With the functions and tasks assigned to it in the implementation of the Project, the Department of Agriculture and Rural Development has been doing a good job coordinating and directing specialized agencies to conserve buffalo and cattle genetic resources to select good breeding stock; strengthening guidance for farmers to participate in effective livestock development models; and focusing on vaccination to prevent diseases...
