Hanoi Law University explains the training of Dr. Vuong Tan Viet in "2 years and 3 months"

In the Press Release, Hanoi Law University provided the following specific information:

Student Vuong Tan Viet (born in 1959), before applying for the PhD program, graduated with a Bachelor's degree in English in 2001 from the University of Foreign Languages ​​(now Hanoi University).

In 2017, students were admitted to the 2nd Degree Course 1, Law University level, part-time study form of Hanoi Law University opened at Bach Viet College, Ho Chi Minh City.

On January 15, 2019, recognized as a graduate and awarded a Bachelor of Laws Degree 2nd Degree - Part-time Study according to Decision No. 140/QD-DHLHN dated January 15, 2019 of Hanoi Law University, ranked as Excellent.

November 26 , 2019, admitted to the 25B PhD course (2019-2023 school year) according to Decision 4567/QD-DHLHN dated November 26, 2019 of Hanoi Law University.

On December 26 , 2019 , the student was recognized as a PhD student according to Decision 5114/QD-DHLHN of Hanoi Law University, majoring in Constitutional and Administrative Law.

On December 9 , 2021 , the PhD student successfully defended his School-level doctoral thesis at Hanoi Law University.

On March 17 , 2022 , PhD student Vuong Tan Viet was awarded a PhD in Constitutional and Administrative Law according to Decision No. 1141/QD-DHLHN of Hanoi Law University.

How is the recruitment and training process for PhD students at Vuong Tan Viet?

Regarding the information related to the doctoral training process of graduate student Vuong Tan Viet, Hanoi Law University said that, based on the Law amending and supplementing a number of articles of the Law on HigherEducation (2018); Decision No. 1981/QD-TTg dated October 18 , 2016 of the Prime Minister approving the framework of the national education system; Circular No. 08/2017/TT-BGDDT promulgating the Regulations on enrollment and training of doctoral degrees dated April 4 , 2017 ; Decision No. 261/QD-DHLHN dated January 24 , 2019 of Hanoi Law University detailing the enrollment and training of doctoral degrees .

Regarding enrollment, on June 7 , 2019 , Hanoi Law University issued enrollment announcement No. 2190/TBTS-DHLHN on the second round of 2019 doctoral enrollment , accordingly: “Candidates for doctoral enrollment must meet the following conditions: 1. Have one of the following degrees: a) Master's degree in Law in the same field or a different field from the registered field. In case the candidate has a master's degree in Law in a different field from the registered field, after being admitted, the candidate must take additional courses at the master's level of the doctoral training field that has been admitted. b) Bachelor's degree in regular law with honors or higher, issued by domestic universities (assigned by the Ministry of Education and Training to train bachelors in law, economic law, international law, international trade law ) …”.

On September 30, 2019, the University issued Notice No. 3679/TB-DHLHN on correcting information on the conditions for admission to doctoral programs in the Notice of admission to doctoral programs, round 2, 2019, to comply with Decision No. 261/QD-DHLHN.

Accordingly, the information on “requirements for doctoral students” in Point b, Section 3 of Admission Notice No. 2190/TBTS-DHLHN is corrected as follows: “3. Requirements for doctoral students: Have one of the following degrees: b) Bachelor of Law degree with honors or higher issued by a domestic university ( assigned by the Ministry of Education and Training to train bachelors in law, economic law, international law, international trade law ) .

Regarding the subjects and conditions for admission, according to Hanoi Law University, according to Clause 1, Article 5 of Circular No. 08/2017/TT-BGDDT on Conditions for admission to doctoral training: "Candidates for doctoral training must meet the following conditions: 1. Have a university degree of excellent or higher or a master's degree..."; According to Article 6 of Decision No. 261/QD-DHLHN on Conditions for admission to doctoral students, candidates for doctoral training must meet the following conditions: "1. Have a university degree of excellent or higher in law or a master's degree in law".

Hanoi Law University believes that applying to the case of student Vuong Tan Viet is enough to qualify for the doctoral training program of Hanoi Law University.

