At the end of 2024, the inspection team of the Department of Education and Training of Gia Lai province concluded that Le Loi High School had many serious violations in financial management and revenue and expenditure in the two school years 2022 - 2023 and 2023 - 2024.
Specifically, the school principal organized the collection of high school graduation exam review fees at the rate of 5,000 VND/period/student in the 2022-2023 school year, earning nearly 500 million VND. By the 2023-2024 school year, the collection rate increased to 6,000 VND/period, with a total revenue of more than 782 million VND.
However, the school did not develop a specific revenue and expenditure plan and did not make it public monthly as required. At the time of inspection, the amount of money collected from this activity still had a surplus of nearly 128 million VND.
In conclusion, the organization of review teaching did not clearly define the implementation time, was not separate from the main lessons, and violated the regulations on organizingeducational activities.

In addition, financial violations at Le Loi High School were also reflected in the principal's arbitrarily leasing public assets without the approval of the school board. Specifically, the canteen was rented for 5 million VND/month; the multi-purpose gymnasium was rented for 20 million VND/year, but no revenue and expenditure reports from these items were made public at school meetings.
In addition, the school also collects many other fees such as: motorbike parking fee (VND 35,000/bike), bicycle (VND 15,000/bike) with a total amount of nearly VND 330 million; sanitation fee of nearly VND 200 million; water fee of VND 45,000/student/year. All of these fees do not have a specific revenue and expenditure plan, contrary to State regulations.
Notably, the school also collected a "donation" fee for high school graduation exam scores of 150,000 VND/12th grade student, totaling more than 148 million VND in 2 school years. This is a fee that is not included in the policy of the Department of Education and Training of Gia Lai province. Many payment documents are invalid, mainly handwritten invoices, lacking sales invoices according to legal regulations.
Faced with the above violations, the Director of the Department of Education and Training of Gia Lai province requested the Principal of Le Loi High School to terminate the public property lease contracts, return more than 148 million VND in wrongly collected money, and at the same time organize a review, clarify responsibilities and take disciplinary action against related individuals and groups.
However, according to teachers and parents, it has been more than 4 months since the inspection conclusion, but the handling of responsibility for Mr. Nguyen Quoc Dat, Principal of Le Loi High School, has not been carried out.
Speaking to Thanh Nien reporters on the afternoon of May 5, Mr. Le Duy Dinh, Director of the Department of Education and Training of Gia Lai province, said: "From the complaint, we have established an inspection team and discovered violations at Le Loi High School, specifically the principal of this school, Mr. Nguyen Quoc Dat. Regarding the illegal collections, we have forced them to be returned to parents. We have also pointed out some violations and shortcomings and asked the principal to correct them. However, the matter has not yet reached the point of having disciplinary measures, so we will only stop at the level of warning and correction."
It is known that despite his violations during his work, Mr. Nguyen Quoc Dat is still allowed to complete related procedures to consider reappointment.
