Implementing the Prime Minister's Decision on the Postal Network serving Party and State agencies

On September 8, 2025, the Prime Minister issued Decision No. 32/2025/QD-TTg regulating the Postal Network serving Party and State agencies (KT1 service), effective from November 1, 2025. This is an important document to ensure that the information, document and delivery system between Party and State agencies is operated confidentially, safely, quickly and accurately.

To implement the above Decision, the Chairman of the People's Committee of Ca Mau province has issued an official dispatch directing the implementation, in which he requested agencies, units and localities to carefully study the content of the Decision, organize implementation in accordance with regulations, ensure efficiency and absolute information security.

Under the direction of the Chairman of the Provincial People's Committee, the Provincial Police presides over and coordinates with the Department of Science and Technology to guide the protection of State secrets, organize a specialized force to protect the exploitation, transportation and delivery of KT1 postal items; and at the same time examine the political standards of employees directly involved in providing services.

The Department of Science and Technology is assigned to coordinate with the Provincial Post Office to organize the provision of KT1 service to ensure safety, security, quality, speed and accuracy; to monitor, receive feedback and handle complaints from agencies and units using the service according to their authority.

The Department of Culture, Sports and Tourism is responsible for coordinating the dissemination and popularization of the contents of Decision No. 32/2025/QD-TTg on mass media and grassroots information systems, helping cadres, civil servants and public employees grasp the new regulations.

In addition, Ca Mau Provincial Post Office is required to fully prepare facilities, human resources, and means to ensure the provision of KT1 services in accordance with procedures and technical standards; maintain a continuous, confidential, safe, and timely operating system, effectively serving the activities of Party and State agencies in the area.
