The Ho Chi Minh City Department of Education and Training said it has just sent a document to the People's Committee of Thu Duc City, districts, and non-public educational institutions on instructions on tuition collection, service prices, and price declaration for non-public educational institutions from the 2024-2025 school year.
Specifically, regarding tuition fees, non-public educational institutions strictly comply with the provisions at Point b, Clause 4, Article 8 of Decree 81/2021 of the Government . In particular, note the tuition fee level: The tuition fee increase rate shall not exceed 10% for preschool education and general education and shall be implemented publicly according to the provisions of law and explained to learners and society.
Regarding service prices in the education sector: Continue to implement according to the provisions of Clause 2, Article 5 of Decree 81/2021 of the Government. Service prices in the education and training sector are adjusted according to a suitable roadmap commensurate with the quality of education and training services, but the rate of increase in service prices does not exceed 15%/year.
Ho Chi Minh City Department of Education and Training requires non-public schools to publicly disclose tuition fees and other fees.
Regarding the policy of tuition exemption and reduction, support for learning costs and tuition fee payment: Implement the policy of tuition exemption and reduction, support for learning costs and tuition fee payment in accordance with the provisions of Decree No. 81/2021 of the Government. In particular, note the implementation of the tuition exemption policy for 5-year-old preschool children from the 2024-2025 school year (enjoyed from September 1, 2024).
Regarding tuition support policy for students: Continue to support tuition for private primary school students in areas without enough public schools and special policies to care for and support the elderly, orphans and those in difficult circumstances in the city.
Regarding the transparency of revenues: Non-public educational institutions are requested to publicly disclose their commitment to the quality of education and training, the conditions of facilities and tuition fees, other fees, methods and implementation time according to the regulations of the Ministry of Education and Training on the implementation of transparency in the activities of educational institutions in the national education system. At the same time, they are responsible for publicly disclosing and explaining to learners and society about the tuition fees and prices of services they decide.
