Submit to the President to spend more than 830 billion VND to give gifts to people with meritorious services on the occasion of the 50th anniversary of Southern Liberation Day

Accordingly, to express the affection and gratitude of the Party and State to those who have rendered service to the revolution, in addition to the regular gifts from the President to those who have rendered service to the revolution on the occasion of Lunar New Year and War Invalids and Martyrs Day on July 27 every year, in 2025, on the special occasion of the 50th anniversary of the Liberation of the South and National Reunification, the Prime Minister will submit to the President gifts to those who have rendered service to the revolution.

On the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day and the 80th anniversary of the founding of the country, the Ministry of Home Affairs submitted to the President a proposal to present gifts to people with revolutionary contributions. The total budget for gift giving is over 830 billion VND, to be presented to about 1.66 million people with revolutionary contributions.

Authorized by the Prime Minister, the Ministry of Home Affairs has submitted a document tothe President on giving gifts to people with revolutionary contributions on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025) and the 80th anniversary of the founding of the country (September 2, 1945 - September 2, 2025).

The monetary gift amount is 500,000 VND per person for both occasions. The total budget for gift giving on this occasion is more than 834 billion VND for about 1.66 million beneficiaries.

The gift recipients include 11 groups of subjects belonging to the following two groups.

The first group is people who have contributed to the revolution, including:

Revolutionary activists before January 1, 1945 are receiving monthly preferential allowances.

Revolutionary activists from January 1, 1945 to the August 1945 Uprising are receiving monthly preferential allowances.

Vietnamese Heroic Mothers are receiving monthly preferential allowances.

Heroes of the People's Armed Forces and Labor Heroes during the resistance war are receiving monthly preferential allowances.

War invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers who are receiving monthly preferential allowances.

Resistance fighters infected with toxic chemicals are receiving monthly preferential allowances.

People who have contributed to the revolution are receiving monthly preferential allowances.

Revolutionary activists, resistance fighters, national defenders, and those performing international duties who were captured, imprisoned, or exiled by the enemy and are receiving monthly preferential allowances.

The second group is relatives of people with revolutionary contributions, including:

Relatives of martyrs receiving monthly survivor allowance; relatives of two or more martyrs receiving monthly survivor allowance.

Representative of martyrs' relatives.

People who worship martyrs (in case the martyr has no relatives).

The gift level is in cash with a gift level of 500,000 VND per person for both occasions above.

This proposal is based on Point a, Clause 14, Article 170 of Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing measures for the Ordinance on Preferential Treatment for People with Revolutionary Contributions.

The gift giving will be done once on April 30, 2025. The gift giving principle follows the gift giving principle of the President on the occasion of Lunar New Year and War Invalids and Martyrs Day on July 27 every year.

The total budget for giving gifts on this occasion is more than 834 billion VND for about 1.66 million beneficiaries.

The budget for gifts from the President on the occasion of the 50th anniversary of the Liberation of the South, National Reunification Day and the 80th anniversary of the founding of the country is guaranteed by the central budget according to the provisions of Point a, Clause 14, Article 170 of Decree No. 131/2021/ND-CP.

The Ministry of Home Affairs guides the People's Committees of provinces and centrally run cities to implement the President's Decision on giving gifts to people with revolutionary contributions on the occasion of the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the founding of the country.
