The Ho Chi Minh City Department of Education and Training announced that it has sent a document to the People's Committee of Thu Duc City, districts, and non-public educational institutions providing guidance on tuition fees, service prices, and price declaration for non-public educational institutions starting from the 2024-2025 school year.
Specifically, regarding tuition fees, non-public educational institutions must strictly comply with the regulations in point b, clause 4, Article 8 of Government Decree 81/2021. In particular, attention should be paid to tuition fee rates: the tuition fee increase rate must not exceed 10% for preschool and general education, and must be publicly disclosed in accordance with the law and explained to students and the public.
Regarding service prices in the education sector: Continue to implement the regulations in Clause 2, Article 5 of Government Decree 81/2021. Service prices in the education and training sector will be adjusted according to a suitable roadmap commensurate with the quality of education and training services, but the increase in service prices shall not exceed 15% per year.

The Ho Chi Minh City Department of Education and Training requires private schools to publicly disclose tuition fees and other charges.
Regarding policies on tuition fee exemption and reduction, learning cost support, and tuition fee assistance: Implement policies on tuition fee exemption and reduction, learning cost support, and tuition fee assistance in accordance with the regulations in Government Decree No. 81/2021. In particular, note the implementation of the tuition fee exemption policy for 5-year-old preschool children from the 2024-2025 school year (effective from September 1, 2024).
Regarding tuition fee support policies for students: Continue providing tuition fee support for private primary school students in areas lacking sufficient public schools, and implement specific policies to care for and support the elderly, orphans, and those in difficult circumstances in the city.
Regarding the public disclosure of fees: Non-public educational institutions are requested to publicly disclose their full commitment to educational and training quality, facilities, tuition fees, other fees, and the methods and timing of implementation as stipulated by the Ministry of Education and Training's regulations on public disclosure in the operation of educational institutions within the national education system. They are also responsible for publicly disclosing and explaining to students and the public the tuition fees and prices of services they determine.
