Cam Ly railway bridge project Km24+134 Kep - Ha Long railway line includes construction package: Construction of the route, works on the route, road bridge over the railway and Cam Ly road bridge over Luc Nam river. The starting point of the project intersects with National Highway 37 at Km16+872 in Cam Ly commune; the end point is at Km20+139 in Bac Lung commune. The total length of the route is about 3,267 m. The project is invested by the Railway Project Management Board ( Ministry of Construction ). The total investment cost is nearly 800 billion VND from increased revenue and savings on regular expenditures of the Central budget.

The scale of construction investment includes a level III plain road, 2 lanes, 12 m wide roadbed; construction of a new Cam Ly road bridge unit over 631 m long (parallel to the current Cam Ly bridge) for exclusive exploitation of road traffic and a railway overpass on the Kep - Ha Long railway line nearly 288 m long designed with reinforced concrete, prestressed reinforced concrete, 12 m wide.
The route also has a horizontal and vertical drainage system, lighting system, trees, traffic safety signs... The project was built to separate the bridge for road vehicles not sharing the railway, minimizing the impact on railway operation and exploitation; gradually completing National Highway 37 according to the plan.

Construction started in early January 2025, the project is expected to be basically completed on December 31, 2025. Currently, the contractor is divided into 3 construction teams; in which the construction team on the M1 side of Cam Ly road bridge is preparing to install girders from pier T1 to T4; pier T6 (under the river) is constructing section K0, expected to be completed on September 20, 2025; 16/25 Super T girders have been cast. The construction team on the M2 side of Cam Ly road bridge is constructing cap beams from pier T8 to pier M2 (on land); pier T7 (under the river) is constructing section K0, expected to be completed before September 20, 2025; 7/20 Super T girders have been cast. The construction team on the route section, the output reached 23.11% of the contract value, equivalent to 73/315.87 billion VND.
The project is still facing difficulties in site clearance. Up to now, the locality has handed over 9.52 ha/11.6 ha (mainly agricultural land), the remaining 1.5 ha of land has not been handed over for construction (of which the area for which the compensation and support plan has not been approved is 1.09 ha; the area approved but the people have not agreed to hand over is 0.41 ha); the technical infrastructure has not been relocated.
The investor recommended that the province direct departments, branches and localities to soon complete and hand over the entire site to the unit, especially prioritizing the relocation of technical infrastructure and the railway overpass area at pillars T12, T13, and abutment M2 to ensure project progress.

Checking the project progress, comrade Vuong Quoc Tuan assessed that the Cam Ly bridge project is a very important traffic project, using central funding. Over the past time, the investor has actively promoted its role and responsibility, and carried out the tasks. Completing the project on schedule on December 31, 2025 has special significance for the locality and the investor.
The province has focused on removing difficulties, contributing to speeding up the project's progress. However, progress is still behind schedule. Part of the reason is due to problems in site clearance, especially the 2-hectare land in Bac Lung commune.
In that situation, he requested the relevant localities to coordinate and complete the handover of clean land to the investor in September. Maximizing the application of legal regulations in compensation, site clearance, and ensuring rights also creates consensus among the people. The Provincial Land Fund Development Center needs to closely coordinate with local authorities to synchronously implement solutions. For households that have to resettle, they have now approached the new location and agreed on the plan, it is necessary to promptly approve and encourage people to demolish their houses before September 30; at the same time, it is necessary to explain to people the role, significance, and urgency of the project.
The entire route needs to have a unified policy and viewpoint in the site clearance work, avoiding unclear and inconsistent movements. Taking care of the lives of resettled people is the top priority. From now until September 20, it is necessary to complete the handover of the site along with full technical infrastructure such as power stations, power sources, and water for households to be able to build houses and stabilize their lives. All relevant parties must be highly determined to achieve the set progress milestones.