Regarding admission and admission, Hanoi Law University said that according to Article 5 of Circular No. 08/2017/TT-BGDDT dated April 4, 2017 and Article 6 of Decision 261/QD-DHLHN, student Vuong Tan Viet is eligible to study directly for a doctorate, specifically: Has a university degree in Law, Excellent; is the author of 1 scientific report printed in the proceedings of an international scientific conference with peer review in 2017; has foreign language proficiency: University degree, English major.

Regarding the training of student Vuong Tan Viet, Hanoi Law University informed that from December 2019 to June 2021, graduate student Vuong Tan Viet has completed the entire master's training program. From 2020 to 2021, the graduate student has completed 7 modules of the doctoral training program.

PhD degree awarded within 2 years and 3 months training period

Regarding the evaluation of the doctoral thesis and the defense of the doctoral thesis of student Vuong Tan Viet, Hanoi Law University informs, graduate student Vuong Tan Viet has completed additional courses, doctoral level courses; has had 02 reports in foreign languages ​​in the proceedings of international conferences with peer review; has been approved by the group or the doctoral supervisor to register for thesis evaluation at the professional unit; has completed the defense of the overview topic, 03 thesis topics.

On January 20-24, 2022, the doctoral student submitted his thesis to the library of Hanoi Law University and the National Library. On March 17, 2022, doctoral student Vuong Tan Viet was awarded a PhD degree from Hanoi Law University.

Regarding the training period, the University of Law said that the doctoral student has completed the training program; the thesis has been proposed by professional units to be evaluated by the school-level Thesis Evaluation Council; the doctoral student's thesis has been approved by independent reviewers.

On October 3, 2021, PhD student Vuong Tan Viet submitted an application to shorten the training period; an application to defend the thesis at the School level and was approved by the School (According to the provisions of Point c, Clause 7, Article 9, Circular 08/2017 and Point b, Clause 4, Article 26, Decision 261/QD-DHLHN - does not specifically stipulate the minimum and maximum shortened training period).

On November 1, 2021, the School issued Decision 3696/QD-DHLHN on establishing a School-level Doctoral Thesis Defense Council for PhD student Vuong Tan Viet.

On March 17, 2022, the PhD student was awarded a PhD degree according to Decision No. 1141/QD-DHLHN of Hanoi Law University.

Hanoi Law University believes that the total training time of student Vuong Tan Viet from the time he was recognized as a PhD student (December 2019) until the Decision on recognition of the degree and granting of a doctoral degree (March 2022) is 2 years and 3 months, meeting and complying with the Doctoral Training Regulations of Circular 08/2017/TT-BGDDT of the Ministry of Education and Training and Decision 261/QD-DHLHN of Hanoi Law University.

Ministry of Education and Training urgently requests report by June 26, 2024

On June 25, the Ministry of Education and Training sent an urgent dispatch to Hanoi Law University requesting a report on the admission and training process for graduate student Vuong Tan Viet, which is causing a stir in public opinion.

According to the urgent dispatch No. 3136/BGDDT-GDĐH sent by the Ministry of Education and Training to Hanoi Law University, it clearly states: Currently, there is a lot of conflicting information about the enrollment, training and granting of doctoral degrees to Mr. Vuong Tan Viet at Hanoi Law University. To have complete information, the Ministry of Education and Training requests that Hanoi Law University urgently report specifically on the enrollment and training process for doctorates (including the submission of documents for review, thesis defense...) and have evidence attached for Mr. Vuong Tan Viet's documents.

The Ministry of Education and Training requested Hanoi Law University to send a report to the Ministry of Education and Training on June 26, 2024 for synthesis.

Previously, social networks were abuzz with the news that Mr. Thich Chan Quang (real name Vuong Tan Viet) graduated with a bachelor's degree in law in 2019, but in 2021 received a doctorate in law, also from Hanoi Law University. Public opinion wondered and asked why Mr. Thich Chan Quang got his doctorate just 2 years after graduating from university?
