Effectively implementing the Project to restructure military enterprises in the 2021 period

( Bqp.vn ) - On the morning of October 9, in Hanoi, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense worked with agencies on implementing the Project on restructuring military enterprises for the 2021-2025 period.

The project to reorganize military enterprises for the period 2021 - 2025 has been approved by the Prime Minister in Decision No. 66/QD-TTg dated June 21, 2024, with the goal of arranging, streamlining, and rationalizing the structure of military enterprises. Under the direction of the Head of the Ministry of National Defense and the General Staff, in recent times, the Department of Economics of the Ministry of National Defense has presided over and coordinated with relevant agencies and units to develop a Plan, relevant documents and seek opinions from agencies and units. Accordingly, the reorganization of military enterprises will be divided into stages and pilot mergers will be implemented first in a number of enterprises. After that, a summary will be conducted, lessons learned and the merger of the remaining enterprises will be implemented. The implementation process will strictly comply with the Decisions of the Prime Minister, the Resolution of the Central Military Commission and other provisions of law...

Concluding the working session, Senior General Phan Van Giang emphasized that the arrangement and innovation of military enterprises is an important task in the current situation; requested the General Staff and relevant agencies and units to continue to proactively coordinate and implement the Project to ensure progress, suitability and closeness to reality.

General Phan Van Giang said that restructuring, innovating and improving the efficiency of military enterprises is a difficult and complicated task, because it is related to the staffing, organization, regime, policies, ideology and feelings of many people. Therefore, agencies and units need to proactively do a good job of propaganda, political education, and ideological orientation for officers, soldiers and workers; conduct meetings and democratic dialogues with dissolved and merged enterprises to grasp the ideological situation, thoughts, aspirations, recommendations and proposals of officers, employees, soldiers and workers, as well as difficulties and problems in the process of implementing dissolution and merger to propose effective and practical solutions. Coordinate to resolve regimes and policies for military personnel and defense workers in accordance with regulations; At the same time, conduct inventory and test technical materials, facilities, warehouses, barracks, assets, etc., organize handover and reception closely to avoid loss and waste.

General Phan Van Giang also requested the authorities to continue to coordinate with relevant units and enterprises to research and propose specific plans and operating models for enterprises after merger and adjustment, ensuring suitability with specific conditions, creating the most favorable conditions for enterprises to operate effectively and in accordance with legal regulations. Along with that, coordinate research and development of legal documents to remove difficulties and obstacles in management and operation, creating a legal basis and unity in the operations of military enterprises.
