Implementing social assistance and rehabilitation programs for mentally ill people and autistic children

Khanh Hoa Provincial People's Committee has just issued a plan to implement the Program of social assistance and rehabilitation for mentally ill people, autistic children and people with mental disorders based on the community until 2030 in the province.

The plan sets an annual target of at least 90% of mentally ill people, autistic children and people with mental disorders accessing health services in various forms; 80% of children from newborn to 6 years old are screened for early detection of autism spectrum disabilities and receive early intervention. At the same time, at least 90% of children with autism spectrum disabilities at preschool and primary school age have access to education ; 95% of mentally ill people and people with mental disorders receive vocational guidance and occupational therapy support at social assistance facilities; at least 80% of households with mentally ill people who need and are eligible to borrow capital at preferential interest rates according to regulations; 90% of mentally ill people and people with mental disorders with financial difficulties are provided with free legal services according to the provisions of the law on legal aid when needed.

In addition, each year at least 90% of people with severe mental illness who have dangerous behaviors to their families and communities and 100% of homeless mentally ill people are admitted, cared for, and rehabilitated in rotation at social assistance facilities; at least 70% of social assistance facilities caring for mentally ill people, autistic children, and mentally disturbed people have gym, sports , cultural, and artistic clubs; at least 60% of families with mentally ill people, 60% of families with autistic children, and mentally disturbed people at high risk of mental illness are trained to improve awareness and care skills...

To effectively implement the set goals, the whole province will focus on increasing medical assistance, education, career guidance, occupational therapy, livelihood support, culture and sports; developing a network of social assistance facilities responsible for care, rehabilitation education for mentally ill people, autistic children and people with mental disorders; focusing on improving the capacity of civil servants, public employees and collaborators; diversifying communication activities to raise awareness for the whole society; establishing a monitoring, supervision and evaluation system; promoting international cooperation and socialization activities...
